About this opportunity
Little Rock Air Force Base 19th Contracting Squadron announced a hybrid virtual industry day on August 26, 2026 (held) to discuss a planned Multiple Award Construction Contract (MACC) IDIQ solicitation restricted to small business set-aside, with the event serving informational purposes only and not constituting a commitment to contract or promise of future awards.
The MACC is a 100% small business set-aside IDIQ vehicle anticipated to award up to eight contracts using a Two-Phase Highest Technically Rated Offeror with Fair and Reasonable Price (HTRO-RFP) evaluation methodology. The contract period comprises one 3-year base period, two 2-year option periods, and a possible 6-month extension, with an aggregate program ceiling of $600 million and individual task orders ranging from $2,000 to $20 million. All awardees receive a minimum guarantee of $500. Work encompasses design-build and design-bid-build construction services supporting airfield pavements, facilities, security systems, infrastructure maintenance and repair, and specialty trades including fire suppression, roofing, and hazardous materials abatement across Little Rock Air Force Base in Arkansas (NAICS 236220).
Evaluation criteria total a maximum of 17,030 points across six categories: Relevant Construction Experience (10,900 points), Design Experience (2,080 points), Past Performance (1,000 points), Staffing Qualifications (1,000 points), Geographic Expertise (50 points), and Estimating Capability (2,000 points). Proposals submitted in five volumes are evaluated first on technical merit through contractor self-scoring matrices; the government validates documentation and past performance for only the top eight self-scored offerors, then assesses price reasonableness on those eight proposals. Work samples are limited to 12 projects completed within seven years and at least 80% complete by July 30, 2026. Past performance evaluation accepts CPARS ratings or questionnaires (maximum 10 projects with 30 combined ratings in Quality, Schedule, and Management categories only). On-ramping allows pre-vetted contractors ranked ninth or lower to replace off-ramped vendors at the three-year mark; off-ramping criteria require minimum 80% good faith RFP participation, self-performance of at least 15% of work over twelve-month periods, and on-schedule quality delivery.
As of October 6, 2026, the notice includes a Questions and Answers document addressing submission formats, work sample documentation, CPARS thresholds, trade worker definitions (excluding project managers and administrative staff), and geographic expertise subcategories for Arkansas and Little Rock Air Force Base projects. Formal written questions were due August 31, 2026. Industry day attendance included 56 participants from Air Force contracting offices, construction firms, electrical contractors, and the Arkansas APEX Accelerator program.
