About this file

This file contains Requests for Information (RFIs) and answers for solicitation W91QV126QA042, an elevator maintenance and inspection contract. The government confirmed there are no known mechanical defects or programming issues with covered elevators and will provide recent Third Party Qualified Elevator Inspector (TPQEI) inspection data via spreadsheet. Government escorts will be provided where applicable at no contractor cost.

Contractors must submit a detailed maintenance schedule for the Base Year and subsequent Option Years annotating monthly preventative maintenance, annual CAT-1, and five-year CAT-5 inspection timing. Qualifications and certifications for technicians are required to confirm technical competency but are not included in page count limitations. Monthly preventative maintenance inspections require only a licensed elevator technician, while annual CAT-1 and five-year CAT-5 inspections require a third-party elevator inspector on-site for testing and certification. Contractors must include all costs associated with sourcing third-party inspectors in their pricing, as the government has no current contract with state inspectors. Technical Exhibit 6 labor rates are part of Volume II pricing but should exclude taxes, shipping, handling, and freight costs. Pricing proposals must include separate detailed line-item breakouts for the base year and each option year, covering all CLINs, materials, equipment, profit, overhead/G&A, mobilization, and security costs. Unit prices in the price schedule are lump sums that should be multiplied by the quantity provided for each CLIN (months, years, or jobs), with annual totals entered in the Amount (Price Total) column.
