About this opportunity

The Naval Facilities Engineering Command seeks replacement of six chillers and associated equipment at Wallace Creek Barracks, Camp Lejeune, North Carolina, with proposals due April 2, 2026. This is a Total Small Business set-aside limited to three pre-selected Mechanical MACC contractors: Mechworks Mechanical Contractors, Inc., North State Mechanical, Inc., and R&W Construction Company, Inc.

Place of performance is Camp Lejeune, NC. The scope covers replacement of four 90-ton nominal chillers and two 120-ton nominal chillers, with completion required within 300 days after award. Equipment specifications include 10-year parts, labor, and refrigerant warranties; variable frequency drives on condenser fan motors; microchannel aluminum alloy 9150 condenser coils with 10,000-hour salt spray resistance; thermal dispersion flow switches; phase loss and voltage protection; NEMA 3R weatherproof control panels with BACnet/MSTP controllers; and sound attenuation meeting published noise levels by tonnage. Piping requirements specify copper for 4 inches and smaller, schedule 40 welded steel for 5 inches and larger, with minimum 2-inch polyisocyanurate insulation and heat trace protection. Hydrostatic testing at 150 psig for two hours is required before insulation installation. Factory-authorized personnel must perform chiller start-ups. Amendment 0003 (March 24) clarified that all six existing chillers have heat recovery piping installed; the new chillers will not require the heat recovery option, and offerors must cap and reinsulate the exterior heat recovery piping as part of scope. Amendment 0004 (March 31) extended the deadline to April 2, 2026 at 2:00 PM EST and provided equipment specifications addressing chilled water pump requirements referenced in prior RFI responses.

The facility will remain operational during construction, requiring coordination of scheduled outages through Public Works with a minimum 14-day notice. Award is on a lowest-price basis. The estimated cost range is $1,000,000 to $5,000,000. Davis-Bacon prevailing wage requirements apply under General Decision Number NC20260010, with liquidated damages of $880 per calendar day. Bid bonds are required for proposals valued at $150,000 or greater. NAICS 238220, Plumbing, Heating, and Air-Conditioning Contractors; PSC Z2JZ, Repair Or Alteration Of Miscellaneous Buildings.
