The Naval Air Warfare Center, Aircraft Division (NAWC-AD), Patuxent River, MD is hereby releasing request for proposal (RFP) N00421-18-R-0020 for Engineering and Technical Services in support of AIR-4.6 Human Systems Department. This is a small business set-aside competition under North American Industry Classification System (NAICS) code 541330 with a size standard of $38.5M. The Product Service Code (PSC) is R425. This requirement will be awarded as a single award indefinite delivery indefinite quantity (IDIQ) contract. Since this requirement is a 100% small business set-aside, only small businesses will be considered for award. Please refer to the attached files for additional details and proposal submission requirements.
The requirement for these services is currently being performed under Task Order N00178-05-D-4527 M802 awarded to the Research and Engineering Development, Inc. The NAVAIR Freedom of Information Act (FOIA) website is http://foia.navair.navy.mil.
The proposal submission deadline is no later than Wednesday, 23 May 2018 at 14:00 EST.
Interested parties are to address questions regarding this RFP to Ms. Krista Hayden at krista.hayden@navy.mil and Ms. Lakeeta Young-Hill at lakeeta.young-hill@navy.mil. The Government intends to publicize any questions received by industry in response to this RFP, along with the Government's answers. This effort is a follow-on to Contract N00178-05-D-4527 M802 currently performed by Research and Engineering Development, LLC. The contract will be awarded on a best value basis and is planned as non-performance based with cost-plus-fixed-fee (CPFF) and cost type CLINs. This effort is anticipated to consist of a three-year ordering period anticipated to begin in September 2018. This solicitation, which will be reserved for competition among small businesses, is planned for release no later than March 2018. The Product/Service Code (PSC) is R425 and the NAICS code is 541330 with a small business size standard of $38.5M. This procurement was initially planned as a Seaport-e multiple award competition under solicitation N00421-17-R-3112. Seaport-e Zone 2 multiple award contract (MAC) holders were notified of the change in the acquisition strategy via a 19 Dec 2017 e-notification sent to all Zone 2 MAC holders.
