(1) The product/Service Code (PSC) for this procurement is R425. The NAICS code is 541330 and the small business size is 1,500 employees.
(2) This contract includes Cost-Plus-Fixed-Fee (CPFF) contract line item numbers (CLINs) for labor and cost reimbursable (no fee) CLINs for Other Direct Costs (travel and material).
(3) This contract is for an ordering period of three (3) years. If clause 52.217-8 Option to Extend Services is utilized, an extension of performance not to exceed six (6) months may be added.

5252.211-9503 LEVEL OF EFFORT (COST REIMBURSEMENT) (NAVAIR)(DEC 2012)
(a) The level of effort estimated to be ordered during the term of this contract is 335,520 man-hours of direct labor including authorized subcontract labor, if any. The contractor shall not, under any circumstances, exceed one hundred (100%) percent of the total level of effort specified in this basic contract. The estimated composition of the total man-hours of direct labor by classification is as follows:

(b) FAR Clause 52.232-20, "Limitation of Cost" applies to fully funded orders and FAR Clause 52.232-22, "Limitation of Funds" applies to incrementally funded orders. Nothing in this clause amends the rights or responsibilities of the parties hereto under either of those two clauses. In addition, the notifications required by this clause are separate and distinct from any specified in either FAR Clause 52.232-20 or FAR Clause 52.232-22.
(c) In the event that less than one hundred (100%) percent of the established level of effort of the contract/order is actually expended by the end of the performance period, the Government shall have the option of:
(1) Requiring the Contractor to continue performance, subject to the provisions of the FAR Clause 52.232-20 or
52.232-22, as applicable, until the effort expended equals 100% of the established Level of Effort; or
(2) Effecting a reduction in the fixed fee by the percentage by which the total expended man-hours is less than one hundred (100%) percent of the established Level of Effort.
(d) The contractor agrees that effort performed in fulfillment of level of effort obligations under this contract shall include only verifiable effort in direct support of the work specified. It shall not include efforts such as work performed in transit to or from an employee's usual workplace, work during lunchtime activities, or effort performed at other non-work locations.
(e) In performing the contract/order, the contractor may use any reasonable combination of hours for the labor categories in support of section C of this contract/order.

Statement of Work
1. Scope:
This Statement of Work (SOW) establishes the requirements for contractor services in support of the
Naval Air Warfare Center Aircraft Division (NAWCAD) Human Systems Department (AIR-4.6), at the
Naval Air Systems Command (NAVAIR) Patuxent River, Maryland. AIR-4.6 Human Systems has been directed to identify, develop, and implement Human Engineering and Human Systems Integration (HSI) analysis and design solutions for various United States Navy/United States Marine Corps (USN/USMC) aviation flight and weapon systems, and their associated maintenance and training elements.
AIR-4.6 Human Systems is a competency aligned department that provides full life cycle support, from concept definition through system disposal, as it relates to the principles of Human Engineering and HSI domains (i.e. human factors engineering, personnel, habitability, manpower, training, safety, occupational health, and survivability). Four divisions within AIR-4.6 have been established at NAWCAD Patuxent
River to meet these requirements:
AIR-4.6.1 Systems Engineering and Integration: Identifies and coordinates the AIR-4.6 resource requirements for full life cycle support to platform PMAs, to ensure an integrated, balanced total human system solution that meets program cost, schedule, and performance objectives.
AIR-4.6.5 Human Integration and Performance: A full life cycle organization that primarily focuses on mission enhancing devices and/or situational awareness aiding for pilots, crew members, and maintenance personnel. Conducts cognitive and behavioral research for improving human performance. Develops HSI tools and analytical methods for system development and performance assessment.
AIR-4.6.6 Escape, Parachute, and Crashworthy Systems: Ejection and crashworthy seating systems, parachutes, deceleration, and egress systems across the platform life cycle. Maintains scalable dynamic test facilities and modeling capabilities for all product areas.
AIR-4.6.7 Human Protection and Sustainment: Provides analysis of environmental and situational threats as they pertain to human physiological limitations. Develop aircraft and aircrew-mounted systems for individual protection and/or performance enhancement. Evaluate hardware-based technology solutions in chemical/biological/radiological (CBR), head, altitude, ballistic, directed energy, thermal, and acceleration protection systems.
