This is a 100% total small business set-aside under NAICS 334310 (Audio and Video Equipment Manufacturing), with a 750-employee size standard.
Place of performance is Hill Air Force Base, Utah (7981 Georgia St, Hill AFB, UT 84056). Equipment must achieve 50 dB intelligible voice coverage and 80 dB tone coverage at 700 yards from 16-stack horn locations, function at ambient temperatures from -10°F to 120°F, and withstand sustained winds of 70 knots with gusts to 100 knots. All outdoor equipment cabinets must be environmentally sealed, walk-up serviceable (no greater than 6 feet height), and equipped with intrusion detection systems. New speaker stacks require south-facing, ground-mounted solar panel trickle chargers for backup battery maintenance.
The performance period spans 365 calendar days from award, with materials delivery required within 120 calendar days and installation completion within 365 calendar days. The contract is firm-fixed-price, awarded on a Lowest Price Technically Acceptable (LPTA) basis. Installation must comply with UFC 4-021-01, NEC, and applicable ANSI/TIA/EIA standards. Deliverables include project plan, equipment manuals, as-built engineering drawings, open architecture software with real-time health monitoring, on-site maintenance and operator training, and a one-year warranty covering all travel, diagnosis, and repair costs. A mandatory site visit occurs July 29, 2026, at Hill Aerospace Museum (7961 Wardleigh Road). Service Contract Act prevailing wages apply under Wage Determination 2015-5483 for Davis, Morgan, and Weber counties, Utah.
