Place of performance spans multiple buildings across the Jesse Brown VAMC campus. The base period runs June 1, 2026, through May 31, 2027, with two optional one-year extension periods. Base Year work covers Buildings 21 and 40; Option Year 1 adds Buildings 1A, 1B, 1C, 5, 26, and 27; Option Year 2 adds Buildings 11A, 11B, 42, 30, and 32.
Scope includes comprehensive electrical panel survey of approximately 258 panels; visual inspection and oil sampling for medium-voltage transformers (6 per year for three years, beginning with the Bed Tower Building); testing of 301 low-voltage circuit breakers rated 200 amps and higher and 39 medium-voltage 5-kilovolt circuit breakers; circuit tracing for all switches, outlets, and receptacles served by panels; panel schedule updates in editable PDF and Excel format using NETA-formatted templates; infrared thermographic surveys; and National Electrical Code compliance verification using 2017 NEC standards. Work excludes relay testing, automatic transfer switch testing, medium-voltage cable testing, and primary current injection testing. Power shutdowns do not exceed eight hours in a 24-hour period; all outage/shutdown work is completed after-hours. Contractors must provide before-and-after digital photos for equipment with issues, draft reports within 30 days of completing work per building, and final reports within 15 days of receiving VA comments.
This is a firm fixed-price service contract. Service Contract Labor Standards apply under Wage Determination 2015-5017 (revision 32, March 30, 2026), requiring minimum wages of $47.86 per hour for electricians and $19.25 per hour for laborers plus 30 percent fringe benefits. All contractor personnel are subject to tuberculosis testing and background screening regardless of work location.
Evaluation criteria are technical capability, relevant experience (at least three references from the past five years), and price. A mandatory site visit is scheduled for May 27, 2026, at 9:00 AM. Contractors must provide quality control and safety plans, technician credentials demonstrating understanding of National Electrical Code, Joint Commission standards, and ANSI/NETA maintenance testing specifications.
