Questions and Answers N00421-18-R-0020 08 May 2018

Question 1: Amendment 1 says responses to questions. It appears the solicitation is intended to reflect changes only as it only has 41 pages of the original 91 pages. Is this correct? Are the bidders to use both documents in preparing their bids? Example the requirement of technical data certification is not in the amendment, but bidders should still include it in their bid via the original document.

Response: The amendment provides the “Summary of Changes” reflecting the portions of the solicitation that were changed as a result of, and as indicated in, the 01 May 2018 Questions and Answers. All other portions of the solicitation remain unchanged.

Question 2: On the P6 the following questions:

a. Clin summary sheet clin descriptions are left blank. Is the prime suppose to use the original solicitation and B tables and use those description and insert them . Also the subcontractors will not fill out the summary as they are a sub set of the total clin price

Response: Offerors are to populate the CLIN descriptions in the CLIN Summary Sheet in Attachment P6 based on the CLIN descriptions provided in Section B of the solicitation.

b. Clin summary sheet only goes to clin x0005. However odc’s are represented as clin 0007. Is the bidder to add clins to the summary sheet as necessary?

Response: The CLIN numbering currently in the CLIN Summary Sheet is template/sample numbering. Offerors are to populate the CLIN numbering on the CLIN Summary Sheet in Attachment P6 based on the CLIN numbering provided in Section B of the solicitation.

c. In the instructions number 16, it states “Under Other Direct Costs, the prime contractor should separate by Travel, Material and NMCI as applicable. In addition the bidder applies different rates to these elements. However 3.5.1 only lays out ODC’s by year with no differential between travel, material and nmci. Will the government provide this breakout ?

Response: The “as applicable” in the above referenced statement indicates ODC separation is required to the extent applicable to a particular solicitation. In this case, the solicitation does not contain separate CLINs for travel, material, etc., nor will the resultant contract. However, the breakout in the table below is provided for use by Offerors whose accounting practices require the application of different burdens to the various ODC sub-elements.
