About this file

This file is a Cross Reference Matrix and Appendix C instructions for the Little Rock Air Force Base (LRAFB) Multiple Award Construction Contract (MACC) solicitation (FA446027R0001), serving as a template and evaluation guidance document for offerors responding to the RFP.

The matrix requires offerors to submit relevant construction and design experience across five evaluation categories. Category 1 (Relevant Construction Experience) requests up to 12 work samples across multiple subcategories: general commercial, industrial, and residential multi-trade projects (0-4 projects under $250K, $250K-$1.0M, or over $1.0M); projects demonstrating management of multiple trades (0-12 projects); U.S. Government construction projects (0-4 projects); multiple projects executed in parallel over at least 6 months (2-5 projects); secured area construction (0-3 projects); and individual trade projects exceeding 60% of total project cost in fire protection, road construction, hazardous material abatement, building automation, or roofing (0-1 project). All submitted projects must have occurred within 7 years of the solicitation release date and be at least 80% complete by July 30, 2026. Category 2 (Design Experience) requests experience on design-build projects over $1.0M (0-2 projects) and requires documentation of specific scope elements including architectural, mechanical, electrical, structural, fire suppression, security, and life safety components. Category 3 requires 5-10 CPARS evaluations or Past Performance Questionnaires with documented ratings. Category 4 assesses in-house staffing capabilities (trade workers, architects/engineers, certified safety managers, fire protection engineers, and hazardous materials training). Category 5 evaluates geographic proximity with manned offices within 25 miles or 500 miles of Little Rock, Arkansas. The MACC is an IDIQ contract with an anticipated 3-year base period, two 2-year option periods, and a potential 6-month extension.
