The Air Force 19th Contracting Squadron plans to award up to eight IDIQ contracts under this MACC in accordance with FAR 15.1 competitive procedures. The contract period of performance comprises one 3-year base period with two 2-year option periods and a possible 6-month extension. The Government will utilize a Two-Phase Highest Technically Rated Offerors with Fair and Reasonable Price (HTRO-FRP) evaluation methodology, where Phase 1 evaluates proposals on non-price technical factors using a self-scoring matrix with a maximum of 15,080 points, and Phase 2 determines price fairness and reasonableness for the eight highest-ranked technical proposals. There is no price competition at the IDIQ award stage; price competition occurs at the task order level post-award.
Proposals must be submitted in five volumes: Executive Summary (including company information and financial institution data), Technical Experience (self-scoring matrix, work samples covering construction experience, design-build capabilities, past performance, staffing qualifications, and geographic proximity to LRAFB), Past Performance (CPARS/PPQs documentation), Sample Project Estimate, and Contract Documentation. DRAFT Section L Instructions, Conditions, and Notices to Offerors For Little Rock Air Force Base (LRAFB) Multiple Award Construction Contract (MACC) Aug 2026
1.0 GENERAL INSTRUCTIONS
This solicitation requires a five-volume proposal as outlined in paragraph 3.4 Proposal Organization of Section L:
I. Executive Summary II. Technical Experience III. Past Performance IV. Sample Project Estimate V. Contract Documentation
This is a Two-Phase Highest Technically Rated Offerors with a Fair and Reasonable Price (HTRO – FRP) source selection for the Multiple Award Construction Contract (MACC)/Indefinite-Delivery Indefinite-Quantity (IDIQ), conducted in accordance with Federal Acquisition Regulation (FAR) 15.1 as supplemented. The Government intends to award up to eight (8) IDIQ contracts under this MACC, as required by RFO 16.504. If fewer than eight (8) technically acceptable offers with prices determined fair and reasonable are received, the Government reserves the right to make a reduced number of awards, including a single award.
This is an all-electronic solicitation release. Hard copies of the solicitation are not available. The Government will post amendments to the solicitation to the entry point https://sam.gov. It is the responsibility of each offeror to review the web page for notice of amendments, updates, or changes to current information.
1.1 Two-Phase HTRO-FRP Evaluation Methodology. This approach prioritizes the best possible performance, provided the price is determined to be fair and reasonable. All proposals are initially evaluated in phase 1 based solely on the non-price factors specified in the solicitation. Only the price of the 8 highest-ranked technical proposals are then evaluated in phase 2 to ensure price is fair and reasonable.
Phase 1: Offerors self-score their proposals using Appendix A, Self-Scoring Matrix (maximum 15,080 points). The Government validates scores against submitted documentation and produces a numerical ranking from highest to lowest.
Phase 2: Starting at the top of the ranking, the Contracting Officer determines each offeror's proposed price fair and reasonable. Awards are made to the highest-ranked offerors whose prices are determined fair and reasonable until the intended number of awards is reached. There is no price competition between offerors at the IDIQ award stage. Price competition occurs at the task order level after award.
1.2 Proposal Preparation. The Offeror's proposal shall include all data and information requested by this solicitation and these Instructions, Conditions, and Notices to Offerors or Respondents and shall be submitted in accordance with these instructions. If a proposal fails to conform to the instructions provided in this Section L, it may be deemed non-responsive, and the Offeror may be deemed ineligible for award.
The proposal must be complete, self-sufficient, and respond directly to the requirements of this solicitation. The proposal must be clear, concise, and must include sufficient detail for effective evaluation and for substantiating the validity of the claimed points on Appendix A, Self-Scoring Matrix. Offerors must assume that the Government has no prior knowledge of their experience and will base its evaluation on the information presented in the Offeror's proposal.
In no case shall words like "we will comply with the requirements of the contract," or equivalent statements, be acceptable to meet the requirements of this RFP.
Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale supporting the exception five (5) business days prior to the closing date of the solicitation.
1.3 Joint Venture Offerors. If the offeror is a joint venture, the offeror shall provide all required solicitation information for all parties including a copy of the signed joint venture agreement with proposal. The agreement shall include information which identifies the responsibilities for each entity under this contract. The agreement shall demonstrate the relationship between firms and identify contractual relationships and authorities to bind each entity of the joint venture. Joint Venture past performance will be evaluated and based on either party's past performance. Offerors shall submit only one proposal for the MACC IDIQ as the Government will review only one proposal per offeror.
