About this opportunity

The Bureau of Reclamation is procuring fire alarm system replacement at Glen Canyon Powerplant near Page, Arizona, with proposals due August 31, 2026. This procurement is a Total Small Business set-aside, firm fixed-price construction contract estimated between $1 million and $5 million.

Place of performance spans Glen Canyon Powerplant, Carl Hayden Visitor Center, Facility Workshop Building, and Government Project Warehouse in the Page, Arizona area. The work involves complete demolition and removal of the existing fire alarm system, design and installation of new Siemens MXL Series fire alarm panels and devices, system testing, programming, commissioning, and installation of a hybrid water mist fire suppression system in the powerplant computer room (optional, Schedule B pricing). The contractor must maintain continuous fire alarm coverage throughout construction.

Performance period runs 545 calendar days after Notice to Proceed, with contract commencement October 1, 2026 and completion by March 17, 2028. The contractor must begin within 14 calendar days of NTP. Both performance and payment bonds are required within 10 days of award. Work hours are Monday through Thursday, 6:30 a.m. to 5:00 p.m., with extended hours available upon two weeks' notice.

Technical requirements include design review and certification by a Fire Protection Engineer (NICET Level IV acceptable for preparation); Critical Path Method scheduling; at least two fire alarm modernization projects completed within the past three years; and compliance with NFPA 72, NFPA 70, and latest applicable codes at time of award. Prevailing wage rates apply under General Wage Rate Decision AZ20250043 for Coconino County.

Award uses best value–tradeoff evaluation procedures, with non-cost factors (technical capability, schedule realism, past performance) deemed significantly more important than price. Three-volume proposal structure is required: Business Proposal, Technical Proposal, and Pricing Proposal (covering nine contract line items including mobilization, documentation, training, commissioning, cabling, raceways, fire alarm system, and remote station monitoring). Mandatory site visit was June 23, 2026, at 8:00 a.m. Arizona time. Proposals are submitted electronically to Lisa Laughbon (Lisa_Laughbon@ios.doi.gov). NAICS 238210; PSC J012. Most recent amendments post vendor questions and answers as of August 21, 2026, and extend closing to August 31.
