MULTIPLE AWARD TASK ORDER CONTRACT

COMPETITIVE

MULTIPLE AWARDS

INDEFINITE DELIVERY,INDEFINITE QUANTITY (IDIQ) CONTRACT

Follow on Task Orders are competitive

CONTRACTORS WILL BE PROVIDED THE OPPURTUNITY TO COMPETE FOR THE AWARD OF A MULTIPLE AWARD CONTRACT WITH 1YEAR BASE PERIOD AND AN 4 OPTIONs FOR ADDITIONAL YEARS.

HOW LONG IS THIS “ MATOC ” CONTRACT GOOD?

5 YEARS ?

BASE (1-year) Period and 4 1-YEAR Options $10 Million –

$2 Million per period

NGB can allow higher but unusual

1 YEAR BASE PERIOD AND 4 1-year OPTIONs. Not To Exceed 5 years. That said $2 Million per period not to exceed $10 Million per contract- as long as your company continues to provide Competition

WHAT WORK IS INCLUDED IN A MATOC CONTRACT ???

The Prototypical Projects

“SCOPE”

Task Orders

Initially your work for this Construction MATOC Contract involves Pricing of the Prototypical Projects as well as your other submissions. Our projects can be a few projects as well as one project in Tennessee. We have asked you to propose on two projects so we know you can handle the complexity of multiple projects. When we have multiple projects this provides more dollars for you. Small projects can be difficult to price- We are looking for Economy of scales. We get back information on how your company will handle your projects, personnel, and pricing. For Example : Some projects you may only need one project manager for 2 projects. Large more intricate projects you may need more than one project manager. Each company addresses these needs differently. We want to know how you will do it. Scope can be thought of as what is the work required for each project. This is a Government word. You will hear this a lot if you receive a MATOC award.

The prototypical projects are not likely to be awarded.

Each Task Order will have its own Scope of work- usually a PWS or SOW. The same requirement can come out in Knoxville, Nashville and Memphis and still be different.

PROTOTYPICAL PROJECT?

REPRESENTS A TYPE OF PROJECT THAT MAY BE AWARDED UNDER THIS CONTRACT.

MEASURES CONTRACTORS Understanding

WILL BE AWARDED at Contracting Officer DISCRETION - IF FUNDS ARE AVAILABLE.

Projects are not likely to be awarded, but if they are you need to put the right price in your documents

Who can receive a Contract and Task orders???

100% Small Business

You must continue to provide Quote/Proposals or we will not continue to exercise options.

WHAT ARE THE $$ LIMITS OF A TOC?

$10,000,000.00 AGGREGATE PER

Base CONTRACT Up to $3,000,000.00 PER Task Order (IN RARE CASES OVER $3M with NGB approval)

$2,000 MINIMUM ORDER

Everyone that receives an award will receive at $2000.00 minimum Task Order.

Can you chose LOCATIONs?

YES!!!

( ) AIR NATIONAL GUARD BASE, Memphis ( ) AIR NATIONAL GUARD BASE, Knoxville ( ) AIR NATIONAL GUARD BASE, Nashville ( ) Army NATIONAL GUARD Tullahoma, Smyrna, Milan, Catoosa ( ) OTHER LOCATIONS WITHIN THE STATE as needed

HOW MANY CONTRACTORS WILL BE AWARDED A MATOC?

ALL AWARDS 100% set aside small business.

Two is the minimum but expect more

BE SELECTED By SOURCE SELECTION BOARD(SSB)

Your proposal is speaking to the SSB. These folks are looking to see that you can perform, so write your proposal that way.

Have your references submit before this award is due. (on Exhibit A-C)

Read Exhibit D. Lots of directions

Be organized.

BEST VALUE AWARD DECISION

BEST VALUE IS DEFINED AS AN AWARD BASED ON THE GREATEST OVERALL BENEFIT to the Government. AWARD IS BASED ON OTHER FACTORS IN ADDITION TO PRICE.

Experience and Capability Organization Specific Personnel Quality Control Scheduling Methodology LEED (projects > $1M) Construction License-Current, Active License in the name of the Prime

BEST VALUE AWARD BASIS

Technical factor is somewhat more important than Present/Past Performance and when combined however, the non-cost factors are approximately equal to the Price Factor.

Make sure Exhibit A-c gets to me before this solicitation closes.

Don’t be in a hurry FAILURE TO FURNISH A COMPLETE PROPOSAL MAY RESULT IN ELIMINATION FROM CONSIDERATION

Description in design build in section 00110 for the Details being submitted separately.

DAVIS BACON WAGES

DAVIS BACON WAGE RATES WILL APPLY TO Construction MATOC REQUEST FOR PROPOSAL-http://www.access.gpo.gov/davisbacon /tn.html Link to Web site or the wage rate will be provided-

The most current wage determination at time of award of Task Order applies to the Task Order.

General Decision Number: TN170035 01/06/2017 TN35 State: Tennessee Construction Type: Building County: Carroll County in Tennessee.

This is for the base award. Each TO will have its own.

3 type of BONDS

PERFORMANCE AND PAYMENT BONDS ARE ESTABLISHED BY EACH TASK ORDER:

PAYMENT BOND (or irrevocable letter of credit) – contracts over $150,000 PERFORMANCE BOND contracts over $150,000 Bid Bond contracts over $150,000

3 Bonds are due for this contract. All are important – Yes Payment Bond is required. – Reference The Miller Act

Task orders over $150 000 will all require these 3 bonds Under $50000 the solicitation for the TO will discuss requirements.

PROPOSALS ARE DUE NOT LATER THAN:

8 November 2017 10:00 AM Central

DON’T FORGET TO HAVE REFERENCES SENT IN BY THIS TIME & DATE

Proposals are expected to be good for At least 60 days
