Amendment 003 to RFQ W91QV126QA042
This is Amendment 003 to a Request for Quote (RFQ) issued by the U.S. Army Corps of Engineers for hydraulic and MRL elevator maintenance and emergency repair services at Fort Detrick, Maryland. The amendment extends the proposal due date from July 14, 2026 at 12:00 PM to July 20, 2026 at 1:00 PM Eastern Time and provides answers to submitted RFI questions. The amendment also removes specific fully-burdened rate language from the Performance Work Statement that previously required line-by-line pricing breakouts and removes Technical Exhibit 6 from the solicitation.
The solicitation seeks a single firm fixed-price contract for preventative maintenance and emergency repair services for hydraulic and MRL (machine roomless) elevators. Offerors must submit two volumes: Volume I (Technical Proposal, 10-page limit) containing a Maintenance Plan, Emergency Response Plan, and Qualifications/Certifications demonstrating Maryland elevator maintenance licensing; and Volume II (SF 1449 and Price Quote in Excel format) with unit and total prices for base and option CLINs. The Government will evaluate technical acceptability on an Acceptable/Unacceptable basis across the three sub-factors, with any Unacceptable rating rendering the entire proposal ineligible. Pricing will be evaluated for completeness and balance without scoring. A mandatory site visit is scheduled for July 2, 2026 at 9:00 AM EST at Fort Detrick Visitor Control Center, limited to two participants per company. The proposal must remain valid for 90 days from receipt. All documents are available on SAM.gov.

EVALUATION OF OFFEROR:
Award will be made to the contractor whose quote conforms to all solicitation requirements, such as terms and conditions, representations and certifications, technical requirements, and provides the lowest price technically acceptable offer.
FACTOR 1: Technical Acceptability
The Government will evaluate the Technical Proposal on an Acceptable/Unacceptable basis. To receive a rating of "Acceptable," the Offeror's proposal must receive a rating of "Acceptable" for all three (3) Sub-factors listed below. A rating of "Unacceptable" in any single Sub-factor will render the entire Technical Proposal "Unacceptable," and the Offeror will be ineligible for award.
Maintenance PlanSub-factor 1:
Acceptable: The proposal provides a detailed Maintenance Plan that clearly demonstrates a feasible approach, schedule, and staffing plan to execute the Preventative Maintenance requirements of PWS Section 5 without degrading mission operations.
Unacceptable: The proposal fails to provide a Maintenance Plan, merely restates the PWS requirements without explaining how they will be achieved, or proposes an approach that does not meet the minimum requirements of PWS Section 5.
Emergency Response PlanSub-factor 2:
Acceptable: The proposal provides an Emergency Response Plan that clearly demonstrates the capability, dispatch procedures, and staffing availability to meet the strict emergency response times mandated in PWS Section 5.5.
Unacceptable: The proposal fails to provide an Emergency Response Plan or fails to demonstrate a feasible approach to meeting the required emergency response times.
Qualifications and CertificationsSub-factor 3:
Acceptable: The proposal includes valid documentation demonstrating that the Offeror and/or proposed personnel hold the required elevator maintenance licenses and certifications for the state of [Maryland].
Unacceptable: The proposal fails to provide the required licensing and certification documentation, or the documentation provided is invalid/expired.
FACTOR 2: Pricing Proposal:
The estimated hours in the Price Model are for evaluation purposes only. Additionally, use the Pricing Model, (Gov't estimated hours x the proposed labor rate) for CLINs 0004, 1004, 2004, 3004, 4004. The proposed labor rates will be contractually binding upon award.
Price:
The Price Factor will not be scored or rated. Offered pricing response will be evaluated for completeness, and pricing balance in accordance with FAR 12.602(b). As part of price evaluation, the Government will evaluate its option to extend services (see FAR clause 52.217-8) by adding six (6) months of the offeror's final option period price to the offeror's total price. Offerors are required only to price the base and option periods. Offerors shall not submit a price for the potential six (6) month extension of services period. The Government may choose to exercise the Extension of Services at the end of any performance period (base or option periods), utilizing the rates of that performance period.
Definitions:
: The Offeror's proposal follows the Price Volume instructions in the RFQ.Completeness/Accuracy
Unbalanced: Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items is significantly over or understated as indicated by the application of price analysis techniques.
A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either part.
Before the Offer's specified expiration time, the Government may accept an offer (or part of an offer), whether there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
