About this opportunity
The Federal Highway Administration is soliciting sealed bids for reconditioning and aggregate surfacing of Minuteman Missile Access Roads under the ND OMAD 2025(1) Invitation for Bid, with bids due December 2, 2026 at 1:00 p.m. local time. The set-aside is Total Small Business. The NAICS code is 237310, Highway, Street, and Bridge Construction, and the PSC is Y1LB.
Place of performance is Minot, ND, with work on access roads serving Minuteman missile facilities in six North Dakota counties. Bids must be submitted in printed form, as electronic bids are not accepted. Each bid requires an SF-1442, bid schedules for all three schedules, authority to bind certificates, Buy American Act and hazardous materials declarations, an original bid bond with original signatures and corporate seals (copies are not acceptable), a VETS-4212 declaration, and bidder information forms. The bid guarantee is 20 percent of the bid price or $3,000,000, whichever is less.
Scope includes roadway reconditioning per Section 303, adding four inches of aggregate surface course at a maximum width of 24 feet, replacing culverts, and applying a 4% crown or as approved by the Contracting Officer. Work stays on the existing roadway bench. Schedule A covers 9.31 miles, Schedule B covers 15.52 miles, and Schedule C covers 20.01 miles. The Government evaluates Schedule C first based on fund availability, then Schedule B, then Schedule A. The award is firm fixed-price to the lowest responsive, responsible bidder. The IFB estimates project cost between $2,000,000 and $5,000,000.
The contractor must begin work within 10 calendar days of the notice to proceed and complete all work within the timeframe in Section 108.01 of the Special Contract Requirements. Performance and payment bonds are due within 10 days of award. Liquidated damages are $2,900 per calendar day of delay. Work must comply with FP-24, the FAR, the Revolutionary FAR Overhaul, the Transportation Acquisition Regulation, and the Special Contract Requirements. The contractor must use the Government's Masterworks system for daily construction reports and measurement notes, and must comply with Buy American Act requirements for construction materials. Bidders must hold an active SAM registration and complete representations and certifications under NAICS 237310 before bid submission.
A non-mandatory virtual pre-bid meeting is scheduled for November 12, 2026, from 10:00 to 11:00 a.m. Mountain Time. Technical questions must be submitted in writing by 4:00 p.m. on November 19, 2026.
