About this file

This file is a Questions and Answers document (RFI responses) for solicitation 140R4026R0010, GC26 Fire Alarm System Replacement, issued by the Department of the Interior Bureau of Reclamation. The project involves replacing a fire alarm system at an Arizona facility (Glen Canyon Dam area) with a hybrid water-mist fire suppression system, requiring design, procurement, and phased cutover work.

Key clarifications from the RFI responses include: both Price Schedule A and Schedule B must be submitted for responsiveness, with Schedule B containing CLIN B-1 for the 21 25 00 hybrid water-mist fire suppression system; the period of performance is 545 calendar days after Notice to Proceed with commencement within 5 days, encompassing design, procurement, and phased cutover, with time extensions granted for Government-controlled outage scheduling; all work shall conform to the latest editions of applicable NFPA codes at time of award; Government-furnished power is available from multiple 120/240V 15-amp circuits and 480V three-phase circuits throughout the plant; final payment occurs after substantial completion with warranty provisions covering any work identified at the 12-month post-acceptance inspection; the controlling wage determination is AZ20250043 (Coconino County, Building); all locations are Bureau of Reclamation-owned; the proposal deadline is July 14, 2026 at 1400 hours MDT; past performance references acceptable from projects completed within the last five years; and control panel MCA breakers 15 and 21 house the fire alarm system. The file includes three photographs of the control panel and breaker locations.

RFI #1 — Optional Schedule B / water-mist pricing Question: The RFP body (Terms §B.1) presents only Price Schedule A, while the incorporated specification (§00 00 50) directs offerors to complete Schedule A and an Optional Schedule B with CLIN B-1 for the §21 25 00 hybrid water mist fire suppression system, and §01 11 00 lists that system as a principal component of work. Please confirm whether CLIN B-1 must be priced, whether award may be made on Schedule A alone or Schedules A and B, and — if Schedule B is deleted — where the mandatory §21 25 00 scope is to be carried.

Answer: Section B.1 clearly states that both price schedule A and B must both be submitted or the contractor will be considered nonresponsive. If schedule B is not awarded, Section 21 25 00 will of course not apply. Failure to submit both schedules will result in a non-responsive proposal.

RFI #2 — Period of performance (duration, commencement, realism) Question: Section C states completion not later than 545 calendar days after NTP with commencement within 5 days; Section F.1 and SF 1442 Item 11 state 365 days with 14-day commencement and mark the period “negotiable.” Please confirm the governing completion and commencement periods.

Given the Arizona FPE certification and 56-day fire alarm submittal lead times, water-mist submittal lead times, Government baseline-schedule approval before field work, the restricted Monday–Thursday work window, equipment lead times, and the Suspension of Work and default provisions (FAR 52.242-14; 52.249-10), please confirm whether the stated period is intended to encompass design, procurement, and phased cutover, and how Government-controlled outage scheduling will be treated for time extension.

Answer The Government prioritizes quality over speed and will approve reasonable, justifiable requests for time extensions. The period of performance is intended to encompass design, procurement, and phased cutover. Time extensions for Government-controlled outage scheduling will be considered as justified. The period of performance will be 545 days after NTP.

RFI #3 — Conflicting code editions Question: Sections 01 33 28, 21 25 00, and 28 31 00 invoke different editions of NFPA 4, NFPA 70, NFPA 72, and NFPA 170 (and related UL/IFC/IBC references). Please provide one controlling code matrix governing design, product listing, testing, and acceptance.

Answer: Work will be performed to the latest editions of the applicable codes at the time of contract award.

RFI #4 — Government-furnished power Question: Terms §H.3 offers up to approximately 15 amperes at 120/240V single-phase, while Specification §01 51 00 offers up to approximately 100 kVA at three-phase 480V plus 120 VAC. Please confirm the available source, connection locations, fault/coordination information, permissible tie-in method, and whether temporary transformers and distribution remain contractor-furnished.

Answer There are multiple 120/240V 15 amp circuits and 480V 3 phase circuits throughout the plant, all are circuit breaker protected and will be available for contractor use by coordinating with the COR RFI #5 — Annual inspection/test visit within the performance period Question Specification §28 31 00 requires an onsite NFPA 72 inspection and test approximately 12 months after final Government acceptance. Please confirm whether final payment precede that visit, and whether a separate warranty service period or retainage mechanism applies.

Answer: Final payment would be made after substantial completion of work. Any work required at the 12 month inspection would be taken care of under the warranty provisions.

RFI #6 — Wage determination number Question: The Solicitation Information Page cites Wage Determination AZ20250043 (Coconino County, Building) while Section J cites AZ20260007. Please confirm which wage determination governs and provide the controlling determination Answer The correct wage determination is AZ20250043 (Coconino County, Building), which is Attachment #6 in the original solicitation.

RFI #7 — Remote monitoring interface details Question: The drawings (Sheets 1–2) show the digital alarm communication receiver in the Site A (powerplant) control room supervising the Carl Hayden Visitor Center, the Facility Workshop/Armory Service Building (spare fiber from Site A), and the Government Project Warehouse (POTS line from Site A). Please confirm the path ownership and acceptance criteria, cybersecurity requirements, any carrier service, and the communication path to the Carl Hayden Visitor Center (Site B), which is not shown.

Answer: All location are owned and operated by the Bureau of Reclamation.

RFI #8 — Proposal closing time zone The Information Page lists the closing time as 12:00 PM “Mountain Daylight Time (EDT).” Please confirm whether the controlling time zone is MDT or EDT for the 07/10/2026 deadline, and confirm the deadline and method for submitting written offeror questions, which the solicitation does not state.

Answer: All time zones are in Mountain time. All questions or RFIs for this solicitation are due by 1:00 PM MDT on July 6, 2026. This due date is hereby extended because of the delay in getting amendment 002 posted. The solicitation shall be extended for one wee the Due date for all proposals is hereby July 14,2026 at 1400 hours MDT RFI #9 — Existing hazardous materials Given the plant's age and the asbestos-free warranty at I.13, please confirm whether any existing materials in the work area contain asbestos or other regulated materials, whether abatement of existing materials is within this scope, and whether a hazardous-materials survey is available.

Answer: Any asbestos found should be addressed via an RFI RFI #10 — Relevancy Window Extension The solicitation requires past performance references from projects completed within the last three years. Because the work is highly specialized, directly comparable projects occur infrequently, and a strict three-year window may exclude otherwise highly relevant and verifiable performance. On a total small business set-aside, this can reduce the number of strongly-rated small businesses the Government is able to draw upon. Would the Government consider extending the recency window to five years?

Answer: Comparable experience within the last 5 years is acceptable Question What control panel in the communication room contains the breakers for the fire System?

Answer control panel MCA breaker 15 and 21 are the breaker for the fire alarm system. Three photos included:
