About this file
This is a Questions and Answers document for a federal contract solicitation regarding vessel training services at multiple Air Station locations.
The solicitation establishes an unpriced Blanket Purchase Agreement (BPA) for training services, with pricing to be submitted based on hourly and overtime rates at the BPA award stage. Offerors may submit pricing for individual locations, multiple locations, or all 13 locations as desired. The BPA will be available for either single or multiple award. Pricing details will be provided using an updated pricing schedule, with entries for base year and option years (OY1-OY4) calculated on a cost-per-training-block basis, where one training block equals one hour of on-scene training time. Billing will be coordinated with the contracting officer at the time of the BPA call order, and when training sessions exceed scheduled blocks, offerors will bill by whole training blocks. Vessel inspection status requires U.S. Coast Guard Certificate of Inspection (COI) as referenced in Section 1.11 Deliverables of the solicitation. Planning-level estimates for anticipated vessel utilization by location, detailed training evolution schedules, and specific vessel operating requirements will be provided by the respective area contracting teams at the call order level. The document references current contract numbers serving various locations and notes that existing contracts with end dates beyond the solicitation start date may be superseded by this BPA at the contracting officer's discretion. Wage determinations for Alaska are provided in attachments.

1 I was wondering if I need to fill out the pricing schedule worksheet or is that filled out during Call Orders? Basically am I providing a money bid for this solicitation?
Pricing sheet updated for submittal of hourly rate and overtime rate. You will be providing pricing based on hourly & overtime rates
2 Please clarify if offerors are required to submit pricing for all 13 locations OR if offerors are allowed to submit on individual locations.
You can submit pricing for individual or mulitple locations
3 As this is a Low Price Technical Acceptable procurement, will the Government be providing an example monthly/annual schedule or a more detailed description of training evolutions for each one of the primary area of operations?
That will be provided by the perspecive area contracting team at the call order level
4 Given the safety-critical nature of the operations of this requirement, please confirm whether vessels proposed are required to be U.S. Coast Guard–inspected vessels holding a valid and current Certificate of Inspection (COI) appropriate for the intended operations. If a COI is not required, please advise whether vessel inspection status will be considered during technical evaluation, or whether inspected and uninspected vessels will be evaluated as technically equivalent provided all Statement of Work requirements are met.
See section 1.11 Deliverables for COI requirement
5 The solicitation establishes this requirement as an unpriced BPA. Please confirm whether any pricing information is required or requested as part of the BPA submission, or whether all pricing will be solicited, evaluated, and negotiated exclusively at the individual Call Order level following BPA award.
See question 1 ( Pricing will be provided for hourly & overtime rates for the location provided)
6 Can the Government provide any more narrowed planning-level estimates of anticipated vessel utilization by location (e.g., operating days, operating hours, or transit miles per month) to support vessel availability planning?
This will be handled at the BPA call order level.
This will be available for either single or multiple award BPA
8 What shall be input into the columns for each unit, "base year" and "OY1 - OY4"? Is this intended to be a dollar amount for a Training Block (one given hour of on scene training See updated schedule of services
Does the Government anticipate or prefer establishing a single BPA with one contractor to support all listed Air Stations, with Call Orders issued by location as requirements arise? If not, please advise whether multiple BPAs will be established, and whether offerors may propose support for all locations or only select locations.
9 What does "Cost Per Gallon for Training Block" refer to? Is this referring to the price per gallon of fuel used during the training blocks billed that period? If so, would this be an average price? Prices of fuel may vary over a given billing cycle, in a given location.
Disregard gallon. This should read cost per training block. See updated BPA Terms
10 No provision is given for exceeding a scheduled Training Block. In the event a scheduled Training Session runs longer than anticipated or scheduled, and a Training Block (one given hour of on scene training time) is exceeded, how will this be billed, if at all? By the half By whole training block
11 Can you please provide the current contract number for any of these locations currently being served by a contract vessel?

12 There are currently active contracts serving some, or all of the locations provided, that have end dates beyond the start date of this solicitation. What will happen to any contracts that are currently active and do not have end dates that match the start date of this solicitation?
This will be up to the contracting officer for those areas to utilize this BPA vice current contract.
