About this opportunity
Naval Supply Systems Command (NAVSUP) is seeking industry capability information for an Audio Visual refresh at Joint Region Marianas, Building 200 Flag Conference Room, with sources-sought responses due by August 25, 2026. This is a pre-solicitation market-research activity, not a binding solicitation. NAVSUP explicitly encourages responses from small business, small disadvantaged business (including 8(a) firms), HUBZone, WOSB (including EDWOSB), SDVOSB, and VOSB concerns.
Place of performance is Naval Base Guam. The project scope, detailed in the attached draft Performance Work Statement, includes installation of two commercial-grade front displays (minimum 95 inches diagonal), two beamforming microphone arrays, eight ceiling speakers, audio amplifier with Digital Signal Processor incorporating acoustic echo cancellation and noise suppression, NIPRNet and SIPRNet presentation connectivity, AV switching and control hardware, and integration with existing government-furnished secure video teleconference system and cameras. Contractor must ensure no embedded Wi-Fi or Bluetooth functionality in displays and maintain separation between NIPRNet and SIPRNet systems to prevent unauthorized cross-domain data transfer.
Five contract line items span project coordination, equipment provision and installation, control-system programming and integration, system validation and testing with documentation and user training, and removal of obsolete equipment. Required completion is December 31, 2026. Contractor personnel require Defense Biometric Identification System (DBIDS) credentialing, citizenship verification, background checks, and compliance with Naval Base Guam physical-security protocols. Contractor access to classified information is not authorized unless the Contracting Officer provides applicable security requirements and DD Form 254.
