About this opportunity
Army Contracting Command–New Jersey (ACC-NJ), on behalf of the Human Resource Solutions Program Office, conducted an Industry Day on June 16, 2026, for the Sixth Generation (GEN VI) Personnel Lifecycle Support (PLS) and Recruiting Management Administrative Support (RMAS) Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Contract Suites, with draft RFPs released for industry feedback prior to final solicitation.
The Government intends to award multiple IDIQ contracts across two separate mission areas. RMAS is a 100% small business set-aside with an estimated cumulative ceiling of $1,522,318,030.19 and minimum guarantee of $2,000 per contract. PLS is unrestricted with small business set-aside options available and an estimated cumulative ceiling of $6,089,272,120.76, also with $2,000 minimum guarantee per contract. Both suites cover one 5-year base period plus one 5-year option period with task order pricing determined individually using Firm Fixed Price, Cost Plus Fixed Fee, and Fixed Price Level of Effort structures.
PLS encompasses non-personal services spanning the full personnel lifecycle including personnel structure analysis, distribution and forecasting, training and development, deployment support, compensation and benefits administration, sustainment programs, and transition assistance. RMAS provides recruiting management and administrative support encompassing recruitment, retention, data analytics, program execution, administrative support, and technology integration.
Contractor personnel must obtain SECRET-level facility clearances and individual security clearances prior to contract performance, with compliance required for extensive mandatory training including Antiterrorism Level I, cyber awareness, OPSEC, SHARP (Sexual Harassment/Assault Response and Prevention), and combating trafficking in persons. The draft solicitations specify labor category definitions with four experience levels (Junior, Mid-Level, Senior, Subject Matter Expert); contractors may deviate from standard categories with written justification in proposals.
Evaluation is based on Technical merit (Corporate Knowledge, Management and Staffing Approach, and Sample Task) and Past Performance factors using a simplified two-tier rating system (Green/Acceptable or Red/Unacceptable). Pricing is not requested at the IDIQ level. Final RFPs were anticipated for August 2026, with proposal receipt in October 2026 and contract awards targeted for September 2027 through January 2028 (RMAS) and October 2027 through January 2028 (PLS). The Government posted consolidated Q&A addressing pre-submission and industry day questions on SAM.gov as of July 22, 2026.