The contractor shall predominantly provide engineering and technical support to AIR-4.6, although administrative and project management support shall be required as well. Human Systems engineering and technical support shall include, but is not limited to, performance of the systems analysis, functional allocations, synthesis and evaluation efforts necessary to transform an operational need into an effective, affordable and operable system. Included is the overall integration of all requirements in a manner that optimizes total system performance, quality, cost effectiveness and supportability while balancing the protective and survival characteristics within the framework of warfighter mission equipment.
Human Systems efforts will require support to the various Naval Aviation Systems Engineering support teams, Integrated Program Teams (IPT), and externally directed teams for various projects within AIR-4.6 Human
Systems. Efforts may also support cooperatives programs with other DoD and Federal agencies including, but not limited to: NAVSEA, SPAWAR, Air Force, Army, NASA, and the Federal Aviation Administration
(FAA).
2. Applicable Documents
Any relevant DoD Instructions, directives, and pertinent policies, procedures and guidelines necessary to perform tasking will be provided during contract performance in support of individual task orders. The table below provides examples of documents which may be relevant to the tasking herein:

3.1 General Requirements
3.1.1 Compatibility - The Contractor shall maintain the capability to prepare documents and software packages compatible with the Government Information Technology (IT) environment through the security classification of SECRET. The current operating environment required for this contract includes:

Contractor personnel shall be capable of maintaining real-time communications, both voice and data transfer capabilities, with government sponsors during working hours, whether at the Contractor work site or while on travel.
3.1.2 Work Location and Facilities
3.1.2.1 Work Location: Approximately 70% percent of work will be performed at Government site and
30% percent of work to be performed at the Contractor or Sub-Contractor facilities. The Contractors and/or Sub-Contractor’s facility shall be within 20 miles of NAS Patuxent River. The primary place of performance will be Patuxent River, MD. Other performance sites may include: Panama City, FL;
Cherry Point, NC; Jacksonville, FL; Orlando, FL; North Island, CA; Lakehurst, NJ; and China Lake, CA. All requests for alternate work locations, due to travel requirements, both CONUS and OCONUS, will be reviewed for approval by the designated COR/ACOR. Contractors performing on-site support will be provided access to workspaces, telephones, printers, facsimile machines, copy machines, shredders, computers, and network access including web servers and applicable databases or other applications necessary to carry out assigned tasks.
3.1.2.2 Meeting and Conference Room Support: The Contractor shall have the capability to conduct meetings at classification levels up to the SECRET. The contractor meetings shall be capable of accommodating a minimum of 36 persons and have VTC capability (non-GFE). The contractor shall be capable for projecting presentations at the meetings via projectors and/or TV displays, computer(s) with compatible software as shown in Paragraph 3.1.1 and telephone(s). This support shall be provided within 20 miles of NAS Patuxent River, MD.
3.1.3 Contract Reporting: The contractor shall provide the following documentation:
3.1.3.1 Monthly Contractor’s Progress, Status and Management Report: The Contractor shall maintain close and continual coordination with the Government in regard to workload planning and execution.
Throughout contract performance, the Contractor shall maintain an updated and current staffing plan and obtain approval from the Government, prior to incurring additional costs and/or adding personnel to the contract. The contractor shall provide monthly financial, staffing, and technical status in accordance with the Contract Data Requirement List (CDRL A001).
The Contractor shall support routine workload and status coordination meetings with the Government on a weekly/monthly basis as indicated in individual Task Orders. The meetings may be used to provide a forum to review and discuss CDRL A001 (as applicable) and will also provide for requirements coordination, staffing plan coordination, and Government review of progress, planning, and issues related to the contract and overall status.
3.1.3.2 Technical Reports. The Contractor shall provide various Human Systems engineering and technical analyses, reports, and documentation in accordance with CDRL A004.
