About this opportunity

The Department of the Navy Naval Facilities Engineering Command (NAVFAC) Europe, Africa, Central is soliciting a firm fixed-price, design-build construction contract for repairs at the Grindavik Naval Radio Transmitter Facility (NRTF) in Iceland. The scope of work includes installing new automatic access gates, installing two independent electrical heating units, removing and installing septic tanks with a leach field, and replacing the roof of Building 2606. These repairs are necessitated by damage from recent volcanic eruptions and earthquakes that affected infrastructure at the facility. Competition is limited to Icelandic and American companies only, as required by a 2017 bilateral agreement between the United States and Iceland. Proposals will be evaluated using a Lowest Priced Technically Acceptable (LPTA) methodology based on four factors: price, technical solution, safety, and past performance. The proposal deadline is June 23, 2025, at 10:00 AM, with a mandatory pre-proposal site visit scheduled for May 20, 2025.

No set-aside designation is used for this procurement, though it falls under the small business size standard of $45 million for NAICS code 236220 (Commercial and Institutional Building Construction). The contract value is estimated to be between $1 million and $5 million, with no current or potential incumbent contractors identified in the documentation. The performance period is approximately 365 calendar days after notice to proceed, with work required to begin within 15 calendar days of receiving the notice. All work will be performed at the Grindavik Naval Radio Transmitter Facility in Iceland. The project includes specific requirements for asbestos-containing materials management, as identified in the 2016 asbestos survey, and contractors must maintain an English-speaking representative on-site throughout the performance period.