1.4 Teaming/Partnering Offerors. If the offeror is based on a teaming/partnering relationship, the offeror shall provide all required solicitation information for all parties including a copy of the teaming/partnership agreement that is signed and dated by teaming/partnership member as part of the proposal submission. The agreement shall include information which identifies the responsibilities for each entity under this contract. The agreement shall demonstrate the relationship between firms and identify contractual relationships and authorities to bind each entity of the teaming/partnering relationship. Team/partner offerors shall submit only one proposal for the MACC IDIQ as the Government will review only one proposal per offeror.

Offerors will have three (3) business days after the site visit to ask any additional questions, in writing to kali.finke.2@us.af.mil and rachel.italiano.1@us.af.mil. Any questions submitted after these two periods may not be answered by the Government.
Information provided at the site visit shall not qualify the terms and conditions of the solicitation. Failure of a prospective offeror to submit any questions or attend the site visit will be construed to mean that the prospective offeror fully understands all requirements of the solicitation. Prospective offerors are advised that the pre-proposal site visit will be held solely for explaining the concepts involved in the sample project and the specifications, terms, and conditions of this solicitation.
Answers to questions will be posted to https://sam.gov within five (5) business days following the deadline for questions identified above. 3.5 Volume II – Technical Experience
3.5.1 General. Volume II consists of multiple interrelated documents submitted as a package to include the Self-Scoring Matrix, Work Samples, and Cross-Reference Matrix. As part of phase 1, the Offeror’s proposal will be evaluated using Appendix A, Self-Scoring Matrix where the Offeror assigns point values to each scoring category based on submitted work samples (contracted projects). The Offeror shall only provide relevant documents to validate Offeror HTRO – FRP Self-Scores.
Work samples or projects may count toward multiple categories, and it is encouraged to submit work samples that can be utilized in multiple categories. The maximum number of work samples is 12. The work samples submitted in this volume will be the same work samples reference in Volume III – Past Performance. Criteria for work samples is outlined in paragraphs 3.5.3 and 3.5.4 below. Appendix C, Cross-Reference Matrix maps each claimed score to the specific page or document in the submission that supports it. All documents in Volume II must be consistent. A claimed score not supported by a Cross-Reference Matrix entry may be adjusted downward by the Evaluation Board.
3.5.2 Self-Scoring Matrix. The Offeror shall complete Appendix A, Self-Scoring Matrix. Offerors shall enter their scores in yellow highlighted Column C, Offeror’s Self Score, as whole number, “Yes” or “No.” Categories 1 through 5 must have at least one submission. Do not enter formulas in Column C. Column E, Total Across, and Rows 43, 86, 100, 117, 124, 134, and 135 will auto-calculate. Offerors SHALL NOT alter the formulas in the spreadsheet. If errors are discovered in the spreadsheet, the Offeror shall contact the Contracting Officer. Self-rated scores shall be verifiable using their associated work samples.
3.5.2.1 Categories 1a-1f: Relevant Construction Experience. This section is for hands-on construction experience across a variety of project types and sizes. The Offeror will receive points for each relevant work sample submitted. The maximum number of work samples is 12.
3.5.2.1.1 Category 1: Commercial, Industrial & Residential Bldg. Multi Trade
3.5.2.1.1.1 Category 1a: Commercial, Industrial & Residential Bldg. Multi Trade Thresholds. The Offeror shall submit work samples and rate itself based on the value of submitted multiple trade projects as the prime contractor. Prime contractor is the primary company that holds a direct contract with the project owner and bears overall responsibility for delivering the full scope of the work. Multiple Trade is defined as the involvement of various specialized crafts or subcontractors, see Appendix A, Self-Scoring Matrix, Category 2b for typical trades and specializations. The maximum number of work samples the Offeror can submit is limited to four work samples for each of the following value tiers:
| • | Under $250,000 |
| • | $250,000 to $1 million |
| • | Over $1 million |
3.5.2.1.1.2 Category 1b: Commercial, Industrial & Residential Bldg. Number of Multi Trade Projects. Of the work samples submitted, the Offeror shall identify the number of trades managed to demonstrate the Offeror’s ability to manage multiple trades. The Offeror will rate itself based on whether it managed fewer than 5 trades, 5 to 10 trades, or more than 10 trades on a project.
3.5.2.1.2 Category 1c: Construction for the US Government. The Offeror shall submit work samples and rate itself based on experience as a prime contractor completing work for any US Government agency. Offerors must submit work samples with relevant specializations to that listed in Appendix A, Self-Scoring Matrix, Category 2b. The Offeror can submit up to four work samples for each value tier: under $1 million and over $1 million. The maximum number of work samples that can be submitted for this category is eight.
