About this file

This is a Questions and Answers document for Solicitation W91QV126QA042 Amendment 02, addressing clarifications on elevator maintenance and inspection requirements.

The solicitation involves elevator maintenance services for government facilities, including monthly preventative maintenance and servicing inspections, annual Category 1 (CAT-1) inspections, and five-year Category 5 (CAT-5) inspections. No mechanical defects or programming issues currently exist with the covered elevators. The government will provide escorts where applicable at no cost to the contractor. A detailed maintenance schedule must be submitted covering the Base Year and subsequent Option Years, annotating inspection timelines. Copies of technician qualifications and certifications are required but not included in page count limits. Monthly preventative maintenance inspections require only a licensed elevator technician; however, annual CAT-1 and five-year CAT-5 inspections require a third-party elevator inspector on-site for testing and certification. Contractors must include all costs associated with sourcing third-party state inspectors in their pricing, as the government does not have a current contract with state inspectors. For pricing submissions, the Unit Price is a lump sum that should be multiplied by the quantity provided for each Contract Line Item Number (CLIN)—whether expressed in months, years, or jobs—with yearly totals entered in the Amount column. Technical Exhibit 6 does not require completion at proposal submission and subsequent Option Periods; labor rates are submitted as part of Volume II pricing and should not include taxes, shipping, handling, or freight costs. No separate detailed line-item breakouts are required for the base year and each option year beyond what is provided in the price schedule.
