About this file

This document is an Amendment (0002) to Solicitation N33191-25-R-0010 for construction repairs at the Grindavik Naval Radio Transmitter Facility (NRTF) in Iceland. The solicitation is a restricted competition limited to Icelandic and U.S. companies, with a firm fixed-price design-bid-build contract valued between $1,000,000 and $5,000,000. The North American Industry Classification System (NAICS) code is 236220 with a size standard of $45M.

Key requirements include submitting technical and price proposals electronically, with a site visit scheduled for May 20, 2025, at the Grindavik location. Proposals will be evaluated on four factors: price (lowest price technically acceptable), technical solution, safety, and past performance. Offerors must provide a detailed technical approach, organizational chart, project schedule, safety narrative, and past performance documentation. Performance guarantees of 10% are required, and contractors must comply with various administrative requirements such as obtaining necessary permits, certifications, and maintaining an English-speaking representative on-site.

5. REQUIRED PROPOSAL DOCUMENTS

Basis of Award: The proposed contract will be awarded to the responsible offeror offering the Lowest Price Technically Acceptable offer in accordance with FAR 15.101-2.

1. The solicitation requires the evaluation of price and the following non-price factors.

• Factor 1 – Technical Solution

• Factor 2 – Safety

• Factor 3 – Past Performance

2. Basis of Evaluation and Submittal Requirements for Each Factor.

(a) Factor 1, Technical Solution:

N3319125R0010

(i) Solicitation Submittal Requirements:

The Offeror must provide a narrative describing the technical solution to the project that meets the requirements of the RFP. Include the following:

Summary of the technical approach, including the means/methods, material and tools to be utilized to complete the work; mitigation plans for anticipated problems, logistical challenges and site constraints.

A Project organizational chart that lists the key positions (Project Manager, Site Safety & Health Officer, Construction QCM, Superintendent, for each specific discipline as well as the communication flow with the Government, and subcontractors. The organizational chart shall clearly identify the lines of authority between the entities.

Provide a project schedule with a Gantt chart. Include the contract duration, all major submittals and all major aspects of construction project. The contract timeframe identified in the RFP defines the acceptable contract duration. Provide a narrative that explains the proposed contract duration.

Narrative, to include the organizational chart, shall not exceed five (5) double-sided pages (or ten (10) single-sided pages). In addition, provide one (1) single-sided schedule Gantt chart to graphically present the contract duration.

The Gantt chart may be on a single 11” x 17” page that will not count against the page limitations for the narrative.

(ii) Basis of Evaluation:

The Government will evaluate the technical approach narrative, organizational chart, and schedule considering the extent to which the Offeror demonstrates a clear understanding of the requirements of the project. The Government will evaluate the effectiveness of the technical solution to determine the likelihood that the work will be performed in accordance with the technical requirements of the RFP. For a proposal to be evaluated as 'Acceptable', the Offeror must clearly provide a solution that is determined to adhere to the technical requirements of the RFP and submittal requirements. Failure to address any element, or associated requirement, will result in an 'Unacceptable' rating for this factor.

(b) Factor 2 Safety:

(i) Solicitation Submittal Requirements:

The offeror shall submit the following information: (For a partnership or joint venture, only one safety narrative is required, but it must address each contractor who is part of the partnership or joint venture.)

Technical Approach to Safety:

Describe the offeror’s technical approach to safety for its employees as well as the plan that the offeror will implement to evaluate and measure safety performance of potential subcontractors as a part of the selection process for all levels of subcontractors. Also, describe methods that the offeror will employ to ensure and monitor safe work practices at all subcontractor levels. The Safety Narrative, which shall include all information requested in this paragraph, shall be limited to three single-sided pages, (i.e., one (1) double-sided page plus one (1) single-sided page; or three (3) single-sided pages).

