About this opportunity
The Department of the Army Materiel Command, through the 409th Contracting Command and its Regional Contracting Office Bavaria, is procuring inspection, preventive maintenance, and emergency repair services for comprehensive fire extinguisher systems across four U.S. Army military communities in Germany: Grafenwoehr, Vilseck, Hohenfels, and Garmisch. The contract will be awarded on a single award basis utilizing hybrid pricing arrangements that may include Firm Fixed Price, Labor Hour, and Time & Material components. The government will evaluate offers using low price technically acceptable factors, meaning cost-effectiveness combined with technical adequacy will determine the successful contractor. All solicitation documentation, amendments, and submissions must be handled through the System for Award Management (SAM) at sam.gov, with all contractors required to maintain current SAM registration for eligibility. The solicitation is expected to be released within 60 days from the pre-solicitation posting date of March 31, 2026, with a deadline of May 15, 2026 for submissions; questions must be directed to yvonne.v.schmalzreich.ln@army.mil.
This procurement carries no set-aside designation and represents an open competition opportunity available to all qualified commercial contractors. The contract is structured as an Indefinite Delivery Type agreement beginning August 1, 2026, with an initial one-year base period followed by four optional one-year renewal periods, providing potential for up to five years of performance if all options are exercised. No incumbent contractor information or specific budget allocation range is disclosed in this pre-solicitation notice. The NAICS classification 811310 and PSC code J049 indicate this falls under maintenance and repair services for machinery and equipment, suggesting the successful contractor must demonstrate capability in fire safety system servicing and maintenance operations. All RFP documentation will be available only through digital download from sam.gov, with faxed submissions prohibited and paper copies unavailable.
