About this file

This is a Solicitation/Contract/Order for Commercial Products and Commercial Services (Standard Form 1449, Revision 11/2021) issued by the U.S. Army for laundry and dry cleaning services.

The solicitation (W911SF-26-R-A010003) was issued on 20 March 2026 with an offer due date of 20 April 2026 at 12:00 PM EST. The contracting activity is the Military Intelligence Contracting Center (MICC) at Fort Benning, Georgia, with contracting officer Maleaha Owen (520-687-1417). This is a women-owned small business (WOSB) set-aside with a 100% small business reserve under North American Industry Classification System (NAICS) code 812320 (Laundry and Dry Cleaning Services), with a size standard of $8,000,000. The solicitation incorporates an Indefinite Delivery Indefinite Quantity (IDIQ) contract structure with a base ordering period of 1 July 2026 through 30 June 2027, followed by four one-year option periods extending through 30 June 2031, plus a partial sixth-month option period. The government guarantees a minimum of 32,000 pieces obligated with the first task order, with pricing established as firm fixed price per piece based on fully burdened rates. Services encompass phase-in/phase-out operations, linen and specialty items for TRADOC installations, dry cleaning for chaplain vestments and ceremonial uniforms at multiple military locations (Auburn University, Columbus University, WHINSEC, and various Army headquarters), and athletic uniforms and sleeping systems. All deliverables must comply with the Performance Work Statement and estimated workload specifications detailed in the attachments. Offerors must submit technical proposals (Volume I, maximum 15 pages), pricing proposals (Volume II, maximum 15 pages), and past performance documentation (Volume III, maximum 3 pages) electronically to usarmy.benning.acc-micc.mbx.micc-proposals@army.mil. Award will be made to the responsible offeror whose offer is most advantageous to the government considering technical capability and past performance factors. A mandatory site visit is scheduled for 30 March 2026 at 11:00 AM at MICC - Fort Benning, 6650 Meloy Drive, Building 6, Suite 250, Fort Benning, GA 31905-1300.