3.1.3.3 Enterprise-Wide Contractor Manpower Reporting Application (ECMRA). The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: https://ecmra.mil
Reporting inputs will be for the labor executed during the period of performance during each
Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk via email at

3.1.4 Work Schedule, to include Compressed Work Schedule (CWS), overtime, holidays, and installation closure.

3.1.4.1 Normal Working Hours: The Contractor shall provide the required services and staffing coverage during normal working hours. Normal working hours are 8.5 hours (including a 30-minute lunch break), with core hours from 0900 to 1500, each Monday through Friday (except on the legal holidays specified in paragraph 3.1.4.1.2). Access to Building 2187, NAS Patuxent River will not be authorized, prior to 0600 or after 1800 Monday – Friday, or on non-work days, without prior approval from the COR/ACOR.
3.1.4.1.1 Compressed Work Schedule (CWS): CWS is an alternative work schedule to the traditional five 8.5 hour workdays (which includes a 30-minute lunch) worked per week. Under a CWS schedule, an employee completes the following schedule within a two-week period of time: eight weekdays are worked at 9.5 hours each (which includes a 30-minute lunch), one weekday is alternately worked as
8.5 hours (which includes a 30-minute lunch) and one weekday is not worked by the employee. The result is 80 hours worked every two weeks, with 44 work hours one week and 36 work hours the other.
The Contractor awarded this contract, with agreement by the COR/ACOR, may allow its employees to work a CWS schedule. Any Contractor that chooses to allow its employees to work a CWS schedule in support of this contract agrees that any additional costs associated with the implementation of the CWS schedule vice the standard schedule are unallowable costs under this contract and will not be reimbursed by the Government. Additionally, the CWS schedule shall not prevent Contractor employees from providing necessary staffing and services coverage when required by the Government. Key contractor personnel, at the discretion of the COR, may not be allowed to work a CWS schedule even if the remaining employees are permitted to do so.
3.1.4.2 Holidays: The Government observes the following holidays:

With the exception of the events in section 3.1.4.3 below, the contractor is permitted to observe the above Holidays in accordance with its corporate policy.
3.1.4.3 Installation closure: When Federal employees are officially excused from work due to a special event, severe weather, a security threat, or any other Government facility related problem that prevents
Federal personnel from working at the Government facility, contractor personnel assigned to work at that facility performing work in support of such Federal employees shall follow their parent company’s policies.
3.1.4.4 Overtime: Premiums for overtime are not authorized on this contract. Overtime premiums cannot be charged directly to the contract unless first approved in writing by the Chief of the
Contracting Officer. For critical/time-sensitive tasking, with prior approval of the COR/ACOR, additional hours may be authorized at the contractor's regular fully burdened hourly rate to the extent consistent with the contractor's accounting practices and the Fair Labor Standards Act.
3.1.5 Other Direct Costs (ODCs): ODCs are based on a per annum amount. The approval of the
COR/ACOR shall be obtained prior to the purchase of material or the incurrence of travel expenses as specified below.
3.1.5.1 Travel: Travel will be allowable only when it is essential to the performance of the tasks detailed in individual Task Orders. Reimbursement for travel performed shall be in accordance with the
Department of Defense Joint Travel Regulation (http://www.defensetravel.dod.mil/site/travelreg.cfm).
The COR shall approve all travel performed in support of this contract. In accordance with NAVAIR
Clause 5252.232-9509 Travel Approval and Reimbursement Procedures, travel within a 50 mile radius of the Contractor’s regular worksite is considered the Contractor’s official station and therefore not subject to reimbursement. Travel may include general and administrative expenses, but shall not include profit. Temporary travel to other locations in support of program tasking is required. Temporary travel locations may include CONUS and OCONUS locations. Travel authorization requests shall be submitted for COR approval 30 days in advance of required travel, when possible, but no less than 15 business days prior to travel.
The cost for travel will be reimbursed in accordance with NAVAIR Clause 5252.232-9509. Travel requirements are anticipated to be primarily within the continental United States (CONUS) but are not limited to CONUS. Travel to various worldwide locations to attend meetings, monitor testing, conduct necessary validation and verification exercises and develop technical findings may require passport and country clearances. The costs associated with obtaining passports for contractor personnel shall not be billed as a direct charge to this contract. Based on historicals, travels associated with this effort are anticipated to be 20-25% of the time when tasking is associated with weapon systems acquisition.
