About this file

This file is a Questions and Answers document (RFI responses) for federal solicitation W91QV126QA042 – Amendment 3, which pertains to elevator maintenance and repair services.

The document addresses six inquiries from prospective contractors regarding contract requirements and administrative matters. Key responses clarify that obsolete parts/components requiring replacement will be handled through repair CLINs or contract modifications based on dollar amount. The Government requires physical posted check charts/logbooks in machine rooms rather than digital QR code alternatives. For elevators out of service beyond 24 hours, the Contracting Officer and Contracting Officer's Representative (COR) must provide approval and communicate shutdowns to building tenants. After-hours emergency repairs up to a specified Not-To-Exceed dollar amount may receive verbal authorization from the Contracting Officer only, with formalization via contract modification on the next business day; the COR is not authorized to issue verbal authorizations. Contractors must provide pertinent updates including quotes, component order verification, lead times, shipment updates, and installation verification to ensure transparency during repair processes.

Additionally, the Government clarified that OSHA 10-hour Safety Course certificates for proposed technicians are required to be submitted after contract award but before any technician performs work on site. A tax-exempt certificate was provided as an attachment. The original proposal deadline was extended from the initial 8-hour window to Monday, July 20, 2026, at 1:00 PM, though a requested 7-day extension could not be granted.

RFI’s for Solicitation W91QV126QA042 – Amendment 3

1. Is obsolescence excluded, or would obsolete parts/components be handled through the repair CLINs or contract modification process?

If an obsolete part/component were to fail and require replacement, the repair would be handled through the repair CLIN or with a contract Modification depending on the dollar amount.

2. For the required machine room check charts/logs, would a QR code posted in each machine room that links to a digital check chart be acceptable, or does the Government require a physical posted check chart/logbook?

Government will require physical posted check chart/logbook.

3. For elevators out of service beyond 24 hours, what is the preferred process to obtain KO/COR approval, especially when the unit is shut down for safety reasons or awaiting parts?

If the question is referring to approval for after-hours emergency repairs refer to

5.4.4.2. Exception: After-Hours Emergency Verbal Authorization (NTE) in PWS.

• 5.4.4.2. Exception: After-Hours Emergency Verbal Authorization (NTE): In the event of an immediate life-safety emergency occurring after normal business hours, the Contracting Officer may provide a verbal or email authorization to proceed with the repair up to a specified Not-To-Exceed (NTE) dollar amount. The Contracting Officer will formalize this into a funded, bilateral Contract Modification on the next available Government business day. Under no circumstances is the COR authorized to issue a verbal NTE authorization.

If the question is referring to keeping an elevator out of service for an extended period, KO/COR will provide approval and communicate the shutdown to the building tenants. Additionally, please refer to the element below of PWS.

• 5.4.2. If a component needs to be replaced to bring the elevator back to operational, the contractor shall inform the KO and COR of all pertinent updates. These updates will include, but are not limited to, a quote prior to ordering that identifies each component and labor, component order verification / receipt, component lead times (if on backorder), shipment updates, and installation verification. This will ensure transparency for all parties during the troubleshooting, ordering, and repair processes.

4. PWS Section 1.6.7.1 states that all contractor employees shall have completed the 10-hour OSHA Safety Course and that certificates shall be submitted to the CO/COR. Can you please confirm whether OSHA 10 certificates for proposed technicians are required to be submitted with the quote, or if they may be submitted after award but before any technician performs work on site? We understand that no technician would perform work under the contract until the OSHA 10 requirement has been completed and the certificate has been provided, if awarded.

After award before technicians perform work on site.

5. We would like to kindly request a copy of the tax-exempt certificate for this project.

See attached PDF.

6. After seeing the RFI responses, we find it is unfair and unreasonable for a small business to respond to this solicitation and provide the government with its best response within a 8 hour working day. Scheduling alone will require a substantial effort and time. We respectfully request a minimum of 7-day extension to properly address this solicitation.

Unfortunately, a 7-day extension cannot be granted. However, the Government will approve an extension until Monday, July 20, 2026, at 1:00 PM.

We appreciate your continued interest and look forward to receiving your proposal by the revised deadline.
