Solicitation N00421-18-R-0020

Questions and Answers - 04 May 2018

Question 1 - RFP page 72, Section 4.0: Volume 2 Past Performance information is required 15 days prior to the submission date in Block 9 of the SF 33. We calculate the due date for Volume

2 as May 9, 2018. Please confirm or clarify.

Response: The submission date in Block 9 of the SF33 is 23 May 2018. By the

Government’s calculation, fifteen (15) days prior to 23 May is 08 May. Therefore, Volume 2

Past Performance is due on 08 May 2018.

Question 2 - Attachment P4 provides a 1.5” scrolling text block for “Contract Effort

Description” in which offerors are asked to describe “how each contract reference has relevant work effort that matches the relevancy ratings specified in Part C of Section M”. Assuming at least one paragraph for each of the 8 relevancy criteria, the required text will not fit within the space provided. The remaining text will be visible in the electronic format if the user scrolls through the text block, but will not print out. Will the Government consider providing a new P4 form with a longer text block for “Contract Effort Description”, or may offerors modify the PDF form so that all information is printable?

Response: Offerors may modify the PDF form so that all information is printable, or attach a continuation page(s).

Question 3 - RFP paragraph 3.1.2.2 Meeting and Conference Room Support states: “The

Contractor shall have the capability to conduct meetings at classification levels up to the

SECRET. The contractor meetings shall be capable of accommodating a minimum of 36 persons and have VTC capability (non-GFE).” Are VTC and SECRET level meetings separate requirements or a combined requirement? i.e. is the requirement to be able to host SECRET level VTCs?

Response: The contractor is required to: (1) be able to host meetings up to the SECRET level; (2) be capable of accommodating a minimum of 36 persons; and (3) have VTC capability

(non-GFE). These requirements may be, but are not required to be, satisfied by the same meeting area (i.e., the contractor is not required to be able to host SECRET level VTCs).

Question 4 - The P4 in the “contract effort description” does not lend itself for an expanded response. Can the Government Issue a revised P4 to accommodate an expanded response or can a continuation page be attached?

Response: See response to question 2.

Question 5 - On page 48 of the solicitation clause 5252.228-9501 (d) requires aircraft public and passenger liability insurance. However, insurance companies will not write a policy until the aircraft is in the contractors possession (leased, borrowed or owned). Will the government accept insurance being in place when a specific aircraft task is awarded?

Response: Paragraph (d) of clause 5252.228-9501 refers to liability associated with contractor employee travel by aircraft (public and passenger); not for liability associated with

Solicitation N00421-18-R-0020

Questions and Answers - 04 May 2018 contractor tasking in support of aircraft. The Government will therefore not accept the contractor obtaining this insurance only when aircraft specific tasking is awarded.

Question 6 - Ref. RFP page 71, Section 3.0, Should offerors include Annex #1 in the same or a separate binder from the P4 Past Performance Information Forms?

Response: Per the solicitation instructions, “…the Offeror shall provide one (1) copy of the Statement of Work/Performance Work Statement for each contract reference as Annex 1 to this Past Performance Volume.” Accordingly, Annex 1 is part of Volume 2 Past Performance and should be included in the Volume 2 binder.