Contractor required access to Government-owned facilities will be authorized with the proper clearances and visit requests. The contractor shall provide all necessary information, as required, to support such clearances and visit requests.
3.1.5.2 Material: Prior written approval of the COR shall be required for all purchases of materials. For material purchases over $150,000.00, written Procuring Contracting Officer (PCO) concurrence is required. Any material provided by the contractor is subject to the requirements of the Federal
Acquisition Regulation (FAR), the Defense Federal Acquisition Regulation Supplement (DFARS), and applicable Department of the Navy regulations and instructions. Requests for approval shall include a list of the material to be procured, an explanation of the need for the material and document the cost or price analysis performed by the contractor on the material proposed for purchase. If the procurement is sole sourced to a particular supplier, include the rationale for limiting the procurement to that supplier.
All materials not depleted during the performance of this contract shall become Government property upon completion of this contract. The contractor shall transfer all materials not depleted to the COR by way of Material Inspection and Receiving Report (DD Form 250). Other Direct Charges may include general and administrative expenses but shall not include profit.
The costs of general purpose business expenses required for the conduct of the contractor’s normal business operations will not be considered an allowable direct cost in the performance of this contract.
General purpose business expenses include, but are not limited to, the cost for items such as telephones and telephone charges, reproduction machines, word processing equipment, personal computers and other office equipment and office supplies.
3.1.6 Subcontractors: Provisions stated herein shall be clearly and effectively communicated to all subcontractors providing support under this contract. All provisions of this SOW shall flow down to subcontractors providing effort under this contract
3.1.7 Management of Contractor Personnel: The Government shall neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual contractor employees. The contractor shall manage their employees and guard against any actions that is of the nature of personal services, or gives the perception of personal services for Government employees.

3.1.8 Transition Strategy
The overall strategy shall be built around maintaining the mission of the AIR-4.6 Human Systems
Department with minimal impact, not only in terms of timeliness of process but also to ensure that critical data and knowledge transfer occurs. Upon termination or expiration of the contract, the contractor shall ensure an orderly transition of responsibilities, while minimizing impact to the operation. The Contractor shall establish and maintain effective communication with the incoming contractor or Government personnel for the period of transition via weekly status meetings. The contractor shall submit a Transition-
Out Plan, to include the minimum elements listed below in accordance with (CDRL A002).
Work Turnover. The contractor’s Transition-Out Plan shall provide a plan to effectively transfer tasked work that is in process at the expiration or termination of the contract to the successor company.
Quality Assurance. The plan shall ensure continuation of quality review processes during the transition period to the successor company.
Risk Mitigation Strategies. The plan shall mitigate contract performance risks (quality and schedule) encountered during the transition period.
Data/Information Transfer. The contractor shall provide a plan of action for the efficient inventory and transfer of program data to the successor company.
3.1.9 Quality Control: The Contractor shall maintain an effective quality control program to ensure services are performed in accordance with the SOW and the Surveillance Activity Checklist (SAC). The Contractor shall implement procedures to identify, prevent, and ensure non-recurrence of defective services. The
Government shall evaluate the Contractor’s performance under this contract in accordance with the SAC, Section J Attachment J3.
3.2 Security Requirements:
3.2.1 Citizenship Requirements: Only U.S. citizens may perform under this contract. If the Contractor cannot find qualified U.S. citizens to perform the work, the Contractor shall submit a citizenship waiver request with justification to the Government Security Office. The waiver request should include:
a. The individual's name, date and place of birth, position title, and current citizenship.
b. A statement that a qualified U.S. citizen cannot be hired in sufficient time to meet the contractual requirements.
c. A statement of the unusual expertise possessed by the applicant.
d. A statement that access will be limited to a specific government contract (specify contract number).
e. A statement that the Contractor has obtained an export license for the information required to perform the contract.
