About this file

This is a Questions and Answers document for Solicitation Amendment W911SF-26-R-A010 0003 for Laundry and Dry-cleaning Services at Fort Moore. The document addresses 28 clarifying questions submitted by potential offerors regarding contract requirements, submission procedures, and operational details.

Key contract details include: the current incumbent is CLS Medical Incorporated with a past contract value of $17,588,665.42; the solicitation is a total small business set-aside (Women-Owned Small Business clause has been removed); the offer due date is 20 April 2026 at 12:00 P.M.; and award notification will be provided via email on the award date. The estimated workload is based on annual quantities provided in Attachment 5 (Pricing Matrix), with peak service demand occurring April through November. Pricing should be submitted on both the SF 1449 and Attachment 5, with each option year receiving its own task order. CLINs 3, 5, and 8 (Muscogee County Headquarters JROTC, USPFO Atlanta, and Commanding General) have been removed from the requirement; remaining CLINs are CLIN 1 (Laundry), CLIN 2 (Dry Cleaning), CLIN 4 (Auburn University—as needed), CLIN 6 (Columbus University—as needed), and CLIN 7 (WHINSEC—as needed). Pickup and delivery locations, service frequencies, and delivery windows are detailed in Attachment 8 and PWS paragraph 2.7.4. Offerors must submit original and redacted proposals with all identifying company information removed to support unbiased technical evaluation. The government will not provide on-post facilities or specify operational means and methods; contractors are responsible for their own logistics and storage requirements. Attachment 9 (Price List) referenced in earlier versions has been removed from the solicitation.

Is there a standardized spreadsheet that will be provided for this or will Attachment 9 be provided? If not, could you clarify the annual quantities / piece counts for CLINs 0001 – 0008 that should be included on the spreadsheet / quote? Should we be quoting for the quantities provided in Attachment 5 – Estimated Workload?

Is the unit “LOT” synonymous with year / annual quantities?

Answer: Section B of SF1449 is the supplies or service and prices/costs starting on page 2.

Pricing should be submitted in the SF1449 and on attachment 5. Yes, lots represent the ordering years. Each option year will have its own task order.

23. Under section 2.1.23 of the PWS, it states that “All cleaned laundry and dry-cleaning items shall be transported separately from items to be cleaned and dry cleaned.” Could you provide clarification regarding the method of transportation this pertains to? Specifically, does this requirement state that clean items and items to be cleaned are not allowed to be transported in the same laundry cart simultaneously? b. CLIN 4: Auburn University

c. CLIN 5: USPFO Atlanta

d. CLIN 6: Columbus University

e. CLIN 7: WHINSEC

f. CLIN 8: Commanding General

In our review of the solicitation, we have not identified the above mentioned locations in Attachment 8 - Pickup-Delivery Schedule. Additionally, we could not find Points of Contact listed in Attachment 7 - Authorized Customers for CLIN 3, CLIN 5, and CLIN 8. Is it possible to provide clarification to the logistical requirements of the units mentioned above, including the following details?

• Delivery schedule, including whether contractor or unit is responsible for delivery/pick up.

“Fill out Attachment 9 Price List.” There does not appear to be an Attachment 9 in the solicitation on SAM.GOV. Could you confirm if this attachment will be added?

Answer: Attachment 9 is not a part of the solicitation, and the verbiage has been removed.

28. Attachment 5 - Estimated Workload lists the following CLINS:

a. CLIN 1: Laundry

d. CLIN 4: Auburn University

e. CLIN 5: USPFO Atlanta

f. CLIN 6: Columbus University

g. CLIN 7: WHINSEC

h. CLIN 8: Commanding General.

In our review of Solicitation SF1449 under “Supplies or Services and Prices/Costs,” it appears that CLIN 3 (Muscogee County Headquarters JROTC) does not appear to be listed.

Although item 0003 references “Muscogee County Headquarters JROTC in terms of dry cleaning only, there is no applicable line item for the remaining items listed in Attachment 5 - Estimated Workload, such as: Shirt Athletic, Short Athletic, Etc.

Could you provide clarification on how offerors are required to provide pricing for the items listed in Attach 5 - Estimated Workload, CLIN 3? Currently, the solicitation SF1449 does not provide an aligning column to input unit pricing or total amount for CLIN 3.

Answer: Attachment 5 and SF 1449 has been updated to reflect the removal of the following CLINs: CLIN 3, CLIN 5, and CLIN 8
