Solicitation N00421-18-R-0020

Questions and Answers - 01 May 2018

Question 1: On the B tables there is only one clin for labor (0001) and one clin for ODC’s

(0007). In the P6 instructions it instructs to fill out one worksheet per prime or subcontractor.

Was the intention of the government is to price three contracts years into one clin for labor and one clin for odc’s? And if that was the intent how would you escalate rates in the option years?

Response: It is the Government's intention that Offerors provide Section B pricing for the three year ordering period in CLIN 0001 (Labor) and CLIN 0007 (ODCs). Offerors are also to propose cost for each year of the ordering period (Year 1: Columns F-H, Year

2: Columns I-K, Year 3: Columns L-N) and total costs for all years (Total: Columns X-

Y) using the Cost Summary Spreadsheet provided in Attachment P6. In this way, Offerors are able to account for differences in cost for each year (e.g., escalation). For clarification, the Government will revise the term “Option Period” to “Year” in the Cost

Summary Spreadsheet and hide unnecessary columns.

Question 2: Section A number (3) says the contract is for an ordering period of 3 years. Number

(6) says the ordering period will start 30 days after the contract award and end forty-eight (48) months from the start date. What does the extra year represent? On page 56 clause 52.217-8 it says the contract can be extended for 6 months but that would only be 42 months. Clause

52.217-9 says the contract can be extended TBD is it related to this? Please clarify.

Response: All references to a forty-eight (48) month ordering period are erroneous. This requirement will have a thirty-six (36) month ordering period. The solicitation will be revised via amendment to indicate the ordering period will start 30 days after contract award and end thirty-six (36) months from the start date. The fill-ins in clause 52.217-9 are TBD because the basic IDIQ does not have any option years. However, the

Government may issue task orders under the IDIQ that contain options. In such situations, clause 52.217-9 will be included in those task orders with the appropriate fill-ins.

Question 3: Page 48 Clause 5252.228.9501 Liability Insurance, RFP says insert either clause

FAR 52.228-5 OR 52.228-7. Will this be determined at contract award?

Response: Clause 5252.228.9501 Liability Insurance will be revised via amendment to the solicitation to specify FAR 52.228-7, Insurance - Liability to Third Persons in the fill-

in. The amendment will also remove FAR 52.228-5, Insurance - Work on a Government

Installation from Section I of the contract, as this clause is only applicable to firm-fixed-price contracts for work on a Government installation.

Question 4: Page 55 52.216-19 (d) the number of days is left blank. Was that intentional or should it be the 1,278 days mentioned in (b) (3)?

Response: The omission of a fill-in at FAR 52.2126-19(d) was not intentional. The clause will be revised via amendment to the solicitation to specify 7 days in paragraph

(d).

Question 5: Section J Page 64 the Note says attachments p4-p8 is for solicitation purposes only and will be removed at the time of award. However J-7 and J-8 were never issued, will they be?

Response: The Note at the bottom of the Section J table on page 64 should have read

"Attachments P4-P7 are for solicitation purposes only and will be removed at the time of award. "Reserved" Attachments J2 and J5 will be included at contract award." The solicitation will be revised accordingly via amendment. There are no Attachments J7 or

J8 associated with this solicitation.

Question 6: Page 66 252.204-7007 (a)(1) says the NAICS code is 541330. (2) says the small business size is 15m. (3) says it is 500 employees. Page 2 section A (1) says the business size is

1,500. What is the correct business size 500 or 1,500 (we could not find employee size in

NAICS codes). And is the revenue size 38.5m due to the exception?

Response: The NAICS code and small business size standard approved for this solicitation in the acquisition plan and Small Business Coordination Record (DD2579) are NAICS Code: 541330 and Size Standard: $38.5M. The solicitation will be revised via amendment to revise all references to NAICS code and size standard accordingly.

Question 7: Page 88 Total Professional Employee Compensation Plan, can you confirm the

300k annually per employee is over the trip wire and that the 300k annually equates to a fully burded rate of 144.23 per hour (300k/2080) as we bid in hourly rates and not annual rates. Also the government will accept rates over the 144.23 per hour but only with explanation with the risk of being deemed unreasonable.

Response: Per the second paragraph in Section L, Part B, 3.3, and Section M, Part B, 4.0, Total Professional Employee Compensation Plan, a proposed fully burdened cost that exceeds $300,000 per year would be considered an exceeded tripwire. In converting this amount to an hourly rate, utilize 1,920 hours as the denominator since per Section L, Part

B, 3.5.2 Labor Hours, a work year is defined as 1,920 hours for this solicitation. The

Government will consider the justification provided by Offerors for any exceeded tripwire in determining reasonableness. Please note that simply providing a justification does not guarantee the rates proposed will be determined reasonable by the Government.

Question 8: P6 has 1 sheet for pricing which coordinated to one clin for labor and odc’s for the entire three (3) year period. However, on page 78 3.3 (h) provides for escalation except for SCA labor rates and says that offerors that do not include escalation or an explanation as to why is not included may be considered unrealistically low. Is the intent of the P6 to to make three (3) worksheets for each year to escalate to then roll up to a summary on clin 0001? It does not clarify this in the instructions.

