About this file
This is a Questions and Answers (Q&A) document for a federal contract solicitation involving vessel support services at multiple U.S. Coast Guard Air Stations.
The solicitation is structured as an unpriced Blanket Purchase Agreement (BPA) with pricing to be submitted based on hourly and overtime rates. Offerors may submit pricing for individual locations, multiple locations, or all 13 locations as applicable to their capabilities. The Government will consider either single or multiple award BPA structures. Detailed planning information regarding monthly/annual schedules, training evolutions, vessel utilization estimates (operating days, hours, or transit miles), and specific pricing parameters will be provided by the respective area contracting teams at the Call Order level following BPA award. Vessels proposed must comply with U.S. Coast Guard Certificate of Inspection (COI) requirements as specified in Section 1.11 Deliverables of the solicitation. This is a Low Price Technical Acceptable procurement where technical evaluation criteria and detailed operational requirements will be established during the Call Order phase rather than at the initial BPA submission stage.

1 I was wondering if I need to fill out the pricing schedule worksheet or is that filled out during Call Orders? Basically am I providing a money bid for this solicitation?
Pricing sheet updated for submittal of hourly rate and overtime rate. You will be providing pricing based on hourly & overtime rates
2 Please clarify if offerors are required to submit pricing for all 13 locations OR if offerors are allowed to submit on individual locations.
You can submit pricing for individual or mulitple locations
3 As this is a Low Price Technical Acceptable procurement, will the Government be providing an example monthly/annual schedule or a more detailed description of training evolutions for each one of the primary area of operations?
That will be provided by the perspecive area contracting team at the call order level
4 Given the safety-critical nature of the operations of this requirement, please confirm whether vessels proposed are required to be U.S. Coast Guard–inspected vessels holding a valid and current Certificate of Inspection (COI) appropriate for the intended operations. If a COI is not required, please advise whether vessel inspection status will be considered during technical evaluation, or whether inspected and uninspected vessels will be evaluated as technically equivalent provided all Statement of Work requirements are met.
See section 1.11 Deliverables for COI requirement
5 The solicitation establishes this requirement as an unpriced BPA. Please confirm whether any pricing information is required or requested as part of the BPA submission, or whether all pricing will be solicited, evaluated, and negotiated exclusively at the individual Call Order level following BPA award.
See question 1 ( Pricing will be provided for hourly & overtime rates for the location provided)
6 Can the Government provide any more narrowed planning-level estimates of anticipated vessel utilization by location (e.g., operating days, operating hours, or transit miles per month) to support vessel availability planning?
This will be handled at the BPA call order level.
Does the Government anticipate or prefer establishing a single BPA with one contractor to support all listed Air Stations, with Call Orders issued by location as requirements arise? If not, please advise whether multiple BPAs will be established, and whether offerors may propose support for all locations or only select locations.
This will be available for either single or multiple award BPA
