About this file
This is a Wage Determination document issued by the U.S. Department of Labor Employment Standards Administration, effective December 3, 2025, for Service Contract Act (SCA) covered contracts in American Samoa, Hawaii (County of Honolulu), and Johnston Island. Wage Determination No. 2015-5689 (Revision 27) establishes prevailing wage rates and fringe benefits for 319 occupational classifications across multiple industry sectors, ranging from administrative support positions at $15.46–$37.26 per hour to specialized technical roles such as registered nurses and aircraft mechanics at $37.59–$66.68 per hour. All listed occupations receive fringe benefits including health and welfare coverage at $2.42 per hour (Hawaii) or $1.96 per hour under Executive Order 13706; paid vacation accruing at two weeks after one year, three weeks after ten years, and four weeks after fifteen years of service; and a minimum of eleven paid holidays annually including New Year's Day, Martin Luther King Jr.'s Birthday, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans' Day, Thanksgiving, and Christmas Day.
Special provisions apply to specific occupational categories: Computer professionals (paycode 14071–14103) are subject to exemption requirements under 29 U.S.C. Section 213(a)(1) and (17); air traffic controllers and weather observers (paycode 30010–30012, 30620–30621) receive night differential pay of 10 percent for hours worked between 6 p.m. and 6 a.m. and 25 percent Sunday premiums; and an 8 percent hazardous duty differential applies to ordnance and explosives work, with 4 percent differential for lower-hazard explosive-related positions. Uniform allowance requirements mandate contractors furnish uniforms without cost or reimburse actual costs at $3.35 per week unless uniforms are "wash and wear" materials requiring no special maintenance. The document references the Service Contract Act Directory of Occupations (Fifth Edition, September 2015) for job duty definitions and specifies conformance procedures under 29 CFR 4.6(b)(2) requiring contractors to submit requests for unlisted occupational classifications within 30 days of employee performance initiation. Executive Order 13658 imposes a minimum wage floor of $13.30 per hour (or the applicable listed rate if higher), adjusted annually.