(ii) Basis of Evaluation:

The Government is seeking to determine that the offeror has consistently demonstrated a commitment to safety and that the offeror plans to properly manage and implement safety procedures for itself and its subcontractors. The Government will evaluate the offeror’s technical approach to safety for its employees, as well as its plan to select and monitor subcontractors.

N3319125R0010

The Government may consult additional sources of information for evaluating safety including, but not limited to, Government agencies, OSHA, NAVFAC’s Facility Accident and Incident Reporting (FAIR) and Contractor Incident Reporting System (CIRS) databases, and other related resources. While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete safety information regarding these submittal requirements rests with the offeror.

The Safety Factor will be rated on an Acceptable/Unacceptable basis.

A proposal receiving an “Unacceptable” evaluation rating for Factor 2 will be ineligible for award

(c) Factor 3, Past Performance:

(i) Solicitation Submittal Requirements:

IF A COMPLETED CPARS EVALUATION IS AVAILABLE, IT SHALL BE SUBMITTED WITH THE

PROPOSAL. IF THERE IS NOT A COMPLETED CPARS EVALUATION, the Past Performance Questionnaire (PPQ) included in the solicitation is provided for the offeror or its team members to submit to the client for each project the offeror includes in its proposal for Factor (insert applicable factor number, usually Factor 1, and insert factor title, usually Corporate Experience). AN OFFEROR SHALL NOT SUBMIT A PPQ WHEN A

COMPLETED CPARS IS AVAILABLE.

IF A CPARS EVALUATION IS NOT AVAILABLE, ensure correct phone numbers and email addresses are provided for the client point of contact. The offer can submit up to three (3) PPQs. Completed PPQs should be submitted with your proposal. If the offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the offeror should complete and submit with the proposal the first page of the PPQ (Attachment 3), which will provide contract and client information for the respective project(s). Offerors should follow-up with clients/references to ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government's point of contact Joshua Patton via email at Joshua.s.patton.civ@us.navy.mil prior to proposal closing date. Offerors shall not incorporate by reference into their proposal PPQs or CPARS previously submitted for other RFPs. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation.

Also include performance recognition documents received within the five (5) such as awards, award fee determinations, customer letters of commendation, and any other forms of performance recognition.

Sources of Past Performance Information for evaluation are as follows:

- Past performance information provided by the offeror, as solicited;

- Past performance information obtained from questionnaires tailored to the circumstances of the acquisition;

and

- Past performance information obtained from any other sources available to the Government, to include, but not limited to, Contractor Performance Assessment Reporting System (CPARS), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), or other databases; the Defense Contract Management Agency; and interviews with Program Managers, Contracting Officers, and Fee Determining Officials.

While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror.

A copy of the blank Past Performance Questionnaire to be used for requesting client references is included as Attachment 3.

(ii) Basis of Evaluation:

N3319125R0010

The degree to which past performance evaluations and all other past performance information reviewed by the Government (e.g., CPARS, Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), performance recognition documents, and information obtained for any other source) reflect a trend of satisfactory performance considering:

- A pattern of successful completion of tasks;

- A pattern of deliverables that are timely and of good quality;

- A pattern of cooperativeness and teamwork with the Government at all levels

(task managers, contracting officers, auditors, etc.);

- Tasks that are identical to, similar to, or related to the task at hand”

An offeror will be rated “Acceptable” if an offeror’s “Past Performance” information demonstrates:

1. An overall rating of at least Satisfactory or better on the PPQs, Exhibit C,

2. An overall rating of at least Satisfactory or better in CPARS or other DOD or Government appraisal systems, or

3. Past Performance Evaluations from telephone interview of Satisfactory or better.

Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or is so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)).

Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “Acceptable”.

An Offeror will be rated “Unacceptable” if it fails to meet the requirements to be rated acceptable described above.

A proposal receiving an “Unacceptable” evaluation rating for Factor 3 will be ineligible for award.

