About this opportunity

The U.S. Army Mission and Installation Contracting Command (MICC), on behalf of the U.S. Army Installation Management Command (IMCOM), issued a Commercial Solutions Opening (CSO) on October 22, 2026, seeking innovative commercial technologies, products, and services to develop an Army Enterprise Heating, Ventilation, and Air Conditioning (HVAC) Modernization and Lifecycle Sustainment Maintenance Plan with associated project management over fiscal years 2027–2031. This CSO utilizes Revolutionary FAR Overhaul (RFO) DFARS Subpart 212.70 procedures and streamlined RFO FAR Part 12 Commercial Item acquisition, open to both traditional and non-traditional defense contractors.

The Government targets integrated, scalable solutions addressing root causes of HVAC underperformance—deferred maintenance, water intrusion, mold and mildew, controls deficiencies, and electrical capacity constraints—at national, regional, installation, or portfolio levels, with initial priority on CONUS barracks and other Soldier-occupied facilities. The Army is particularly interested in innovative funding models including Energy Savings Performance Contracts, Utility Energy Service Contracts, third-party financing, HVAC-as-a-Service, and performance-based service models.

Contractors must hold a Unique Entity ID, be registered in SAM and PIEE WAWF, and be determined responsible and not debarred. Phase 1 requires submission of Solution Briefs and White Papers (not to exceed 10 pages or 20 slides) by 4:30 PM Eastern Standard Time on November 30, 2026, to MICC Points of Contact. Phase 2 presentations and Phase 3 Commercial Solution Proposals are invitation-only and contingent on Phase 1 results. Evaluation criteria include modernization and lifecycle sustainment technical merit, economic viability, manpower efficiency, and prioritization of Soldier quality-of-life improvements.

Notice text

The U.S. Army Mission and Installation Contracting Command (MICC), on behalf of the U.S. Army Installation Management Command (IMCOM), is seeking innovative commercial technologies, products and/or services that will provide an Army Enterprise Heating, Ventilation, and Air Conditioning (HVAC) Modernization & Lifecycle Sustainment Maintenance Plan, and associated project management of the plan throughout the project period, Fiscal Year (FY) FY27-FY31.

This Commercial Solutions Opening (CSO) will utilize a solicitation process authorized by Revolutionary FAR Overhaul (RFO) DFARS Subpart 212.70. Under this CSO, the Department of War (DoW) will be allowed to competitively procure innovative commercial technologies, products and/or services that will provide a solution for Army Enterprise HVAC modernization and lifecycle sustainment maintenance. CSO procedures provide a streamlined acquisition process and simplified contract terms resulting in RFO FAR-based contracts awarded under RFO FAR Part 12 Commercial Item Procedures. Both traditional and non-traditional defense contractors may be awarded contracts under this CSO. Under a CSO DoW contracting (or agreement) officers may competitively select proposals received in response to a general competitive solicitation, similar to a broad agency announcement, based on a review of proposals by scientific, technological, or other subject matter experts.

While this is a complete CSO as detailed herein, the MICC reserves the right to pursue alternative contracting methods as a result of Offeror responses to Phase 1 requirements herein and continued government analysis. For example, the government may elect to pursue a solution via Other Transaction Agreement (OTA). If this, or any other change occurs, the public will be notified via sam.gov posting.

Industry parties interested in responding to this CSO shall request access to Attachments 1 and 2 by submitting justification/reason for access as instructed in this sam.gov post. The MICC team will receive notification of the request, review, and release, as appropriate, within one business day.

Finally, the government anticipates hosting a future industry conference. Accordingly, industry is encouraged to monitor this sam.gov posting for updates, to include the date, time, and location of any such event.
