About this file
This is a Request for Proposals (RFP) for a firm-fixed-price construction contract to repair facilities at the Grindavik Naval Radio Transmitter Facility (NRTF) in Iceland. The solicitation, issued by Naval Facilities Engineering Systems Command (NAVFAC) Europe, Africa, Central, seeks qualified Icelandic and American companies to complete four primary tasks: (1) install a new automatic access gate, (2) install two independent electrical heating units, (3) replace the septic tank and install a leach field, and (4) replace the roof of Building 2606.
The contract has a 365-day performance period, with contractors required to begin work within 15 calendar days of receiving the notice to proceed. The solicitation is limited to small businesses, with a size standard of $45 million and NAICS code 236220. Proposals are due by 10:00 AM on 04 June 2025, and the contract will be awarded using a Lowest Priced Technically Acceptable (LPTA) evaluation methodology. The government will evaluate proposals based on three non-price factors: Technical Solution, Safety, and Past Performance, in addition to price. Performance will take place at the Grindavik NRTF in Iceland, with a mandatory pre-proposal site visit scheduled for 20 May 2025.

5. REQUIRED PROPOSAL DOCUMENTS
Basis of Award: The proposed contract will be awarded to the responsible offeror offering the Lowest Priced Technically Acceptable (LPTA) offer in accordance with FAR 15.101-2.
1. The solicitation requires the evaluation of price and the following non-price factors.
• Factor 1 – Technical Solution
• Factor 2 – Safety
• Factor 3 – Past Performance
2. Basis of Evaluation and Submittal Requirements for Each Factor.
(a) Factor 1, Technical Solution:
(i) Solicitation Submittal Requirements:
1. The Offeror must provide a technical narrative describing the technical solution to the project that meets the requirements of the RFP and that includes a project organizational chart. The narrative shall contain a summary of the proposed technical approach, including the means/methods, material and tools to be utilized to complete the work; mitigation plans for any anticipated problems, logistical challenges, and site constraints. The project organizational chart including with the narrative shall list the key positions (Project Manager, Site Safety & Health Officer, Construction QCM, Superintendent) for each specific discipline as well as the communication flow with the
Government, and subcontractors. The organizational chart shall clearly identify the lines of authority between the entities.
Page limit: The technical narrative, to include the organizational chart, shall not exceed five (5) double-sided pages (or ten (10) single-sided pages).
2. In addition, the Offeror must provide a project schedule with a Gantt chart that includes the contract duration, all major submittals, and all major aspects of the construction project. The contract timeframe identified in the RFP defines the acceptable contract duration. Provide a brief narrative that explains the proposed contract duration.
Page limit: The Gantt chart shall be one (1) single-sided schedule Gantt chart to graphically present the contract duration. The Gantt chart may be on a single 11” x 17” page. The Gantt chart is separate from the technical narrative and will not count against the page limitations for the technical narrative.
(ii) Basis of Evaluation:
The Government will evaluate the technical approach narrative, organizational chart, and project schedule considering the extent to which the Offeror demonstrates a clear understanding of the requirements of the project.
The Government will evaluate the effectiveness of the technical solution to determine the likelihood that the work will be performed in accordance with the technical requirements of the RFP. For a proposal to be evaluated as 'Acceptable', the Offeror must clearly provide a solution that is determined to adhere to the technical requirements of the RFP and submittal requirements. Failure to address any element, or associated requirement, may result in an 'Unacceptable' rating for this factor.
(b) Factor 2 Safety:
The Offeror shall submit a Safety Narrative that describes the Offeror’s technical approach to safety for its employees as well as the plan that the Offeror will implement to evaluate and measure safety performance of potential subcontractors as a part of the selection process for all levels of subcontractors. Also, describe methods that the Offeror will employ to ensure and monitor safe work practices at all subcontractor levels. For a partnership or joint venture, only one Safety Narrative is required, but it must address each contractor who is part of the partnership or joint venture.
Page limit: The Safety Narrative, which shall include all information requested in this paragraph, shall be limited to three single-sided pages, (i.e., one (1) double-sided page plus one (1) single-sided page; or three (3) single-sided pages).
The Government will evaluate the degree to which the Offeror has consistently demonstrated a commitment to safety and the Offeror’s plans to properly manage and implement safety procedures for itself, its employees, and its subcontractors.
The Government may consult additional sources of information for evaluating safety including, but not limited to, Government agencies, OSHA, NAVFAC’s Facility Accident and Incident Reporting (FAIR) and Contractor Incident Reporting System (CIRS) databases, and other related resources. While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete safety information regarding these submittal requirements rests with the Offeror.
