A.1 Questions and Responses
1
Q:
Please provide the latest test report (I'm referring to the electrical test report, not the Arc Flash study report).
R:
The requested report is not available.
2
Q:
In the section “4. PERFORMANCE OBJECTIVES,” it was reported that there are 248 electrical panels to update the panel schedule, and a request was made to include up to 10 additional panels in buildings 1, 1A, 1B, 1C, 11A, 11B, 21, 26, 27, 30, 40, and the Temp Building. Should we consider the potential for up to 10 additional panels in each of the mentioned buildings? That is, 248 + 120 = 368 panels?
R:
The 10 additional panels is for the whole facility. The total including estimated panels is 258 panels.
3
Q:
It's clear that equipment that doesn't show any problems doesn't need a written report and infrared photo, but is it really necessary to provide a digital photo of equipment that isn't showing any problems? This would imply a longer reporting time and higher costs. Typically, equipment without problems is simply listed as: normal condition (without any photos being added to the report).
R:
Digital photos are only required on equipment with issues.
4
Q:
Will the transformers only undergo visual inspection and oil sampling, meaning no electrical tests such as Polarization Index, Excitation Current, Turns Ratio, Insulation, and Winding Resistance?
R:
Only visual inspection and oil sampling is required for transformers
5
Q:
What type of maintenance should be performed on dry-type transformers?
R:

10
Q:
Do any relays need to be tested? How many?
R:
Relays, are not included
11
Q:
If the relays need testing, please specify whether they are single-phase or three-phase.
R:
Relays, are not included
12
Q:
In the Panel Survey we will consider (248) panels + 10 additional ones. In the Panel Maintenance (triennial) should we consider around (590) panels?
R:
The 10 additional panels is for the whole facility. The total including estimated panels is 258 panels.
13
Q:
Why is this not a SDVOSB set aside? There are several of us that compete for this work consistently.
R:
Market Research was conducted and a lack of responses from SDVOSBs in the area of being interested and capable lead to the determination to not set this aside for SDVOSBs
14
Q:
Some of the buildings only show the breakers and transformers, but the scope of work lists several other items like mcc, switchgear and switchboards, relays, and groundings? Can we get the info and counts for these items?
R:
All information requested has been provided in the Excel spreadsheets
15
Q:
In the scope of work, it lists buildings by numbers but in the excel sheet the buildings are listed by names. Can we confirm which building is what for Ogden, Taylor, Bedtower, and Damen?
R:
Information is shown in both ways. Ogden is 11B, Taylor A, Bed Tower 40, Damen is 1A, 1B, and 1C

39
Q:
Section 4.1.1 states that in course of electrical panel survey, that each panel is to be proven to be reliable per the NEC. What revision year?
This contract is over a three year period. If ‘the current revision’ is the desired answer, that standard will fundamentally change in scope and applicability before this contract expires. E.g. Panels that met the 2026 NEC during an inspection performed in 2027 could fail by 2029 NEC standards, making the contractor delinquent in performing their scope if ‘the current NEC’ is the answer.
1.) If sufficiently older panels are inspected, it is possible that major changes would become contractually necessary to otherwise functioning and safe equipment if new code revisions are used to evaluate panels older than 10 years in age.
2.) Recommend using the 2017 NEC as that is the revision currently being used by Chicago.
R:
1) No, only report major deficiencies,
2) Use 2017 NEC standards
40
Q:
Per section 2, “From this RFQ, the Government intends to award a firm fixed price contract where the contractor provides a price that is not subject to any adjustment on the basis of the contractor’s cost experience in performing the contract”
1. Attempting to deliver a FFP quote in tracing all branch circuits in panelboards in occupied, decades-old buildings, to the extent outlined in the SOW, is impractical to determine. Does the government then consider extra time spent delivering the performance objectives in accurately determining equipment served, retired circuits, etc. to be cost experienced by the contractor in performing the contract?
2. Would submitting a NTE T&M price be preferable? Or would meeting the objectives for the panel survey to the maximum extent practicable within a quoted FFP be preferable?
R:
This shall be a Firm Fixed Price Award.
41
Q:
SOW 9.1.6 requires updated panel schedules be provided in 'editable PDF and Excel.' Please confirm whether the VA has a preferred panel schedule template, or whether the contractor's standard NETA-formatted schedule with VA branding is acceptable.
R:
Contractor's standard NETA-formatted schedule with VA branding is acceptable
42
Q:
SOW 2.1.5 requires 'facility-approved adhesive labels.' Please confirm: (a) the approval authority (COR, Facility Engineer, Safety Office), (b) the lead time to approve a label spec, and (c) any color, material, or wording standards the labels must conform to.
R:
Labels shall be UL-approved and locally approved by the COR
43
Q:
SOW 7.0 references VA-provided escorts in restricted areas. Please confirm: (a) availability of escorts during nights and weekends when most shutdowns will occur, (b) any cost recovery for escort hours, and (c) the badging path and lead time for new contractor personnel (PIV / non-PIV).
R:
a) escorts will be provided as needed within 24 hrs written notice to the electrical supervisor, before accessing restricted areas.
b) No cost recovery
c) Estimated to be 3 days, Engineering – team can assist
44
Q:
SOW 3.0 places repair of identified defects outside the contract scope but requires the contractor to provide written cost estimates. Please confirm the expected turn-around time for the VA to authorize repairs (so we can plan whether the same crew will return for the repair, or whether a separate mobilization is required).
R:
For these repairs, they will be handled on a case-by-case basis
45
Q:
For the IR survey portion of the scope,
1. Are there any requirements on infrared camera specs?
2. Are all panelboards, switchboards, switchgear, transformers, etc. across all buildings to be surveyed each option year? Or are surveyed items per year to be determined by Attachment S02 – Building Schedule, Work by Period of performance?
R:
1. No, there not any requirements on infrared camera specs
2. Yes, The survey is during the base year, maintenance shall follow the attached schedule
46
Q:

R:
There are restrictions on cameras in patient care areas; other than no pictures are allowed where patients are.
48
Q:
VHA Directive 1192 (influenza) and standard VA contractor requirements (TB testing, background screening) typically apply to clinical-area work. Please confirm: (a) which categories of testing/screening are required for contractor personnel performing this work, and (b) whether the requirements differ for personnel only in mechanical / electrical rooms versus those in patient-care areas.
R:
The same standard will apply to all. Work will be performed throughout the facility in a variety of locations on any given day.
