About this opportunity
The Department of Veterans Affairs Program Contracting Activity Central intends to solicit competitive, firm-fixed-price contracts for nationwide elevator modernization at over 100 VA Medical Centers, with solicitation release anticipated in early to mid-February 2026 and a response deadline of January 28, 2026 for the current sources-sought market research phase. No socio-economic set-aside has been designated; however, the VA is specifically soliciting feedback from small businesses on their capability to perform individual sites. Work will be performed nationwide across VA Medical Centers in multiple VISNs (17 of 18 networks), with approximately 800 elevators (443 traction and 340 hydraulic) requiring modernization across roughly 100 facility locations.
Contractors must provide complete turnkey modernization including labor, supervision, trades, materials, parts, equipment, tools, transportation, rigging, disposal, cleanup, documentation, manuals, diagnostic tools, programming codes, and training for VA operations staff. Elevator mechanics must be licensed in the state of work with a minimum of five years' experience; supervisory staff must have OSHA training. Contractors must demonstrate successful completion of at least three elevator modernization projects in healthcare, government, or institutional facilities within the past five years. All systems must comply with ASME A17.1, NFPA codes, and VA Master Specifications, with a mandatory one-year full-coverage warranty and 24-hour emergency call-back service.
The VA will require 100% performance and payment bonds with performance beginning immediately following award. Anticipated individual modernization projects range from $300,000 to $500,000. The procurement vehicle and final award method (RFQ under FAR Part 12, RFP under FAR Part 15, or IFB under FAR Part 14) will be determined following market research completion. NAICS code 238290 (Other Building Equipment Contractors) applies, with a $22 million small business size standard.
Vendors must register by January 9, 2026, at 5:00 PM ET to attend a vendor day and site visit scheduled for January 14–15, 2026, in Cleveland, Ohio (revised from the originally announced Dayton and Cincinnati location). Registration email should be directed to Leslie Prather (leslie.prather@va.gov) and Scott Elias (scott.elias@va.gov), providing company name, point of contact, UEI code, and attendee names and positions. For the current RFI phase, small businesses must submit responses as PDF documents not exceeding 5 MB to the same email addresses, identifying specific sites from the draft Master List they intend to propose on and, if not previously completed, submitting the Elevator Modernization Vendor Questionnaire.
