About this opportunity
The Office of Naval Research (ONR) is seeking a contractor to operate and manage the Navy Manufacturing Technology (ManTech) Electro Optics Center of Excellence (EOC 4), a 10-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract focused on developing and transitioning electro-optic manufacturing technologies. The solicitation (N0001425R7001) requires offerors to have a minimum SECRET facility clearance and will evaluate proposals based on Center of Excellence (COE) Operations (most important factor), past performance, small business participation, and cost share approaches. Proposals are due by March 17, 2025 at 10:00 AM Eastern, with the government intending to make a single award without discussions based on best value. Technical factors will be significantly more important than cost, and offerors must submit both technical/past performance and cost volumes. The technical volume is limited to 60 pages and will be comprehensively reviewed across multiple dimensions.
The contract has a maximum value of $99 million and will include a 24-month base period with three 12-month option periods, plus a potential 6-month extension. There is no specific set-aside for small businesses, but small business participation is an evaluation factor. Task orders will be issued on various pricing bases including cost-plus-fixed-fee, cost (no fee), cost share, and firm-fixed-price, with fee caps ranging from 1-7% depending on work type. The place of performance will be determined upon award, though Arlington, VA is mentioned in the solicitation. The contractor will be responsible for identifying, developing, and facilitating manufacturing technology solutions across technology areas such as fiber optics, optoelectronics, optical communications, countermeasures, quantum sensing, imaging systems, and night vision systems, supporting key Navy platforms including CVN 78 Class carriers, DDG 51 Class destroyers, Virginia Class submarines, and the Joint Strike Fighter.