(c) Factor 3, Past Performance:
The Offeror shall submit a narrative that identifies a minimum of two (2), but no more than four (4), recent prior projects that are the same or similar in scope, complexity, and magnitude to the requirements under this solicitation.
All projects shall have been 100% completed within five (5) years from the date of this solicitation. The narrative shall briefly describe the project and explain why it is relevant – i.e. “same or similar in scope, complexity, and magnitude” - to this solicitation’s requirements.
Page limit: The narrative shall be limited to one (1) single-sided page per project identified.
FOR EVERY PRIOR PROJECT IDENTIFIED, IF A COMPLETED CPARS EVALUATION IS AVAILABLE, IT
SHALL BE SUBMITTED WITH THE PROPOSAL. IF THERE IS NOT A COMPLETED CPARS
EVALUATION, the Past Performance Questionnaire (PPQ) included in the solicitation at Attachment C shall be used by the Offeror or its team members to submit to the client for any identified prior project with no completed CPARS evaluation. AN OFFEROR SHALL NOT SUBMIT A PPQ WHEN A COMPLETED CPARS IS
AVAILABLE.
IF A CPARS EVALUATION IS NOT AVAILABLE AND A PPQ IS USED A PROJECT, ensure correct phone numbers and email addresses are provided for the client point of contact. The Offeror can submit up to three (3) PPQs. Completed PPQs should be submitted with your proposal. If the Offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the Offeror should complete and submit with the proposal the first page of the PPQ (Attachment C), which will provide contract and client information for the respective project(s). Offerors should follow-up with clients/references to ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government's point of contact Joshua Patton via email at joshua.s.patton.civ@us.navy.mil prior to proposal closing date. Offerors shall not incorporate by reference into their proposal PPQs or CPARS previously submitted for other RFPs. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation.
Also include performance recognition documents received within the last five (5) years such as awards, award fee determinations, customer letters of commendation, and any other forms of performance recognition.
A copy of the blank Past Performance Questionnaire (PPQ) to be used where no CPARS is available for requesting client references is included as Attachment C.
The Government will evaluate the relevancy of prior projects and consider the degree to which the past performance evaluations/references and all other relevant past performance information reviewed by the Government (e.g., CPARS, Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), performance recognition documents, and information obtained for any other source) reflect a trend of satisfactory performance considering:
- A pattern of successful completion of tasks;
- A pattern of deliverables that are timely and of good quality;
- A pattern of cooperativeness and teamwork with the Government at all levels (task managers, contracting officers, auditors, etc.); and
- Tasks that are identical to, similar to, or related to the task at hand”
Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or is so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)).
Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown past performance” shall be considered “Acceptable”.The Government may consider various sources of past performance information for evaluation, including:
- Past performance information provided by the offeror, as solicited;
- Past performance information obtained from questionnaires tailored to the circumstances of the acquisition;
and
- Past performance information obtained from any other sources available to the Government, to include, but not limited to, Contractor Performance Assessment Reporting System (CPARS), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), or other databases; the Defense Contract Management Agency; and interviews with Program Managers, Contracting Officers, and Fee Determining Officials.
While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror.
(d) Price:
(1) Solicitation Submittal Requirements:
Using Attachment B – Price Schedule, Offerors shall insert prices for CLINs 0001, 0002, 0003, and 0004 all components, in the Price Proposal Form. All proposed prices shall be in US Currency (Dollars); award will be made in US Currency. Proposals submitted in any other currency shall be deemed Unacceptable.
Price proposals shall be submitted on the enclosed Price Schedule (Attachment B).
Price Proposals shall be valid for 150 days.
The price should consider that the Contractor shall furnish all project management, planning, estimating, labor, transportation, materials, equipment, supervision, design, and all other associated costs necessary to fulfill the requirements of the task order.
(2) Basis of Evaluation:
The Government will evaluate price based on the total evaluated price (SUM of CLIN 0001, 0002, 0003, and 0004).
Total evaluated price consists of the basic requirement plus all options. In accordance with FAR 15.404-1(b), the Government will also evaluate the reasonableness of an Offeror’s price by performing price analysis using any, or a combination of, the following methods:
a. Comparison of proposed prices received in response to the RFP;
b. Comparison of proposed prices with the IGE;
c. Comparison of proposed prices with available historical information; and/or
d. Comparison of market survey results.
A price which is found to be unreasonably high or significantly and materially unbalanced in relation to the proposed work and/or Government Estimate may negatively impact the offeror’s evaluation and may result in the proposal not being eligible for award. A proposal that fails to submit pricing as required will be considered an unresponsive and will not be evaluated or considered for award.
