About this file

This document is an Industry Day presentation for the Human Resources (HR) Solutions 6th Generation IDIQ recompete held on June 16, 2026.

The HR Solutions Program serves as the Army's Strategic Source providing professional assisted acquisition services and centralized acquisition management supporting soldier and family readiness programs. The 6th Generation recompete will replace the current 5th Generation IDIQ contracts with two separate mission area suites: (1) Recruiting Management and Administrative Support (R-MAS) designated as a 100% Small Business Set-Aside with a $1.5B ceiling, and (2) Personnel Lifecycle Support (PLS) unrestricted with small business set-aside capabilities within the suite and a $6.1B ceiling. The ordering period is 10 years (5-year base period plus one 5-year option period) with multiple award task orders primarily structured as Fixed Price with Cost Reimbursable line items for travel and Other Direct Costs, though Cost Plus Fixed Fee and Fixed Price Level of Effort task orders may also be awarded. Task orders will include a $2,000 minimum guarantee per contract for attendance at a post-award Program Management Forum.

The contracting strategy employs fair opportunity competition under FAR 16.505(b)(1) with market research (Requests for Information) conducted for each PLS task order to determine small business set-aside eligibility. Evaluation criteria consist of Technical (Corporate Knowledge, Management and Staffing Approach, and Sample Task) and Past Performance factors using a simplified two-rating system (Green/Acceptable or Red/Unacceptable). Award will be made to all acceptable and qualifying proposals meeting the established technical and past performance standards. The Government has reserved the right to conduct dormant status, off-ramping, and on-ramping procedures to manage contractor performance and maintain competition. Draft solicitation was issued June 5, 2026, with final solicitation planned for August 2026, proposal receipt in October 2026, and contract awards targeted for October 2027 (PLS without discussions) through January 2028 (PLS with discussions) and September 2027 through December 2027 (R-MAS without/with discussions). All solicitation documents and communications will be posted on www.sam.gov.

Mission Area Ceiling Allocation

RMAS $1.5B

PLS $6.1B

This allocation is based on historical usage in the current mission areas.

Evaluation Criteria

• Factor 1 - Technical:

• The Technical Factor is further divided into the following three (3) Subfactors. A detailed explanation of the criteria for evaluation is set forth in Section M.

Subfactor 1 - Corporate Knowledge Subfactor 2 - Management and Staffing Approach Subfactor 3 - Sample Task

• Technical Subfactor Relative Order of Importance: The Corporate Knowledge Subfactor is significantly more important than the Management and Staffing Approach Subfactor and Sample Task Subfactor. The Management and Staffing Approach Subfactor and Sample Task Subfactor are of equal importance.

• The compilation of these individual Subfactor ratings will form the basis of the overall Technical Factor rating.

• Factor 2 - Past Performance: Each Offeror's past performance will be reviewed to determine relevancy and perform a confidence assessment. A detailed explanation of the criteria for evaluation is set forth in Section M. The Past Performance Factor does not have any Subfactors.

Combined Technical/Risk Ratings

As the Government is planning to award to all Acceptable offers, it is taking a simplified evaluation rating approach using only two combined technical/risk ratings for this acquisition, as shown below.

Basis for Award

The Government intends to make multiple awards in accordance with FAR 16.504-3. Award(s) will be made be made to all proposals that are deemed responsive, acceptable and qualifying in accordance with FAR 15.104(b)(1)(ii)(A) and the instructions contained within this RFP, with the Source Selection Authority (SSA) giving appropriate consideration to the evaluation criteria for each Mission Area (PLS and RMAS).

The Government will conduct an integrated assessment of each proposal to determine eligibility for award. To be considered for award, Offerors must receive a Green/Acceptable rating for the Technical Factor and a Neutral or higher rating for the Past Performance Factor.

(PLS Only) Additionally, any other than small business Offeror must have an acceptable Small Business Subcontracting Plan to receive an award in accordance with FAR 19.109. Only those proposals that meet these standards across all factors will be eligible for award.

The Government intends to award the base IDIQ contracts without negotiations (except for clarification as described in FAR 15.202(a)(2)) and FAR 52.215-1. Therefore, initial submissions should contain the highest quality/best offer. However, the Government reserves the right to conduct negotiations to permit Offerors to revise their proposals. In furtherance of the Government's reserving some awards for small business, the Government further reserves the right to conduct negotiations solely with small business concerns.

Basis for Award (Continued)

Offerors receiving Green/Acceptable ratings in the Technical Factor, along with a Neutral or higher rating in the Past Performance Factor, may be awarded contracts without entering negotiations.

In contrast, Offerors with findings resulting in Red/Unacceptable ratings in the Technical Factor or Offerors rated as Limited Confidence or No Confidence in Past Performance Factor that are deemed to be correctable via negotiations may enter negotiations, should the Government determine them necessary.

The Government reserves the right to make multiple IDIQ awards on a staggered basis. Based upon the award date, the period of performance start date would be adjusted for each awardee.

