The contract is Indefinite Delivery/Indefinite Quantity with firm fixed price per piece, covering a base ordering period of July 1, 2026 through June 30, 2027, followed by four one-year options through June 30, 2031, plus a potential six-month extension. The government guarantees a minimum of 32,000 pieces with the first task order. Base year annual workload includes approximately 659,146 bed sheets, 289,443 pillowcases, 77,346 wool blankets, 46,356 sleeping bags, and specialized items such as chaplain vestments and ceremonial uniforms for military funerals and presidential inaugurations. The current incumbent is CLS Medical Incorporated with a past contract value of $17,588,665.42.
All contractor personnel must complete Antiterrorism Level 1, iWatch, OPSEC, TARP, and CTIP training within 30 calendar days of award. Key personnel including the Program Manager must have three years of specialized laundry and dry-cleaning experience and remain available during business hours to address complaints within 48 hours. Employees requiring regular facility access for six months or longer must be eligible for Common Access Card with favorably adjudicated Tier 1 background investigation. Service operations must occur Monday through Friday, 7:30 a.m. to 4:30 p.m., with same-day service required for military funeral uniforms. Standard laundry turnaround is five business days; dry-cleaning of ceremonial items must be wrinkle-free within five business days.
Pickup and delivery locations are detailed in Attachment 8, with estimated workload quantities in Attachment 5. The contractor must develop and maintain an accountability system for all government property in accordance with AR 210-130, AR 710-2, and AR 710-4.