3.2.2 Investigative Requirements:
3.2.2.1 Unclassified: All Contractor personnel must be eligible to perform Non-Critical Sensitive work as defined by SECNAV Information Security Program Manual; M-5510.36. All Contractor personnel are required to have a favorably adjudicated Tier-3 investigation from the Office of Personnel
Management. The Contractor shall submit a request for personnel security investigation to the
Government Security Office. The Government Security Office shall initiate the Contractor’s Electronic
Questionnaire for Investigations Processing (eQIP)), shall do a preliminary screening of the Contractor’s eQIP for suitability and derogatory information. The Contractor employee shall provide all requested information pursuant to the Privacy Act of 1974. The Government Security Office may deny the
Contractor access to Government facilities and information and may prohibit the Contractor from performance of sensitive duties for failure to provide requested information or when derogatory or adverse information is present on the Contractor’s eQIP, In such cases, the Contractor employee may not perform on the Contract.
3.2.2.2 Classified: As required, Contractor personnel shall maintain security clearance eligibility commensurate with the level of classification of the work performed as annotated in the Contract’s DD-
254, Contract Security Specification. The Contractor is responsible for ensuring that all personnel receive the requisite investigation and are favorably adjudicated in accordance with DoDM 5220.22, National Industrial Security Program Operating Manual. Contractor employees who fail to meet security clearance requirements may not access classified information or perform sensitive duties. In such cases, the Contractor employee may not perform on the contract.
3.2.3 System Authorization Access Request (SAAR-N), Common Access Card (CAC), Public Key
Infrastructure (PKI), E-mail, DD-254
3.2.3.1 SAAR-N: In accordance with NAVAIR Clause 5252.204-9505, all contractor personnel requiring access to Government Information Technology (IT) systems shall have an approved System Authorization
Access Request (SAAR-N) Form OPNAV 5239/14 (Rev Sep 2011) on file, and complete required Annual
Information Awareness Training. New employees must submit their SAAR-N forms within thirty (30) days of their first day of work. Instructions for processing the SAAR-N forms are available at:

SAAR-N forms shall be submitted to the Contracting Officer’s Representative (COR), Government
Technical Point of Contact (TPOC), or to the assigned government Trusted Associate Sponsorship
System (TASS) Trusted Associate.
3.2.3.2 Command Access Cards (CAC) / PKI Certificates: Contactor personnel who are seated on-site, who will use a Navy and Marine Corps Intranet (NMCI) computer, or any follow-on Government directed computer system or email, or be required to access any DoD computer system, shall meet the security requirements to obtain and utilize a DoD Common Access Card (CAC) and certified Public
Key Infrastructure (PKI) certification and encryption within 30 days of contract award.
3.2.2.3 DD-254: The contractor shall comply with security requirements specified in the DD-254 attached to this contract. Information or data that the contractor accesses shall be handled at the appropriate classification level, unclassified information shall be handled as “For Official Use Only”.
Distribution is authorized to the Requiring Office’s Organization and supported Activity only. Other requests for deliverables under this contract shall be referred to the COR of this contract for approval.
3.2.4 Information Security. If the work is performed at the Contractor’s facility, the Contractor shall implement and maintain security procedures and controls to prevent unauthorized disclosure of classified information and controlled unclassified information (CUI) and to control distribution of CUI in accordance with the “National Industrial Security Program”, DoD 5220.22-M (NISPOM), and
“Department of the Navy Information Security Program”; SECNAV M-5510.36.
3.2.4.1 Marking: All information generated by the Contractor shall be properly marked. All information generated classified as “For Official Use Only” information and/or provided under this contract shall be marked in accordance with the Department of Defense Manual; DoDM 5200.01. Technical information shall also be marked with appropriate Distribution Statements and Export Control warnings in accordance with Department of Defense Instruction DoDI 5230.29 and any applicable program Security
Classification Guidance.
3.2.4.2 Public Release: No information pertaining to this contract shall be released for public dissemination, including posting to any social media sites such as Facebook or Twitter, unless it has been directed for public release by the appropriate U.S. government authority and approved by the COR.
3.2.4.3 Loss, Compromise and/or Electronic Spillage of Classified or Controlled Unclassified
Information: All instances of loss, compromise and electronic spillage of classified or controlled unclassified information shall be reported to the COR and Government Security Office within 24 hours of the incident occurring.
