About this file
This document is Amendment 0007 to solicitation 140R4026R0010 issued by the Bureau of Reclamation's Upper Colorado Region for the Glen Canyon Fire System project. The amendment publishes final questions and answers addressing clarifications on pricing schedules, technical specifications, installation requirements, site conditions, and project administration for a fire alarm system upgrade at Glen Canyon Dam.
Key technical clarifications include: the pricing schedules in the Terms & Conditions document (Price Schedule A and Option Price Schedule B) are the accurate ones to use; new fire alarm conduit must comply with NFPA 70 and Section 26 05 33 specifications for raceways and boxes; new conduit does not require red paint; the contractor should assume no asbestos present unless conditions change; the existing fire alarm system will be phased out to allow reuse of existing conduits, raceways, and boxes; Glen Canyon will provide crane access and operators for high-altitude work requiring one-week advance scheduling; and patching and painting of surfaces caused by conduit removal is the government's responsibility. Administrative details specify that Glen Canyon (with Upper Colorado Basin Regional Office and Glen Canyon Dam Field Division as authority having jurisdiction) will review design drawings and material submittals within two to four weeks; provide CAD/PDF floor plans and fiber optic inspection reports upon contract award; the transformer deck is located on Level 3, Elevation 3188.5; and current code does not require elevator shaft detection. The contract performance period runs from October 1, 2026 to March 17, 2028. Offerors must acknowledge receipt of this amendment prior to the solicitation deadline or risk rejection.

The purpose of this amendment is to publish the final questions and answers for the Glen Canyon
Fire System solicitation.
1. The Price Schedule listed in the Terms &
Conditions document differs from the one shown in the Specifications. Which one is correct?
The complete price schedule includes both Price
Schedule A and Option Price Schedule B for the
Hybrid Mist Fire Suppression system. Therefore, the pricing schedules found in the Terms &
Conditions document are the accurate ones and should be included in proposals.
2. Is it acceptable to attach the new fire alarm conduit to existing other trade support systems like HVAC, cable tray etc?
Any new conduit for the fire alarm system shall be installed in accordance with NFPA 70. It is the responsibility of the contractor to properly support the conduit based on existing conditions and environmental conditions.
3. During the site visit it was noticed that the existing fire alarm system conduit currently installed is a combination of the EMT type and GRC type conduit depending on locations throughout the buildings. Can you please clarify which buildings and what areas within the buildings require the types of conduits mentioned?
Any new conduit must be installed in accordance with the specifications, and the type shall be in accordance with Section 26 05 33, Raceways and Boxes. Questions regarding a specific installation method may be submitted in an RFI and reviewed for technical acceptance.
4. Please confirm who has jurisdiction over the
Glen Canyon FA systems?
The authority having jurisdiction over Glen
Canyon FA systems is the Upper Colorado Basin
Regional Office and the Glen Canyon Dam Field
Division.
5. Does all new fire alarm conduit need to be painted red?

New conduit for the fire alarm system is not required to be painted red
6. Please confirm the contractor is not to include any asbestos survey or removal in our bid.
Assume no asbestos, if conditions change, they will be addressed at that time.
7. During the site visit it was noticed that there are some beam light smoke detectors installed way up high in the power plant Turbin room, can BOR please confirm if the contractor would be able to use the buildings crane system with catwalk to replace these smoke detectors and associated conduit?
Access will be provided by use of the appropriate bridge crane. Glen Canyon will provide a crane operator for the work. Work will need to be scheduled one week in advance with the COR.
8. Spec section 01 11 22 paragraph 1.02 section
B Work Sequence Plan requests a method of keeping the existing fire alarm system in place until the new system is tested and ready to be put in service. Question: Is it mandatory that the complete new fire alarm system is installed prior to demolition of the old system, or can the new system be installed in phases which would allow the contractor to utilize existing conduit and boxes?
Because the new fire alarm system will require reusing existing conduits, raceways, and boxes, it is expected that the existing fire alarm system will need to be taken out in phases such to minimize impact on critical system interfaces. The Contractor is required to develop a detailed plan and schedule describing the phase out process. It will be anticipated that the existing fire panel will be taken out of service while the new panel is installed and tested. During this period, it will be necessary to inform and coordinate with Glen
Canyon staff.
9. Is it the contractor¿s responsibility to patch and paint holes in drywall and other

The Glen Canyon crew will take care of all patching and painting of surfaces.
10. Will the BOR be providing a CAD or PDF file for the Facility building floor plan for design purposes once the contract is awarded?
Yes, to the extent that these documents exist.
11. During our site walk, we were able to identify 1 pair of available multimode fiber that we could utilize for communication between the Facility Workshop/Armory Services Building.
Is an inspection report containing information about distance and dB loss available for these?
All reports will be made available upon award of the contract.
12. We did not locate the fiber optic run from the visitor center to the control room on our site walk. Can we confirm that there are extra strands available and verify type? Would an inspection report containing information about distance and dB loss be available for these?
Contractor will need to coordinate once the contract is awarded with Glen Canyon staff about existing cables and connections. Any reports will become available upon award of the contract.
13. Please provide clarification on the Price
Schedule A CLIN item A-3 (As-Builts, Final, Drawing and Operations & Maintenance Manuals) quantity 2 each mean.

Drawings and the review time for Material
Submittal.
Glen Canyon will endeavor to review all submittals within 2 weeks however; we reserve the right to take up to 4 weeks as needed
