About this opportunity
The United States Coast Guard's Operational Logistics Command, Regional Contracting Southeast, is soliciting quotes for helicopter hoist vessel support services to facilitate USCG aviation training programs at thirteen locations nationwide. The services include providing and operating dedicated training vessels to support helicopter hoisting, helicopter weapons training (Airborne Use of Force), and fixed-wing aerial delivery evolutions conducted by USCG aircrew. Contractors must provide vessels 34-80 feet in length with specific technical capabilities including the ability to maintain heading within 10 degrees at 5-15 knots under helicopter rotor downwash, operate dead-in-water for extended periods, and recover personnel and equipment from water. A minimum crew consisting of a USCG-licensed coxswain and two trained deckhands, all U.S. citizens fluent in English, must be provided along with $1,000,000 minimum liability insurance coverage. Evaluation will employ a Lowest Price Technically Acceptable Offer (LPTA) methodology based on technical capability, past performance (requiring at least two references from contracts completed or ongoing within the last three years), and pricing. The deadline for submitting questions is January 26, 2026, at 5:00 PM EST, and revised proposals must be received by February 18, 2026, at 12:00 PM EST.
This solicitation is designated as a total small business set-aside under NAICS code 488390 (Other Support Activities for Water Transportation) with a $47 million size standard. The contract is structured as an un-priced Blanket Purchase Agreement with a base period of one year (April 1, 2026 through March 31, 2027) and four optional one-year renewal periods, establishing a five-year performance window through March 31, 2031. Individual Call Orders issued under the BPA shall not exceed $9 million each. Service locations include Sitka and Kodiak, Alaska; Clearwater and Miami, Florida; Savannah, Georgia; Barbers Point, Hawaii; New Orleans, Louisiana; Traverse City, Michigan; Atlantic City, New Jersey; Astoria, Oregon; Aguadilla, Puerto Rico; and Corpus Christi and Houston, Texas, with all performance centralized administratively in Norfolk, Virginia. Service Contract Act prevailing wage determinations apply at each location, with the primary contracting officer being Tina Ford and the contract specialist being Tyrone Minnifield at tyrone.minnifield2@uscg.mil.
