About this opportunity

The Government Publishing Office is seeking a contractor to provide annual fire preventative maintenance and inspection services for fire suppression and fire alarm systems across four buildings totaling 1,419,507 square feet. Services include comprehensive inspection, testing, and maintenance of wet-pipe sprinklers, dry-pipe/pre-action sprinklers, standpipe systems, fire pumps, Edwards EST3 fire alarm control panels, detectors, and notification appliances, all performed in compliance with NFPA 13, 14, 20, 25, and 72 standards. The Government will evaluate proposals using the Lowest Price Technically Acceptable (LPTA) method, considering technical and management approach, key personnel qualifications, and past performance; contractors must demonstrate at least five years of relevant experience and provide qualified personnel including fire pump technicians, sprinkler technicians, fire alarm technicians, and project managers with appropriate certifications. Proposals are due by 5:00 PM EST on April 20, 2026, with a mandatory site visit required on March 23, 2026. The contract structure includes a one-year base period with three optional one-year extensions totaling up to four years of performance.

This solicitation is designated as a Women-Owned Small Businesses (WOSB) set-aside. The current contractor providing fire alarm inspection services is Everon inspections services, which performed the August 2025 testing documented in the government files. Based on recent testing results, the fire alarm systems across the four buildings achieved pass rates ranging from 97.3% to 99.3%, while fire suppression systems demonstrated lower performance with 566 items passing and 300 failing out of 866 tested components, indicating significant maintenance needs particularly for hose valves and gauges. All work must be performed at the GPO facility located at 732 North Capitol Street NW, Washington, DC 20401, during normal business hours (Monday-Friday, 7:00 a.m. to 4:00 p.m.) unless otherwise approved. Contractor personnel are required to obtain GPO-issued identification badges and comply with facility security requirements, while the contractor assumes responsibility for all employee parking arrangements.
