About this file
This is a Request for Proposals (RFP) for construction services issued by the U.S. Embassy San José, Costa Rica, under the Bureau of International Narcotics and Law Enforcement Affairs (INL).
The Government seeks one firm-fixed-price construction contract to design, fabricate, supply, install, test, commission, integrate, and deliver a fully operational Wet Scrubber and Recirculation Water System for an industrial incinerator located at OIJ Ciudad Judicial, Heredia, Costa Rica. The contractor must complete all work within sixty (60) calendar days after issuance of the Notice to Proceed. The system comprises four main components: wet scrubber, recirculation tank, chemical preparation system, and monitoring system. The project objective is to assist Costa Rican law enforcement in combating transnational crime through provision of equipment and expertise. Interested offerors must submit written requests to obtain the complete solicitation package, which includes the Performance Work Statement (PWS), construction drawings, technical specifications, and pricing templates. A mandatory pre-proposal site visit is required; details will be provided to registered firms after they request the solicitation package.
Technical proposals must include system methodology, fabrication and welding approach, safety and QA/QC plans, detailed 60-day schedules, coordination plans with separate INL contractors, key personnel qualifications (with CVs), past performance examples from the past five years, management plans, and preliminary shop drawings. Price proposals must include CLIN pricing tables with sub-category breakdowns, detailed basis of estimate covering materials, labor by trade/skill level, equipment, subcontractor costs, overhead and profit percentages, and a material compliance statement. Evaluation will be based on technical approach, key personnel qualifications and experience, past performance, resources, and price, with technical factors significantly outweighing price. The Government reserves the right to evaluate and award without discussions, reject any or all proposals, and waive informalities. All requests and questions must be directed to Adriana D. Ruiz at RuizAD@state.gov. The resulting contract will incorporate applicable Federal Acquisition Regulation (FAR) provisions for construction contracts, including clauses addressing trafficking in persons, differing site conditions, material and workmanship, accident prevention, and default provisions.
