About this opportunity
The United States Air Force Civil Engineer Center at Tyndall Air Force Base seeks a contractor to provide Heating, Ventilation, and Air Conditioning (HVAC) Recommissioning and Energy Optimization Services (REOS) across Air Force and Space Force installations throughout CONUS, Alaska, and Hawaii. The contractor will deliver expert HVAC system analysis, Test and Balancing procedures, minor repairs, and energy optimization recommendations to maximize system efficiency and reduce long-term energy consumption. Key requirements include providing technically qualified labor, experienced management, travel, materials, repair parts, and necessary tools and equipment in accordance with Unified Facility Guide Specifications. The government will evaluate proposals using a best-value tradeoff methodology that prioritizes Technical Approach (comprising qualified staffing, technical plan, initial task order execution, and quality control plan), followed by Past Performance and Price considerations. Offerors must achieve CMMC Level 2 certification prior to award and submit proposals by February 9, 2026 at 2:00 p.m. Central Time, with all technical questions due by January 19, 2026 at 2:00 p.m. Central Time.
This solicitation is designated as a total small business set-aside under NAICS code 238220 with a $19 million size standard, and the current incumbent contractor is Vision Building Energy Efficiency, LLC dba Bee. The contract will be a firm-fixed-price, single-award Indefinite-Delivery, Indefinite-Quantity (IDIQ) vehicle with a five-year ordering period from March 31, 2026 through March 30, 2031, with a minimum guaranteed award of $200,000, individual task order minimums of $50,000, and a total contract ceiling of $9,700,000. The government estimates approximately six task orders annually, each covering 4-6 facilities across diverse building sizes ranging from 1 to over 200,000 square feet. Individual task orders will have 180-calendar-day performance periods, and pricing will be pre-priced by facility size categories (Small, Medium, Large, Extra Large, Small Force Support, and Large Force Support). Services will be performed at Air Force and Space Force bases throughout the continental United States, Alaska, and Hawaii, with base-level Civil Engineers providing oversight at selected installations.