3.5.2.1.3 Category 1d: Multiple Construction Multi-Trade. The Offeror shall rate its ability to manage multiple construction projects simultaneously. The Offeror must submit a minimum of two (2) simultaneous projects and can submit a maximum of five (5) simultaneous projects. Work samples submitted must demonstrate that the Offeror was simultaneously performing work on multiple active construction contracts during an overlapping period of at least six (6) consecutive months. Offerors shall clearly identify the performance period for each project on the Work Sample Cover Sheet. Projects whose performance periods doe not overlap for the required minimum will not qualify under this category. Each work sample submitted will score points.
For example, if the Offeror managed five active projects at the same time for at least six consecutive months, the Offeror would rate itself a 5, scoring 100 points for each project for a total of 500 points in category 1d.
3.5.2.1.4 Category 1e: Construction in Secured Areas. The Offeror shall rate itself and submit work samples to demonstrate its capability to operate in sensitive or secure environments, such as munitions areas, SCIFs, or bunkers. The Offeror can submit up to three (3) work samples for each value tier: under $750,000 and over $750,000. The maximum number of work samples that can be submitted for this category is six (6).
3.5.2.1.5 Category 1f: Individual Trade Projects. The Offeror shall rate itself and submit work samples that demonstrate expertise in specific, high-demand trades where the Offeror performed at least 60% of the total project in one specific trade. The Offeror can submit up to two (2) work samples in the following trades under and over $500K or under and over $750K:
| • | Fire Protection/Suppression Systems |
| • | Road Construction |
| • | Hazardous Material Abatement |
| • | Building Automation/Data Systems |
| • | Roofing |
3.5.2.2 Categories 2a-2b: Design Experience. This section measures the Offeror’s design-build capabilities. The focus is on the Offeror’s experience as a prime contractor leading project from the design phase through the construction phase.
3.5.2.2.1 Category 2: Experience as Prime Contractor on Design-Build Projects.
3.5.2.2.1.1 Category 2a: Experience as Prime Contractor on Design-Build Projects Over $1M. The Offeror can submit up to two (2) design-build work samples with a construction cost of over $1M.
3.5.2.2.1.2 Category 2b: Experience as Prime Contractor on Design-Build Projects. Scope of Design. Of the work samples submitted for category 6, the Offeror will earn additional points by indicating whether its design included specific architectural, civil, mechanical, structural, electrical, fire suppression, or security elements. The Offeror shall answer "Yes" or "No" for each sub-discipline, which includes items like phased construction, pavement design, HVAC systems, seismic retrofitting, mass notification systems, and SCIF shielding.
3.5.2.3 Category 3: Past Performance. The Offeror shall evaluate the quality of its past work based on formal performance evaluations. The Offeror will rate itself directly from the Contractor Performance Assessment Reporting System (CPARS) evaluations or completed Past Performance Questionnaires (PPQs) for the relevant work samples submitted in Sections 1 and 2 (At least five (5) but not to exceed ten (10) CPARS/PPQ).
3.5.2.3.1 Category 3: Contractor Performance Assessment Reporting System (CPARS) Evaluations or Past Performance Questionnaires (PPQs). The Offeror must tally the individual performance ratings across the submitted CPARS/PPQs. Points are awarded progressively for "Satisfactory," "Very Good," and "Excellent" (or "Exceptional") ratings. Ratings of "Marginal" or "Unsatisfactory" will receive zero (0) points. The Offeror must ensure that the tallied ratings strictly correspond to the documentation provided in the Offeror’s proposal package. The maximum allowed quantity of ratings is 50 combined. This can be evenly distributed between the five (5) ratings. The following CPARS categories count toward the 50-rating maximum: Quality, Schedule, Cost Control, and Management. Other CPARS categories – such as Small Business and Regulatory – will not be counted toward the maximum. A single CPAR containing all four qualifying categories counts as four ratings toward the 50-rating maximum.
For example, if an Offeror submits 10 CPARS/PPQs this should equate to a total of 50 ratings spread out in specific categories. Based off the ratings, the Offeror received 10 Exceptional ratings, 10 Very Good ratings, 20 Satisfactory ratings, 5 Marginal ratings, and 5 Unsatisfactory ratings. The total quantity of these ratings would be 50.
3.5.2.4 Categories 4a-4e: Staffing. This section evaluates the qualifications and certifications of the Offeror’s in-house personnel. The Offeror shall rate itself by confirming that the Offeror directly employs staff with specific roles and credentials.
3.5.2.4.1 Category 4: In-House Workforce.
3.5.2.4.1.1 Categories 4a-4b: In-House Workforce. Trade/Construction Workers. Architects/Engineers. The Offeror shall indicate whether it employs trade/construction workers and architects/engineers, with more points awarded for a larger staff (>5 workers or >3 A/E).
For example, if an Offeror employs 1 – 5 Workers, the Offeror will insert “Yes” for 1 – 5 Workers for 100 points and “No” for >5 Workers. If an Offeror employs >5 Workers, the Offeror will insert “No” for 1 – 5 Workers and “Yes” for >5 Workers for 200 points. The Offeror will not score yes for both; it is one or the other.