To maintain a uniform administration schedule across all contract holders for the individual Mission Area, the expiration date of the Base Period and the subsequent Option Period (if exercised) will be synchronized for all awardees. All awarded contracts under the PLS suite will share the same IDIQ base period end date. Likewise, all awarded contracts under the RMAS suite will share the same IDIQ base period end date. If the Government elects to exercise the option period for the PLS or RMAS suite, all contract holders within that suite will have the same period of performance.

This program utilizes dormant status, off-ramping, and on-ramping procedures to manage contractor performance, maintain a competitive environment, and ensure a consistently qualified pool of high-performing resources.

The Government retains the right to place contractors into dormant status or off-ramp them entirely under certain circumstances, including but not limited to performance deficiencies and failure to meet required standards. This right is reserved to ensure the Government's ability to meet its obligations and safeguard taxpayer interests.

To keep competition strong and ensure the PLS and RMAS IDIQs have enough qualified, high-performing contractors, the Government also reserves the right to add new contractors to the program through on-ramping procedures.

Dormant Status/On-Ramp/Off-Ramp Procedures

On-Ramp Capability

The Government will conduct an annual evaluation of the competitive environment to determine if on-ramping is necessary.

On-ramping may be initiated when the number of contractors available to support a mission area fluctuates due to various factors. These factors include but are not limited to low competition for task orders (TOs); mergers and acquisitions among contractors; the Government's use of the off-ramp process; and small business contractors exceeding the size standards for their NAICS code.

Notification of on-ramping opportunities will be posted on www.sam.gov. On-ramp competitions will be conducted as either full and open competitions or as small business set-asides, depending on the need to onboard additional small businesses.

These proposals shall be subject to the same proposal instructions and evaluation procedures as contained in the original solicitation.

Terms and conditions of the resulting contracts will be materially identical to the existing contracts.

Immediately upon on-ramping, the Contractor is eligible to submit a proposal in response to any TO solicitation and receive TO awards with the same rights and obligations as any other MATOC IDIQ contract holder under the applicable suite.

Off-Ramp Capability

To determine if off-ramping is necessary, the HRS program office and contracting office will evaluate contractor performance against the off-ramping performance standards. This evaluation will cover the initial 24 months of performance and will be conducted annually thereafter, to include before exercising the option period.

Once a Contractor is officially off-ramped, the Contractor's base IDIQ contract is concluded. Upon the effective date of the off-ramp action, the Contractor is immediately ineligible to compete for, or receive, any future Task Order or Delivery Order awards under this IDIQ contract vehicle.

Previously awarded TOs will be unaffected by on/off ramp actions taken to refresh the MA IDIQ suite of contracts.

Off-ramping from this IDIQ does not constitute a debarment or suspension (except as defined in FAR Subpart 9.4), nor does it permanently preclude the Contractor from future participation.

Should the Government subsequently initiate an "on-ramp" competition via a new or refreshed solicitation to add contractors to this IDIQ pool, the previously off-ramped Contractor shall be eligible to submit a new proposal. Any such proposal will be evaluated strictly in accordance with the terms, conditions, and evaluation criteria of the new on-ramp solicitation.

Dormant status is a temporary measure that gives contractors a chance to fix performance issues before the Contracting Officer considers further action, including potential removal from the HRS contract.

Additionally, a contractor is automatically placed in a dormant status when triggered by a size re-representation under FAR 52.219-28, in which the contractor's size status changes from small to other than small (as per FAR 19.301), until the next re-representation period.

The Government will consider a dormant status designation for a specific period after carefully reviewing the situation and circumstances. While in dormant status, contractors may not submit new proposals for HRS IDIQ contract(s), to include decentralized orders, but will continue work on existing task orders and may be eligible for option exercises or modifications at the KO's discretion.

The performance requirement to submit TO proposals in response to HRS TO solicitations, as defined under the IDIQ/base contract, will be temporarily waived.

The KO will issue a written, bilateral agreement outlining the reasons for dormancy and duration. The contractor will have a reasonable timeframe, determined by the KO, to resolve issues. Once the dormant period ends (potentially extended by agreement) and the Government is satisfied with the resolution, the contractor can resume submitting task order proposals and must again meet the proposal submission requirements of the contract.

Dormant Status

Task Orders

• Task Orders issued against the MA IDIQ contracts will be primarily FFP with CR line items for Travel and

ODCs; however, CPFF and FFP-LOE TOs may be awarded based on the individual TO requirements.

• All pricing will be determined at the Task Order level and incorporated into the Task Order. The prices agreed to between the Government and the Contractor shall be valid for the established Period of Performance.

• The Task Order Base Period and/or Option Period(s) will be determined at the Task Order Level.

• The individual TO place of performance may include Government or contractor facilities; Continental

United States (CONUS) and Outside of the Continental United States (OCONUS) locations.

Task Order - Process

• The Contracting Officer will issue a Request For Information (RFI) requesting a Letter of Interest and a Capability Statement which will be reviewed by a Government Technical Representative.

• Under PLS, the KO will make a determination pursuant to FAR 19.502-4 if the order may be set-aside for small business concerns, or if the TO will be solicited as fair opportunity for all contract holders.

• Small business set-asides in either suite may be further set-aside or directly awarded to specific Small Business Socio-Economic Categories.