Response: See response to question 1.

Question 9: P7 has 4-year pricing on a 3 year ordering period. Please clarify what year 4 represents.

Response: P7 should not have included a year 4. P7 will be revised via amendment to the solicitation to delete year 4.

Question 10: Line 59 of the P6 has a clause reference the pass thru limits of the seaport e contract. My understanding was this was not a seaport e contract, please clarify.

Response: Confirming that this requirement is not being competed under the Seaport-e contract. Accordingly, the Seaport-e pass-through limitations do not apply. P6 is a template developed and utilized for various types of solicitations issued by NAWCAD;

thus not all portions of the template will be applicable to all solicitations. The spreadsheet provided in the Cost Summary Spreadsheet Tab of Attachment P6 will be revised via amendment to the solicitation to hide the pass-through and fee analysis sections applicable to Seaport-e contracts.

Question 11: P. 2 - Section A (4) - states "the contractor will be be authorized to access any classified information until a final DD Form 254 is incorporated as an attachment to this contract." Should this read as contractor will not be authorized ...?

Response: This sentence should have read "The Contractor will not be authorized to access any classified information until a final DD Form 254 is incorporated as an attachment to this contract." The solicitation will be revised accordingly via amendment.

Question 12: P. 64 - Section J - Does the Government intend to supply a Past Performance template as part of Attachment P4 similar to AIR 2.5.1 Form used in the past? Will this template reflect the Government format preference outlined in the table on Page 86 - 2.0 Past

Performance?

Response: The Past Performance Information Form (PPIF) provided as Attachment P4 is the Government's new template for Offerors to provide information on past performance contract references. Per Section L, Part B, 2.1, third paragraph, “The

Offeror shall provide a narrative on each Past Performance Information Form (PPIF) in the “Contract Effort Description” area that clearly describes how each contract reference has relevant work effort that matches the relevancy ratings specified in Part C of Section

M of the solicitation. The relevancy narrative shall specifically address each of the aspects (scope, complexity and magnitude) noted in the table at the Section M, Part B,

2.0 Past Performance.”

Question 13: P. 66 - Annual Representations and Certifications - (a)(1), (2) and (3) refer to

NAICS 541330, small business size $15M and 500 employees. This is inconsistent with Section

A regarding number of employees. Please clarify.

Response: See response to question 6.

Question 14: P. 72 - 4.0 - "It is required that Volume 2 Past Performance information be submitted 15 days prior to the submission date specified in Block 9 of the SF 33 of the RFP."

Does the Government require the entire Volume 2 Past Performance be submitted 15 days prior to full submission or is the Government referring to the submission of the Contractor

Performance Assessment Questionnaire (CPAQ) if required in lieu of CPARs? If Volume 2 is to be submitted prior to the date specified on the SF 33, is Volume 2 to be submitted again on the submission date as part of the full submission?

Response: Confirming, as stated in Section L, Part A, 4.0 Proposal Submission, that the

Government requires submission of the entire Volume 2 - Past Performance, fifteen days prior to the submission date specified in Block 9 of the SF33 of the RFP. Volume 2 will not need to be submitted again on the submission date specified in Block 9 of the SF33 of the RFP.

Question 15: Page 76 3.1 (b) states B tables will be in excel format. Is the government providing a template for B tables or is the contractor expected to create their own?

Response: Offerors shall utilize the CLIN Summary Sheet provided in the Summary Tab of Attachment P6 to provide pricing for Section B. The solicitation will be revised via amendment to specify use of the CLIN Summary Sheet for Section B pricing.

Question 16: Page 78 the RFP request an approved accounting system by DCMA. If an approved accounting system was performed by DCAA, will that be acceptable?

Response: Accounting system approval by either agency (DCMA or DCAA) is acceptable.

Question 17: For the Human Systems Navy solicitation can the WOSB use a resume for the new company performance? Also, is this a minority woman competition award only?

Response: This requirement is a small business set-aside. Any business that qualifies as a small business under the size standard for this solicitation may submit a proposal.

Question 18: The product/service code (PSC) for this procurement is R425. The NAICS code is 541330 and the small business size is 1,500 employees. I wanted to verify the size standard and NAICs code for this opportunity. I’m assuming this is a typo but wanted to verify. If intended to be 541715, the 1,500 employee size standard would be appropriate.

Response: See response to question 6.

Question 19: As it is in Pre-Solicitation stage so we would like confirm the required level of

Facility Clearance to perform the services?

Response: The required level of Facility clearance is Secret, as specified in the Draft

Contract Security Classification Specification (DD254) provided as Attachment J5 of the solicitation.

Question 20: In Section C, for labor category Drafter/CAD Operator, two categories both state level II, but the SCA codes are different. Should one of the categories be a level III?

Response: The labor category with SCA Code 30063 is a Drafter/CAD Operator Level

III. The solicitation will be revised accordingly via amendment.
