About this file
This is Amendment 0002 to Solicitation W91QV126QA042, issued by the U.S. Army on 13 July 2026. The amendment extends the proposal submission deadline and modifies solicitation requirements for elevator maintenance and repair services at Fort Detrick, Maryland.
The solicitation is for a single Firm Fixed Price contract requiring hydraulic and MRL (Machine Room-Less) elevator maintenance and emergency repair services. Offerors must submit two-volume proposals by 12:00 PM Eastern Time on 14 July 2026 via email to the Contract Specialist. Volume I (Technical) limited to 10 pages must address: (1) Maintenance Plan detailing preventative maintenance schedule, staffing approach, and quality control measures; (2) Emergency Response Plan demonstrating dispatch procedures, on-call staffing, and capability to meet strict emergency response times per PWS Section 5.5; and (3) Qualifications and Certifications proving proposed personnel hold required elevator maintenance licenses for Maryland with certificates for at least one routine maintenance technician and two repair technicians. Volume II must include completed SF 1449 form with unit and total prices for each Contract Line Item Number (CLIN), CAGE code, and blocks 30a-30c. A separate Excel price breakout (xxxxPRICExxxx.xlsx) must detail fully burdened pricing for all CLINs, materials, equipment, profit, overhead/G&A, mobilization, and security costs across base and option periods, incorporating the Government's estimated hours multiplied by proposed labor rates for CLINs 0004, 1004, 2004, 3004, and 4004. Award criteria emphasize technical acceptability (rated Acceptable/Unacceptable on all three sub-factors) followed by lowest price evaluation under FAR Part 12. The amendment adds RFIs (Requests for Information) responses dated 13 July 2026 as a new contract attachment and revises labor standards clauses. A mandatory site visit is scheduled for 9:00 a.m. EST on 2 July 2026 at Fort Detrick Visitor Control Center (9000 Amber Dr., Frederick, MD 21702), limited to two company representatives per offeror, with registration required by 12:00 p.m. on 1 July 2026. The point of contact for all CLINs is Jack Williams (301-619-8652).

FACTOR 1: Technical Acceptability
The Government will evaluate the Technical Proposal on an Acceptable/Unacceptable basis. To receive a rating of "Acceptable," the Offeror's proposal must receive a rating of "Acceptable" for all three (3) Sub-factors listed below. A rating of "Unacceptable" in any single Sub-factor will render the entire Technical Proposal "Unacceptable," and the Offeror will be ineligible for award.
Maintenance PlanSub-factor 1:
Acceptable: The proposal provides a detailed Maintenance Plan that clearly demonstrates a feasible approach, schedule, and staffing plan to execute the Preventative Maintenance requirements of PWS Section 5 without degrading mission operations.
Unacceptable: The proposal fails to provide a Maintenance Plan, merely restates the PWS requirements without explaining how they will be achieved, or proposes an approach that does not meet the minimum requirements of PWS Section 5.
Emergency Response PlanSub-factor 2:
Acceptable: The proposal provides an Emergency Response Plan that clearly demonstrates the capability, dispatch procedures, and staffing availability to meet the strict emergency response times mandated in PWS Section 5.5.

The estimated hours in the Price Model are for evaluation purposes only.
Additionally, use the Pricing Model, (Gov't estimated hours x the proposed labor rate) for CLINs 0004, 1004, 2004, 3004, 4004. The proposed labor rates will be contractually binding upon award.
Price:

As part of price evaluation, the Government will evaluate its option to extend services (see FAR clause 52.217-8) by adding six (6) months of the offeror's final option period price to the offeror's total price. Offerors are required only to price the base and option periods. Offerors shall not submit a price for the potential six (6) month extension of services period. The Government may choose to exercise the Extension of Services at the end of any performance period (base or option periods), utilizing the rates of that performance period.
Definitions:

Price:
The Price Factor will not be scored or rated. Offered pricing response will be evaluated for completeness, and pricing balance in accordance with FAR 12.602(b).
: The Offeror's proposal follows the Price Volume instructions in the RFQ.Completeness/Accuracy
Unbalanced: Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items is significantly over or understated as indicated by the application of price analysis techniques.
A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either part.
Before the Offer's specified expiration time, the Government may accept an offer (or part of an offer), whether there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
