About this opportunity

The Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL), seeks a Firm-Fixed-Price construction contract to fabricate, supply, install, test, commission, and integrate a wet scrubber and recirculation water system for an industrial incinerator, with proposals due October 16, 2026. No set-aside applies.

Place of performance is Luis R. Flores, Heredia, Costa Rica, at OIJ Ciudad Judicial. The contractor must deliver a fully operational, code-compliant system with complete documentation and achieve final acceptance within 60 calendar days after issuance of the Notice to Proceed.

The system comprises four primary components: a centrifugal gas scrubber (1,424 mm diameter, 5,694 mm height), a recirculation sedimentation tank (3.0 m × 2.0 m × 1.5 m, 8.7 m³ capacity), a chemical preparation and dosing system with pH monitoring and alarm integration, and associated instrumentation and controls. The contractor must remove and dispose of the existing baghouse, fabricate and supply all materials and components (stainless steel 304/316 or nickel alloys for corrosion resistance), perform all installation and integration with owner-furnished pumps and enclosure, and deliver comprehensive documentation in English and Spanish. A mandatory pre-proposal site visit is required.

The contract is structured in two CLINs: CLIN 1 covers fabrication and supply; CLIN 2 covers installation, testing, commissioning, and integration. Progress payments are tied to verified milestones at 40%, 80%, and 100% fabrication completion, with final 10% payment withheld until final acceptance. Evaluation factors in descending order of importance are technical expertise and approach, key personnel qualifications, past performance, resources, and price. Technical factors significantly outweigh price. The contractor must comply with Costa Rican codes and international standards (ASME, AWS, ASTM, ACI, NACE) and maintain a one-year warranty.
