This is a total small business set-aside under NAICS 237990 with a five-year requirements contract awarded to one offeror.
Place of performance encompasses up to 40 locations throughout the Malmstrom AFB Missile Field serving the 10th, 12th, and 490th Missile Squadrons within a 140-mile radius of Great Falls, Montana. No site visit will be held due to the vast expanse of potential performance locations, though pre-proposal site visits are available with 21-day advance notification.
Work includes directional boring of 4-inch and 6-inch HDPE conduit (ASTM F 2160 SDR 11 or SDR 9) to a minimum of 5 feet below creek or river banks, and erosion repair involving riprap placement, fill dirt, topsoil, broad-based dips, water turnouts, and straw wattles. The contract period is one base year plus four additional years with no winter exclusion; work hours are 8:00 a.m. to 5:00 p.m., Monday through Friday, excluding federal holidays. All work must comply with OSHA, environmental regulations, and specified codes (ACI, AWWA, ASTM, AASHTO, NFPA, NEC, NESC). The contractor must establish and maintain a Quality Control Plan with a full-time Quality Control Manager (minimum five years experience) and submit daily quality control reports.
Total aggregate contract value shall not exceed $2,000,000, with individual task orders ranging from a minimum of $2,000 to a maximum of $1,000,000. Pricing shall be pre-established at the proposal level as unit prices for each line item for the entire five-year ordering period. Performance and payment bonds are required at 100 percent of original contract price; liquidated damages are $584.31 per calendar day of delay.
Proposals consist of three sections: Technical Requirements (3 pages maximum per subfactor), Past Performance (40 pages maximum, 3–5 references required valued at $40,000 or more and similar in scope within five years), and Price/Required Documentation (unlimited pages). Technical evaluation focuses on boring capabilities and documentation of relevant equipment and experience. Past performance is significantly more important than price. A bid bond of 20 percent of bid price or $100,000 (whichever is less) is required. Contractor must obtain base identification, vehicle passes, and submit a Contract Entry Authorization List (CEAL). Contracting Officer is Elizabeth Basu at FA4626 341 CONS LGC, Malmstrom AFB, Montana 59402-6863.
