About this file

This document is a Terms and Conditions agreement for Blanket Purchase Agreement (BPA) 70Z08426QDL930003 with the United States Coast Guard (USCG).

The BPA establishes a simplified procurement method for repetitive vessel support services for USCG aviation training programs. The supplier shall provide and operate vessel(s) to support helicopter hoisting, helicopter weapons training (Airborne Use of Force training), and fixed-wing aerial delivery evolutions conducted by aircraft from designated Air Stations. Available service locations include Sitka and Kodiak, Alaska; Clearwater and Miami, Florida; Savannah, Georgia; Barbers Point, Hawaii; New Orleans, Louisiana; Traverse City, Michigan; Atlantic City, New Jersey; Astoria, Oregon; Aguadilla, Puerto Rico; and Corpus Christi and Houston, Texas. The supplier must provide all necessary management, supervision, personnel, labor, materials, fuel, and equipment for vessel operations.

The BPA's period of performance spans five years, consisting of one 12-month Base Period (April 1, 2026 through March 31, 2027) and four optional 12-month renewal periods. This is an un-priced BPA that obligates no funds at execution; funding will be obligated through individual Call Orders issued via Request for Quote (RFQ) process. Individual Call Orders shall not exceed $9 million. Authorized USCG LOGCOM Contracting Officers may issue Call Orders. Supplier pricing must be equal to or lower than public customers for similar services and be fair and reasonable as determined by the Government at the Call Order level before issuance. Invoicing requires delivery tickets with specified documentation including supplier name, BPA number, dates of services, location, cost per gallon for training blocks, and signatures from both vendor and USCG representatives.
