About this file
This is guidance document for the Navy ManTech Program outlining requirements and procedures for Rapid Response and Special Projects under Office of Naval Research (ONR) Center of Excellence (COE) prime contracts.
The guidance establishes two types of short-term, low-dollar value projects: Rapid Response projects address unplanned manufacturing, sustainability, or repair issues from fleet/production programs, while Special Projects evaluate technical issues related to DON manufacturing. Both types must meet specific criteria including: funding level of $200K or less, duration of 6 months or less, clearly defined statement of work, and written authorization from Program Officer/COR. Proposals require technical and cost components, with technical proposals including background, objectives, requirements, statement of work, CDRL, schedule, and deliverables. Cost proposals must use ONR spreadsheet format for prime and subcontractors. Projects will be added to appropriate Task Orders via contract modification and can use various award types (Firm Fixed Price, Cost Plus Fixed Fee, etc.). While regular ManTech reporting requirements apply, these projects do not require Technology Transition Plans or risk assessments.

Rapid Response and Special Projects Guidance
Attachments:
1. None.
A. PURPOSE
The purpose of the Rapid Response and Special Projects guidance is to establish a framework to address individual projects under the Office of Naval Research (ONR) Center of Excellence (COE) prime contracts that can be delivered within a shortened timeframe. Both Rapid Response and Special Projects efforts enable a problem to be addressed through access to existing expertise without expending the time and effort to initiate a separate contract action.
Of shorter duration and lower dollar value than standard ManTech projects, Rapid Response projects offer increased potential for rapid technology insertion to meet Department of Navy (DON) platform needs in accordance with Department of Defense (DoD) Directive 4200.15. With minimal time and funding, a COE should be able to resolve an issue in a timely manner. Special Projects are other short-term, low-dollar value efforts, not necessarily connected with an acquisition or repair Program Office, to further evaluate technical issues related to DON manufacturing.
B. CRITERIA
A Rapid Response effort should address unplanned manufacturing, sustainability, or repair issues from fleet or production programs that can benefit from the expertise of the COEs.
In general, a proposed Rapid Response project should satisfy the following criteria:
Acknowledgement of the problem by the appropriate stakeholder Clearly defined statement of work Implementation strategy by the stakeholder if the project is successful Funding level of $200K or less Duration of 6 months or less The project should be coordinated with the applicable Program Executive Office or Program Office prior to authorization.
Written authorization is required from the Program Officer (PO) / Contracting Officer Representative
(COR) to the COE to pursue the issue of the project.
A Special Project should satisfy the following criteria:
Clearly defined statement of work Address a legitimate manufacturing technology issue which will ultimately benefit the Navy but does not need to have a direct transition at this time Funding level of $200K or less Duration of 6 months or less Written authorization is required from the PO / COR to the COE to pursue the issue of the project.
Examples include, but are not limited to, manufacturing trade studies, benchmarking activities, build strategy development, etc.
Rapid Response / Special Project funds should not be used to accomplish the initial phase of a typical or normal project, or be used for a normal project simply because it does not require a large budget. In addition, Rapid Response / Special Project funding is not intended to be a catch-all accounting line to be used for a variety of different charges.

C. RAPID RESPONSE / SPECIAL PROJECTS SUBMITTAL AND PROCESSING
The instructions below outline the submission requirements and process for a Navy ManTech Rapid Response or Special Project effort.
1. Technical Proposal:
Background Objective Requirements and Timelines for Transition Statement of Work Contract Data Requirements List (CDRL) Project Schedule Project Specific Deliverables Statement on how the COE will ensure completion without an increase in scope, schedule, or cost
2. Cost Proposal:
Cost Spreadsheets in the ONR format is required for prime and subcontractors (if utilized).
The COE will submit individual project proposals to the respective ONR PO / COR. The PO / COR will review the proposal, ensure that it meets the requirements to establish a Rapid Response or Special Project and validate that the scope, cost, and period of performance are within the requirements of the applicable Task Order statement of work. The PO / COR will email the documents to the CO and indicate his concurrence to initiate the Rapid Response or Special Project effort. It is expected that these efforts will have an appropriate award type (i.e., Firm Fixed Price, Cost Plus Fixed Fee, etc.). The CO will add the Rapid Response or Special Project to the appropriate Task Order via contract modification.
D. REPORTING
Rapid Response, Repair Technology Rapid Response, and Special Project efforts are to be tracked at a ManTech project level for reporting purposes. Projects should fulfill all applicable ManTech Data Call Requirements (see the Project Types - Data Call Requirements table) at an appropriate level for the level of effort and at the discretion of the PO / COR. Note that Rapid Response and Repair Technology Rapid Response projects do not require Technology Transition Plans or risk assessments.
