About this file

This file is a consolidated requirements document for the eCRAFT (Electronic Civilian Records and File Tracking) system supporting the Personnel Lifecycle Support (PLS) mission area under the Army's GEN VI Human Resource Solutions IDIQ multiple award contract suite. The document outlines functional and technical requirements for a comprehensive personnel management system designed to support Army civilian human resources operations, including employee record management, lifecycle tracking, recruitment processing, and administrative support functions.

The eCRAFT requirements specify system capabilities for maintaining complete civilian personnel records, managing employee information throughout their career lifecycle, processing recruiting and hiring transactions, and providing administrative workflow support to Army human resources personnel. Key functional areas include employee profile management, position management, recruitment case management, appointment and separation processing, performance evaluation tracking, training and development documentation, and reporting and analytics capabilities. Technical requirements address system security, data integration with existing Army systems, user interface design, accessibility compliance, performance benchmarks, and support for multiple user roles and permission levels. The system must accommodate Army-wide deployment across multiple installations and support concurrent users with reliable uptime and disaster recovery capabilities. This consolidated requirements document serves as the technical baseline for potential offerors responding to the PLS solicitation under the GEN VI contract vehicle, with questions regarding these requirements to be submitted by June 11, 2026, prior to the June 16, 2026 Industry Day.

SOLICITATION W15QKN-26-R-A016; Personnel Lifecycle Support SECTION J ATTACHMENT 0005 – Electronic Cost Reporting and Financial Tracking (eCRAFT) eCRAFT is a comprehensive, post-award contract administration tool primarily used for contracts containing cost-type service contract line item numbers (CLINs), streamlining contract management by integrating data from multiple sources and reducing manual data entry. eCRAFT will be used to manage the entire contract portfolio, track COR appointments & reporting, and generate reports for audits and reviews. The Contractor must submit periodic reports through the Electronic Periodic Reporting Utility when vouchers are submitted into Wide Area Workflow.

This IDIQ award and resulting Task Orders (TOs) will implement use of the electronic Cost Reporting and Financial Tracking (eCRAFT) Enterprise (E2) system, which is required on Contracts and TOs that contain cost-type service Contract Line Item Numbers (CLINs).

To ensure compliance with this requirement, all applicable TO solicitations containing cost type service CLINS will contain the required eCRAFT System Reporting language in the TO PWS, Sections G, and required attachments will be included in Section J.

eCRAFT Required Attachments:

In the event a TO under the resultant IDIQ incorporates Cost Type Support Service CLINs, the below attachments may be incorporated into the request for task order proposal and the contractor will be required to comply with the requirements for eCRAFT. NOTE: the below attachments are not required to be completed for submitting a proposal under the IDIQ Solicitation and are being incorporated for reference as they may be applicable at the TO level.
