About this file

This file is a self-scoring matrix template for the Little Rock Air Force Base (LRAFB) Multiple Award Construction Contract (MACC) evaluation process. The matrix is designed to support the Two-Phase Highest Technically Rated Offeror with Fair and Reasonable Price (HTRO-RFP) evaluation methodology that the 19th Contracting Squadron plans to utilize for the MACC IDIQ solicitation. As a template appendix, it provides the scoring framework and criteria structure that potential offerors will use to evaluate and understand how their proposals will be assessed, rather than specifying detailed evaluation criteria or point values directly within this particular document.

The MACC contract vehicle is an Indefinite Delivery/Indefinite Quantity (IDIQ) multiple-award construction contract administered by the Department of the Air Force Air Mobility Command through the 19th Contracting Squadron at Little Rock Air Force Base. The contract period of performance includes one 3-year base period, two 2-year option periods, and a possible six-month extension. This matrix was distributed as part of the evaluation attachments for the Industry Day event held on August 26, 2026, to provide transparency to industry partners regarding the technical and pricing evaluation approach prior to formal RFP release.