3.5.2.4.1.2 Categories 4c-4e: In-House Workforce. Certified Professionals. The Offeror shall confirm with a "Yes" or "No" if the Offeror has the following certified professionals on staff:
| • | Certified Safety Manager |
| • | Qualified Fire Protection Engineer |
| • | Certified personnel for Hazardous Material Abatement (TRGS) |
3.5.2.5 Category 5a-5b: Geographic Expertise. This section awards points based on the Offeror’s physical presence and ability to provide timely support to Little Rock Air Force Base.
3.5.2.5.1 Category 5: Proximity to LRAFB
3.5.2.5.1.1 Category 5a: Proximity to LRAFB. The Offeror will receive points if the Offeror has an existing, manned office located within 25 miles of LRAFB.
3.5.2.5.1.2 Category 5b: Regional Presence: The Offeror can also earn points for having an existing, manned office within 500 miles of Little Rock, Arkansas.
3.5.3 Work Sample Cover Sheet. Offerors shall complete a Work Sample Cover Sheet (Appendix B, Work Sample Cover Sheet) for each work sample submitted. Offerors shall follow the instructions provided within Appendix B, Work Sample Cover Sheet. Future performance periods on an existing contract do not demonstrate technical experience and shall not be utilized as work samples, nor be factored into the total point value of a submitted sample. An acceptable work sample must meet the conditions listed in each category, must have taken place within the last seven (7) years of the release date of this Solicitation, and at least 80% completed no later than DD MMM YYYY. Each work sample shall provide at least two (2) Points of Contact (POC). The Government may contact the POCs provided. The Government reserves the right to contact additional POCs if necessary.
3.5.4 Work Samples. Work samples shall demonstrate the Offeror’s technical experience in the required categories on the Self-Scoring Matrix. Work samples shall be provided in their original format. Offerors shall assign each work sample an identifier (e.g., WS1 - WS14). All pages of all work samples shall be numbered. The original pagination of each document shall be retained. If the original documentation within a work sample is not numbered, Offerors shall add page numbers. An explanation of what is within the documents is required within the cover page of the work sample. Offerors shall include all documentation for a given work sample in a single PDF file and add to each page a unique work sample identifier and page number in the margin (e.g. WS2 pgl). This will ensure that Government evaluators, with the aid of the Cross Reference Matrix (Appendix C, Cross Reference Matrix), can find all documentation quickly and efficiently, and limit confusion due to multiple page numbers.
3.5.5 Cross-Reference Matrix. Offerors shall enter information that links their self-scores to the substantiating information included in their proposal in Appendix C, Cross-Reference Matrix. The Cross-Reference Matrix includes a sample response in rows 7 and 8 demonstrating which information should be included in which column. Offerors should add rows as necessary for each work sample. The Offeror shall use Column C, Offeror's Self Score, to list its final raw score for each section. The Offeror shall include a work sample identifier (e.g., WS1-WS14) within Column E. The Offeror shall identify the type of document provided as a work sample and shall include document title, page(s), paragraph(s), table number(s) (if applicable), and block(s) (if applicable) within Column F as concisely as possible. The Offerors shall identify the contact information for the relevant Government POC in Column G, if necessary. The Offeror may add rows within a single category if more than one work sample is referenced.
3.6 Volume III - Past Performance
3.6.1 Organization. This volume shall be organized according to Table 1 above. The past performance references submitted in this volume must correspond to the same work samples submitted as work samples in Volume II. References for projects not represented in Volume II will not be evaluated. The Government will compare both volumes during validation and may note inconsistencies. A Past Performance Submission consists of Appendix D,Past Performance Information Sheet, and Contractor Performance Assessment Reports (when applicable) within seven (7) years from RFP issuance. Past Performance Submissions may reflect work accomplished by the prime contractor.
3.6.2 Past Performance Information Sheet. Appendix D, Past Performance Information Sheet shall be completed for each work sample submitted in Volume II. Offerors shall follow the instructions provided within Appendix D. The Government may contact the POCs provided. The Government reserves the right to contact additional POCs if necessary.
3.6.3 Contractor Performance Assessment Reports (CPARs). The Offeror shall provide the most recently completed CPARs as part of the Past Performance Submission if a CPARs was created for the work sample (contract/order) submitted in Volume II. If the CPARs was generated at the IDIQ level, the Offeror shall only submit the most recent CPARs if the work sample (contract/order) is explicitly identified within the CPARs.
3.6.4 Past Performance Questionnaires (PPQs). The Offeror shall provide the most recently completed PPQs as part of the Past Performance Submission if a PPQ was completed for the work sample (contract/order) submitted in Volume II.