3.2.5 Operations Security (OPSEC): Contractor shall deliver an OPSEC Plan (CDRL A003 Operations
Security Plan (OPSEC)). The contractor shall comply with the requirement activity’s OPSEC program instructions, guidance and contribute to organization-level OPSEC efforts. The contractor will include
OPSEC as part of its ongoing security awareness program and take all required activity OPSEC training.
The contractor will protect identified critical information, sensitive unclassified information and activities, which, if divulged, could further compromise classified or sensitive information or operations, or degrade the planning and execution of operations performed by the Requirements Office (RO) and contractor in support of the mission. Reference DODM 5205.02, “DoD Operations Security (OPSEC) Program
Manual”.
While performing aboard NAVAIR or NAVAIR sites, the contractor shall comply with facility OPSEC program instructions and contribute to organization-level OPSEC efforts. The contractor shall include
OPSEC as part of its ongoing security awareness program and take all required Agency training and be responsive to the Supporting OPSEC Manager on a non-interference basis. The contractor shall protect sensitive unclassified information and activities, which could compromise classified information or operations, or degrade the planning and execution of operations performed by the RO and contractor in support of the mission.
3.2.6 Anti-Terrorism Force Protection and Emergency Management: The work performed on this contract is not Emergency Essential in accordance with OPNAVINST 3440.17A and Government Emergency
Management, Antiterrorism and/or Continuity of Operations Plans. Contractor personnel shall comply with all Government Emergency Management, Antiterrorism and/or Continuity of Operations Plans and directives. Contractor personnel shall not report for work at Government facilities upon declaration of
Force Protection Condition “Charlie (C)” or higher or in any event or emergency where Government officials direct curtailment of operations to “Mission Essential Only”. All Contractor personnel assigned to a government facility shall complete annual Antiterrorism (Level One) and Active Shooter training.
3.2.7 Government Furnished Equipment: The Government will provide Government Furnished Equipment
(GFE), and Government Furnished Information (GFI) on individual task orders as necessary for the contractor to fulfill the tasks described in the SOW. The contractor shall control, protect, preserve, and maintain all GFP, GFE and GFI using an acceptable Property Control System as required by FAR and
DFAR parts 45.
3.2.8 Information Assurance (IA): The contractor shall adhere to the Department of Navy (DoN) IA
Program prescribed methodologies for the protection of controlled unclassified information to support
DoN missions. The contractor shall ensure that all deliverables meet Government security certification standards and requirements appropriate to the particular classification level of operation as specified by the
US Navy, DoD, or other cognizant Government authority.
All contractor employees and associated sub‐contractor employees must complete the DoD IA awareness training before issuance of network access and annually thereafter and provide certificate of completion to the COR.
3.3 Detailed Support Requirements:
3.3.1 Human Systems Engineering and Program Planning (Working Capital Fund (WCF), Research, Development, Test & Evaluation (RDT&E), Operations & Maintenance (O&M), Procurement, and
Foreign Military Sales (FMS))
The contractor shall support the preparation of a Plan of Action and Milestones for programs based on inputs from program leadership or requirements documents. The contractor shall identify major milestones, schedules and relevant information on resource requirements for the applicable Life Cycle phase. The contractor shall assist in the development of performance requirements for the applicable domains of Human Systems Integration.
3.3.1.1 Requirement Definition and Concept Refinement
The contractor shall assist in providing recommendations for the development of human systems performance requirements from approved Capabilities Development Documents provided by the Human
Systems Department or applicable Program Office sponsor.
3.3.1.2 Operational Analysis
The contractor shall assist with detailed performance requirements analyses based on operational scenarios. Analyses will be used to determine operational utilization, system performance requirements, interoperability and operational concerns.
3.3.1.3 Schedule of Events and Major Decision Identification
The contractor shall assist in creating a schedule organized by functional area, subsystems and task requirements.
3.3.1.4 Systems Engineering Plans
Using provided information, the contractor shall assist in analyzing and describing the components of specified Systems Engineering Plans in accordance with the Systems Engineering Technical Review
(SETR) Process.
