About this file
This is a Questions and Answers document for federal contract solicitation FA820126Q0031 issued by the Department of the Air Force, Air Force Sustainment Center (AFMC) at Hill Air Force Base, Utah, for the Giant Voice Hill AFB project. The document is a live Q&A record updated through July 30, 2026 at 10:00 am MDT, with final closure scheduled for July 31, 2026 at 14:00 MDT. Responses address questions regarding equipment specifications, site locations, power availability, schedule requirements, and brand authorization.
The project requires installation of four new 16-horn speaker stacks at designated locations (GV 16, GV 17, GV 18, and a new repeater site), replacement of existing Giant Voice equipment with SiRcom brand equipment, and installation of a Motorola VHF repeater. All four new pole locations have existing power available from previous Giant Voice stack installations and will be positioned within 10 feet of existing locations. The repeater antenna will be mounted to an existing antenna tower that also has available power. Gate speakers will be connected via RF (radio frequency), and AC power is available at each gate location. The total period of performance spans 365 days from award date, with materials due 120 days after award and installation completion due 365 days after award. The government strictly requires OEM SiRcom and Motorola equipment exclusively, though authorized dealer status is not mandatory at quote submission and may be obtained post-award. The repeater will connect to the Giant Voice system via VHF radio, and all installation work requires dig permit approval and temporary cordoning of pole locations near parking areas.

Current Document Status: Live Document as of 30 July 2026 at 10:00 am MDT Final Document: 31 July 2026 at 14:00 MDT
• Repeater Location: The Statement of Objectives say the new speaker stacks go “at locations to be determined in coordination with Hill AFB Radio Shop (SCOWR),” and the Motorola repeater location is likewise to be selected later. Can the locations be provided before quotes are due?
Cable run lengths drive both material and labor cost, and without them, any price is an estimate.
• Power at the four new sites: For the four new pole and speaker locations, is electrical service already available at or near each site, or must new power be run? If new power is required, approximately how far?
o GV 16 Install New16 Horn Stack:
112.019917 41.133365 Old Giant Voice Stack, has power Install new pole withing 10’ of existing location Remove old pole o GV 17--Install New16 Horn Stack:
112.014817 41.124957 Old Giant Voice Stack, has power o GV 18--Install New 16-Horn Stack 111.980502 41.114575 Old Giant Voice Stack, has power o New Repeater Site 112.008052 41.132253 Existing Tower, has power
• Schedule: The schedule shows materials due 120 days after award and installation due 365 days after award, while the Statement of Objectives describes a period of performance of September 30, 2026 through September 29, 2027, regardless of award date. Which governs for planning and pricing?
o Total PoP should be 365 days after award.
• Brand Authorization: The solicitation restricts the work to SiRcom equipment and Motorola radios/repeaters. Must an offeror hold authorized dealer status with SiRcom and/or Motorola at the time of quote submission, or may that authorization be obtained after award?
o While 'authorized dealer status' is not a mandatory evaluation criterion, the government strictly requires a solution consisting exclusively of OEM SiRcom and Motorola equipment.
• How are each of the Gate speakers being connected? RF? Base fiber?
o RF preferred.
• Is AC power available at each of the gates?
o Yes.
• Any obstructions or considerations for the lift at each pole location?
o Nothing out of the ordinary; all are close to parking lots, will need to coordinate temporarily cordoning them off, and dig permit will need to be routed/approved prior to installation.
• How close is base power to each new pole?
o Close, poles will be installed very close to existing old giant voice stacks that have power that can be re-used (see answers and pictures from second question)
• How (rooftop, penthouse, tower etc.) will the repeater antenna be mounted.
o Mounted to existing antenna tower (see previous pictures)
• Have the repeater frequencies been assigned?
o Yes, VHF.
• How will we connect the repeater to the Giant Voice system? We can utilize fiber or include a mobile radio.
o VHF radio.
