About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command (MICC) Fort Sam Houston seeks post-wide elevator inspection, testing, and maintenance services for Fort Detrick, with proposals due July 20, 2026 at 1:00 PM Eastern Time. This procurement is a Service-Disabled Veteran-Owned Small Business sole source, restricting competition to that pool.

Place of performance is Frederick, Maryland. The contract covers 19 elevators—15 hydraulic hybrid units and 4 gearless traction machine-roomless (MRL) units—across U.S. Army Garrison Fort Detrick. Services include monthly preventative maintenance inspections, annual Third Party Qualified Elevator Inspector (TPQEI) inspections with certificates of compliance, annual no-load tests, five-year full-load tests, emergency dispatch response within 24 hours, and repairs up to $2,500 per incident. Repairs exceeding $2,500 require individual contract modifications. The contract period runs one base year plus four optional one-year periods from August 1, 2026 through July 31, 2031. Estimated annual labor includes 140 regular hours and 80 emergency/after-hours hours for mechanics, plus 70 helper hours.

All proposed technicians must hold Maryland elevator maintenance licenses and completion of a 10-hour OSHA Safety Course certificate (required before any technician performs on-site work). Minimum five years of elevator industry experience is required. The NAICS code is 238290, Other Building Equipment Contractors; PSC is J039, Maint/Repair/Rebuild of Equipment—Materials Handling Equipment.

Evaluation is technical acceptability (Acceptable/Unacceptable across three sub-factors: Maintenance Plan, Emergency Response Plan, and Qualifications/Certifications) followed by lowest price evaluation under FAR Part 12. A mandatory site visit is scheduled for July 2, 2026 at 9:00 AM EST at Fort Detrick Visitor Control Center, limited to two participants per company. Proposals must remain valid for 90 days from receipt. Proposals require two volumes: Volume I (Technical Proposal, 10-page limit) and Volume II (SF 1449 and price quote in Excel format with unit and total prices for base and option CLINs).