3.3.1.5 Test and Evaluation Plans
Using provided information, the contractor shall assist in analyzing and describing the components of specified mission/operational requirements, component identification, system development, integrated
T&E requirements and test plans. Test article readiness level includes items undergoing both developmental test and operational test phases.
3.3.2 Acquisition Support (WCF, RDT&E, O&M, Procurement, FMS)
The contractor shall provide the technical support to human systems program and laboratory initiatives.
3.3.2.1 Human Systems Integration (HSI) Program Development
The contractor shall provide technical inputs towards HSI Program Plans and HSI Charters, detailing
HSI support required for the Program Office to meet its HSI commitments in accordance with DoD
5000 series policy. The contractor shall assist in conducting various engineering and technical analyses and provide findings to support the development and/or review of specifications and/or requirements.
3.3.2.2 HSI Engineering Management Support
The contractor shall provide support to AIR-4.6 Management in the form of process logic and flow charts of NAE and NAVAIR- level organization, HSI input and output requirements, levels of responsibility, levels of action, etc.
3.3.2.3 HSI Requirements and Processes
The contractor shall assist in the performance of functional requirements analyses. These analyses shall be based upon detailed operational scenarios and mission timeline data. System functional analyses will be used to analytically derive operator, hardware and software functionality. The contractor shall support the development of system performance requirements by providing recommendations.
3.3.2.4 Performance HSI Studies and Analysis
The contractor shall assist with detailed performance requirements analyses using operational scenarios and system functional requirements as baselines. The performance analyses will identify the specific airframe and avionics capabilities required at the system and subsystem levels. These analyses will include review of proposed airframe modification.
3.3.2.5 User Mission/Task Requirements Analysis
The contractor shall assist in conducting mission timeline analyses to estimate Human Performance as it relates to crew task loading. The contractor shall assist in supporting the performance of analyses leading to the determination of task partitioning and its effects on all of the HSI domains. The contractor shall assist in the identification of functional requirements of operating systems necessary for the efficient and effective execution of the mission. The contractor shall make recommendations for any required trade-off analyses between existing technologies and new technology insertion as it relates to
HSI.
3.3.2.6 Top Down Functional Analysis
The contractor shall support the Department in identifying the minimum quantitative and qualitative manpower requirements essential to operation, maintenance and support of the platform under given conditions of readiness. The contractor shall support the development of an HSI Top-Down Functional
Analysis for given platforms in conjunction with other IPTs to support the total manpower assessment and provide analysis for HSI support and requirements definition and decomposition. The contractor shall assist to ensure that human factors, training factors and other HSI domains are considered in the design at the earliest possible stages while keeping shipboard workload reduction in focus.
3.3.2.7 HSI Platform Coordination
The contractor shall provide platform coordination support; gather information pertaining to the seven disciplines that comprise HSI; and support HSI Working Groups as necessary to help ensure the
Program Manager is provided HSI representation.
3.3.3 Platform Systems/Subsystems Human Systems Performance Analysis (WCF, RDT&E, O&M, Procurement, FMS)
The contractor shall perform engineering analyses pertaining to systems and system controls/automation considered for inclusion in various platforms. These analyses will provide the Human Systems Department with prediction data relative to anticipated platform performance with the system and system controls, as well as provide a definition of required new or upgraded system functions.
3.3.3.1 General Technical Support
The contractor shall support Human Systems Department hosted meetings and reviews, to include
Design Reviews, Technical Interchange Meetings, Human Systems Integration and Working Group meetings. The contractor shall assist in preparing draft agendas, meeting minutes and trip reports. The contractor shall assist in producing presentation materials and preparing and presenting materials on subjects pertaining to HSI and other aircraft systems.
3.3.3.2 Documentation
The contractor shall provide support in the review of technical documentation in support of major aircraft programs and other Human Systems Department related projects, to include Human Systems
Integration Plans, Training Plans, Manpower Analysis, Human Engineering Program Plans, Human
Engineering System Analysis Reports, Human Engineering Design Approach Documents for Operator
(HEDAD-O), Maintainer (HEDAD-M) and dynamic Simulation Plans. The contractor shall assist in conducting and documenting various engineering and technical analyses to support the development and/or review of specifications and/or requirements.