(d) Price:

(1) Solicitation Submittal Requirements:

Using Attachment B – Price Schedule, Offerors insert prices for CLIN 0001, 0002, 0003, and 0004 all components, in the Price Proposal Form. All proposed prices shall be in US Currency (Dollars); award will be made in US Currency. Proposals submitted in any other currency shall be deemed Unacceptable.

Price proposals shall be submitted on the enclosed Price Schedule (Attachment 4).

Price Proposals shall be valid for 150 days.

The price should consider that the Contractor shall furnish all project management, planning, estimating, labor, transportation, materials, equipment, supervision, design, and all other associated costs necessary to fulfill the requirements of the task order.

(b) Basis of Evaluation:

The Government will evaluate price based on the total evaluated price (SUM of CLIN 0001, 0002, 0003, and 0004).

Total evaluated price consists of the basic requirement and all options. In accordance with FAR 15.404-1(b), the Government will also evaluate the reasonableness of an Offeror’s price by performing price analysis using any, or a combination of, the following methods:

a. Comparison of proposed prices received in response to the RFP;

b. Comparison of proposed prices with the IGE;

c. Comparison of proposed prices with available historical information; and/or

N3319125R0010

d. Comparison of market survey results

A price which is found to be unreasonably high or materially unbalanced in relation to the proposed work and/or Government Estimate may negatively impact the offeror’s evaluation and may result in the proposal not being eligible for award. A proposal that fails to submit pricing as required will be considered an unresponsive and will not be evaluated or considered for award.

4. PERFORMANCE GUARANTEE:

PERFORMANCE GUARANTEE

Ten-Percent (10%) PERFORMANCE GUARANTEE

Submittal Time: The offeror whose offer is accepted shall, within ten (10) days after Award, furnish either (1) a Performance Guarantee and a notarized Performance Guarantee Letter conforming to the requirements below, or

(2) Performance and Payment bonds conforming to the requirements below. If the offeror fails to provide either (1) a Performance Guarantee and a notarized Performance Guarantee Letter or (2) Performance and Payment Bonds within ten (10) days, the contract may be terminated for default. In such event, the offeror shall be liable for any cost of procuring the work which exceeds the amount of its offer. Clauses 52.228-2, 52.228-11 and 52.228-15, listed in Section 01 00 00 – General Requirements below, will apply only if the offeror elects to submit payment and performance bonds, rather than a notarized performance guarantee, with their proposal.

Form of Performance Guarantee: The Performance Guarantee shall be an amount equal to ten percent (10%) of the amount of the contract and shall be deposited into a banking institution, as acceptable to the Contracting Officer, which will then issue an irrevocable letter guaranteeing (the “Performance Guarantee Letter”) the payment of the amount deposited to the United States Government, upon demand by the Contracting Officer. Demand may be made if the Contractor fails to comply with the terms and conditions of the contract, or does not fulfill its undertaking in whole or in part. Payment to the Contracting Officer will be by check made payable to the "United States of America by the U.S. Department of the Navy, Naval Facilities Engineering Systems Command, Europe, Africa, Central." An English translation of the Performance Guarantee Letter shall be submitted concurrently.

Upon acceptance of all work by the Government, however, the Contractor may, with the approval of the Contracting Officer, replace this guarantee with a reduced guarantee in the amount of four percent (4%) of the then existing contract price, with modifications, if any. Such replacement guarantee will then remain in effect for one (1) year after the final acceptance of the work by the Government.

Optional Performance and Payment Bonds: In lieu of a performance guarantee, the offeror may submit Performance and Payment Bonds in which the offeror and the surety obligate themselves in the amount of one hundred percent (100%) of the contract price, that the offeror shall undertake the performance of the contract if it receives award, shall make all required payments to subcontractors, and that said Performance and Payment Bonds ensure the fulfillment of all agreements contained in the contract. To be considered for acceptability, the offeror(s) shall submit Performance and Payment Bonds that meet the following requirements:

N3319125R0010