3.3.3.3 Reviews and Analysis
The contractor shall assist in performing engineering reviews and analyses of Government furnished data pertaining to new or modified components to determine the optimal approach to incorporate changes, enhancements, planned product improvements and new capabilities into test bed and production platforms. This task will include combining independent components or subsystems on particular aircraft configurations. The scope of this task will include interfaces, modes of operations of equipment, mission computers, protocols, power, signal conditioning, sensors and controls and displays issues.
3.3.3.4 Technologies Insertion
The contractor shall assist in assessing the application of human systems aspects of technology inserts into systems and subsystems for the Navy airborne platforms concerning available technology, technology maturity, technical cost and schedule risk and platform applicability. The assessment shall consider, at a minimum, the application of commercial off-the-shelf (COTS) technologies, degree of platform commonality, technology availability, maturity and stability, interfaces, protocols and support requirements for the current and proposed weapon system configuration.
3.3.3.5 Validation
The contractor shall assist in preparing platform-specific recommendations and provide technical contributions to option papers that validate technology insertion objectives. Independent technology considerations and commonality efficiencies shall be included in the analyses.
3.3.3.6 Facility Coordination
The contractor shall assist in the research, analysis and definition of weapon systems/platform human systems requirements and design implementation for specific project support. The contractor shall also support the identification of AIR-4.6 laboratory and simulation facilities that may be tasked to accomplish experiments, studies and simulations to determine platform requirements and design implementations.
3.3.4 Human System Test & Evaluation (WCF, RDT&E, O&M, Procurement, FMS)
The contractor shall support the T&E process as it relates to the AIR-4.6 HSI domain responsibilities, including providing recommendations related to development and operational test support of human systems engineering functions. This support includes, but is not limited to, up front analyses, test conduct and reporting.
3.3.4.1 Requirements Testing
The contractor shall assist with identification of test activities required to verify compliance with platform/training system/functional and performance requirements. As part of these analyses, the contractor shall support and provide recommendations towards the development of a T&E matrix that identifies system functional requirements and test activities that demonstrate satisfactory compliance.
3.3.4.2 Test & Evaluation Preparation
The contractor shall provide inputs and review Human Systems Department detailed test plans and procedures. The contractor shall assist in researching and preparing recommended resources and equipment/material lists for items needed during testing.
3.3.4.3 Test Set-up
The contractor shall assist in designing, development, fabrication, integration and/or modification, maintaining and calibrating off-the-shelf or specialized state-of-the-art simulation and modeling systems, test equipment or system components and other interfaces necessary to conduct testing and/or simulations prescribed in approved test plans.
3.3.4.4 Test & Evaluation Execution
The contractor shall support the operating of required test equipment and participate in test pre-briefs and de-briefs, as well as collect, reduce and analyze both ground, flight and simulation test data, providing statistical analyses in accordance with approved test plans.
3.3.4.5 Evaluation and Reports
The contractor shall assist Human Systems Department in the development and dissemination of T&E reports in accordance with published NAVAIR processes and documents.
3.3.5 Human Systems Laboratory/Equipment Support (WCF, RDT&E, O&M, Procurement, FMS)
The contractor shall provide support to the Human Systems Department laboratories. The contractor shall provide engineering and program support including software/hardware development, configuration, technical and engineering coordination control, documentation librarian, computer networking accordance with existing directives and specifications. The contractor shall also perform analyses and integration of advanced technology simulation equipment and technologies in accordance with Human Systems
Integration / Human Performance mission requirements.
3.3.5.1 Laboratory Methodologies/SOP
The contractor shall support the development of new laboratory methodologies and standard operating procedures for HSI requirements to meet test objectives.
3.3.5.2 Laboratory Operations
The contractor shall operate laboratory equipment, instrumentation, facilities and/or aircraft systems during simulation and laboratory/ground tests in accordance with approved test plans/aircraft operating and maintenance manuals.
